Timely information and education on technical regulations and standards and their consistent implementation are key to improving the competitiveness of Serbian economy, it was pointed out at the Roundtable “The regulatory framework of technical legislation in Serbia and its application in practice”, organized by the Serbian Chamber of Commerce in cooperation with the Ministry of Economy, Accreditation Body of Serbia, Institute for Standardization of Serbia and Directorate of Measures and Precious Metals, held on December 25, 2014.
Director of the SCC Sector for economic system Mr. Ljubiša Dimitrijević said that it is necessary to devote special attention to the process of harmonization and conformity assessment of products. The aim is to familiarize participants with the general and specific areas of technical legislation.

Mrs. Jelena Popović, Assistant Minister of Economy, stressed the importance of improving the competitiveness of Serbian economy and paving the way for quality and safety Serbian product in the European market. To be export-oriented, it is essential that technical regulations are implemented in our legal system.

Mrs. Lidija Stojanović, Assistant Minister of Commerce and Chief market inspector, indicated that it is necessary advancement of knowledge when technical legislation is concerned, as well as increase the competence of inspectors. Activities and scope of work of the Accreditation Body of Serbia presented Mrs. Milica Lukešević, Acting Director of the body, while Mrs. Vida Živković, M. Sc., Director of the Directorate of Measures and Precious Metals pointed out that in the field of metrology all European regulations are transposed in Serbian legislation. However, as pointed out, the most important thing is to be consistently applied.

In Belgrade, in the premises of the Club of delegates, on December 16, 2014, was held the Annual Meeting of the Directorate of Measures and Precious Metals „Meeting the Challenges in 2015”, which was attended by all employees.

In her opening remarks, Mrs. Vida Živković, M.Sc., Director of DMDM, welcomed participants and stressed that this is the traditionally gathering, an opportunity for all employees to meet, to review what has been done in the previous year, as well as to exchange experiences in the work.

Directorate of Measures and Precious Metals, in the framework of the EURAMET Focus Group on Facilitating National Metrology Infrastructure Development (EURAMET FG-FNMID) Action Plan for 2014, hosted the „Training and Workshop on Principles of Strategic Management” in Belgrade, from December 4 to 5, 2014.

Training participants were representatives of the countries of South East Europe: Macedonia (BoM), Bosnia and Herzegovina (IMBiH), Montenegro (MBM), Albania (DPM), Serbia (DMDM), Croatia (HMI), Poland (GUM), Turkey (UME), Ireland (NSAI). Training was held with the technical assistance of the National Metrology Institute of Germany (PTB) and EURAMET.
Lecturer was an expert from the National Metrology Institute of Germany (PTB) Mr. Oliver Karkosvhka.

Training was interactive. Participants were divided into working groups, so that in the course of the workshop had the opportunity to exchange experiences with other participants.

Different aspects related to planning further activities in the work and the strategy of further development of the National Metrology Institutes were considered.

In the framework of the technical assistance of the FR Germany to the institutions in the Republic of Serbia in the field of quality infrastructure, organized by the National Metrology Institute (NMI) of Germany, Physikalisch Technische Bundesanstalt (РТВ), and in collaboration with the Physico Techical Testing Service (PTP) within the NMI of Austria, Bundesamt für Eich- und Vermessungswesen (BEV), from November 17 to 21, 2014, representatives of the Directorate of Measures and Precious Metals, Ministry of Economy of the Republic of Serbia and the Accreditation Body of Serbia were in the study visit to the National Metrology Institute of Austria (BEV).

Study visit entitled „Implementation of MID and NAWID – New Legislative Framework” included a visit to a notified body BEV, presentations and discussions related to the establishment and implementation of MID and NAWID, discussion of modules B, D, F and G, as well as visit to laboratories for flow, mass, electrical quantities and taximeters.

To establish a harmonized and consistent approach to legal metrology in Europe, WELMEC guides were particularly emphasized. Accented were impartiality and independence of all bodies in function of legal metrology. Importance of introducing a system of certification of products to show on the market that the supplier is able to produce products, which are in compliance with the certain normative documents.

Within conducted study visit were exchanged experiences in the implementation of directives and standards in the field of metrology. To successful cooperation between representatives of BEV and DMDM contributed the high level of knowledge of current topics of training and interactive work of participants.

TrainMiC Event

Organized by the Directorate of Measures and Precious Metals, Serbian Chamber of Commerce and the Accreditation Body of Serbia, under the auspices of the European Commission and the Institute for Reference Materials and Measurements (IRMM) as а project leader, at the Serbian Chamber of Commerce, a TrainMiC - A training program for the measurement in chemistry, was held in a period of November 27-28, 2014. There were 19 participants, representatives of accredited laboratories for testing and calibration, institutes for public health, institutes, industry and laboratories in the accreditation process. Topics presented in this course were related to the metrology in chemistry, sampling as a part of measurement procedure, statistics for analytical chemistry part I and II, selection and use of reference materials and inter-laboratory comparison according to standard ISO/IEC 17025.

Market Surveillance – Training

Training titled “Market Surveillance”, intended for workers on supervision in the Sector for control and supervision of DMDM, was held on November 28, 2014, at the premises of the Department of control and supervision Subotica. Training was aimed at enabling employees in the Sector for control and supervision of DMDM for performing the market surveillance. At the beginning of training, the Lucija Dujović, welcomed the participants of the training. Lecturers in training, Branka Radanov, M.Sc., coordinator, and Mirjana Lompar, Head of the Department of control and supervision Beograd, acquainted participants with the aspects of the market surveillance, especially when it comes to the supervision of the implementation of the new Regulations which transposed EU directives in the field of measuring instruments and non-automatic weighing instruments, as well as in connection with the necessary statistical sampling methods necessary for proper performance of new market surveillance tasks. Training consisted of a theoretical part and workshop with specific examples. Host of the training, Department of control and supervision Subotica, with friendly welcome and good organization left a positive impression on all participants of the training.

Seminar on the implementation of the Regulation on pre-packed products was held on November 26, 2014, organized by Vojvodina Chamber of Commerce and the Directorate of Measures and Precious Metals, in the premises of Vojvodina Chamber of Commerce in Novi Sad. Seminar coordinator, Mrs. Branka Radanov, M.Sc., welcomed the participants on behalf of the Directorate of Measures and Precious Metals. Seminar was realized so that included theoretical and practical part (workshops and guidance to packers). Lecturers were those from the Directorate: Mrs. Branka Radanov, M.Sc., Mrs. Ljiljana Mićić, Mrs. Ruža Krajninger Vuković, Mr. Aleksandar Kostić, Mrs. Tamara Kalinić, Mr. Dušan Jovanović and Mr. Boško Stefanović. Seminar was aimed at exploring the target group with the Regulation, as well as the registration of packers and importers from the teritory of Vojvodina.

In period from November 18 to 20, 2014, was held 25th Meeting of the General Conference on Weights and Measures (CGPM) in Congress Palace of Versailles in Versailles.

In the work of the 25th General Conference on Weights and Measures participated delegations from 44 Member States and about 30 countries, or economies, Associates of the General Conference. Conference was also attended by representatives of the International Organization of Legal Metrology (OIML), the International Laboratory Accreditation Cooperation (ILAC), the International Organization for Standardization (ISO) and others. Conference was chaired by President of the French Academy of Sciences (Académie française des sciences) Professor Philippe Taquet.

At the 25th General Conference on Weights and Measures, under the authority of the Minister of Foreign Affairs of the Republic of Serbia, participated Mrs. Vida Živković, M.Sc., Director of the Directorate of Measures and Precious Metals, as the representative of the Republic of Serbia.

At this General Conference were adopted five resolutions relating to scientific and institutional issues, in particular future redefinition of the International System of Units (SI).

In the ”Official Gazette of RS”, No. 124/14 of November 11, 2014, is published Regulation on evidential breath analyzers, which will come into force on November 20, 2014, and will be applicable as of April 1, 2015.

This regulation prescribes the requirements for evidential breath analyzers, method of determining compliance with these requirements for evidential breath analyzers, method of type examination of evidential breath analyzers, methods of measurement, and the manner and conditions of verification of evidential breath analyzers.

This regulation applies to evidential breath analyzers that measure and display the mass concentration of alcohol in the exhale of respondents. For the purpose of this Regulation, under the alcohol is meant only ethyl alcohol (ethanol).

At the 49th meeting of the International Committee of Legal Metrology – CIML, held in Auckland (New Zealand) on November 4 to 6, 2014, was adopted Resolution no. 2014/19 on the basis of which the Directorate of Measures and Precious Metals received the International Organization of Legal Metrology – OIML Award for Excellent Achievements in Legal Metrology in Developing Countries (https://www.oiml.org/en/structure/ciml/pdf/49-ciml-resolutions-english.pdf).

Award for excellent achievements in legal metrology in developing countries is a special award, given to countries that have excellent achievements in development of activities in the field of legal metrology. The winner gets a special OIML glass engraved trophy. Considering that this award is given to a few years ago, the Directorate of Measures and Precious Metals is proud to be the bearer of this award.

International Organization of Legal Metrology – OIML was established by the signing of the International Convention on the International Conference in Paris, on October 12, 1955, among the founding countries – signatories was Yugoslavia.
International Organization of Legal Metrology – OIML http://www.oiml.org/en primarily aims to determine general principles of legal metrology, establish guidelines and instructions for drafting of laws and regulations governing the use of measuring instruments, define the requirements that measuring instruments in the field of legal metrology must meet in Member States.

Within the process of accession to full membership of the Republic of Serbia to the Convention on precious metals (Hallmarking convention), the Directorate of Measures and Precious Metals visited the Inspection team of the Convention on precious metals on November 10 to 11, 2014.

During the visit, the Inspection team was checking the compliance of the Republic of Serbia, i.e. Directorate of Measures and Precious Metals, with the requirements of the Convention on precious metals, both in terms of legislation, but also in terms of technical aspects relating to testing and hallmarking of precious metals articles.

In the period of November 3-8, 2014, in the Laboratory for Reference Materials and Chemical Measurements DMDM, standard photometer for ozone NIST SRP 54 (Starndard Reference Photometer 54) has been installed, which is the new national standard in the field of measurements of ambient ozone concentration of the Republic of Serbia. By means of SRP 54, measuring capabilities of DMDM in the field of environmental protection and air are significantly improved, and thus ensured traceability of measurement results for the concentration of ozone in the air.

Manufacturer of SRP 54 is the National Institute for Standards and Technology, NIST, United States of America. NIST is the sole producer of these standards worldwide, and SRP systems are owned by a large number of NMIs, institutes for air quality monitoring, as well as the BIPM. National standard of the Republic of Serbia is 54th produced since the start of the program, and at this moment, the only one in the Balkan region.

Installation, validation and training for the use of SRP 54 in calibration of commercial ozone analyzers used for monitoring of air quality in Serbia and Croatia was held for the employees of DMDM. Participants of the training were from DMDM, Sector for development of metrology, Group for metrology in chemistry: Jelena Bebić, Dragan Nikolić, Nikola Škundrić and Luka Gažević, assistent director Boris Laštro, and guests from Meteorological and Hydrological Service of Republic of Croatia, Krunoslav Premec and Lucija Nuskern.

NIST representative was James Norris, who is the constructor of all the SRP systems so far constructed. The presentation was given by Jim Norris on the metrological traceability in the field of air quality monitoring.

Regionalna privredna komora Zrenjanin i njen Odbor za kvalitet već četrnaestu godinu zaredom organizuju Konferenciju kvaliteta na nivou Regiona.

U prepunoj svečanoj sali hotela Vojvodina u Zrenjaninu ove godine je održana 6. novembra 2014. godine, sa dva uvodna predavanja i prezentacijom sedamnaest radova. Gospodin mr Milan Radovanović, predsednik RPK Zrenjanin je u ime organizatora otvorio skup i pozdravio sve učesnike. O aktivnostima Komore i njenih članova na polju kvaliteta i standardizacije u celini prezentovala je mr Biljana Vlatković, sekretar Odbora za kvalitet u Komori. Uvodničari konferencije su bili predstavnici Direkcije za mere i dragocene metale Republike Srbije i konsultantske kuće "Boneks inženjering" – Beograd. Učesnici konferenciji bili su predstavnici privrednih subjekata, preduzetnika, lokalnih samouprava zdravstvenih ustanova, medijskih kuća, obrazovnih ustanova, studenata , udruženja.

Cilj konferencije je bio sticanje i unapređenje znanja iz oblasti sistema menadžmenta kvaliteta, zaštite životne sredine, standarda za proizvodnju zdravstveno bezbedne hrane, bezbednosti i zdravlju na radu i razmena iskustva u sprovođenju ovih sistema.
Pomoćnica direktora Direkcije za mere i dragocene metale Republike Srbije Lucija Dujović je govorila o aktivnostima Direkcije za mere i dragocene metale na harmonizaciji metrološkog sistema Republike Srbije i istakla da se osnovne odlike međunarodnog (globalnog) sistema merenja baziraju na:

  • uniformnom sistemu harmonizovanih nacionalnih propisa u oblasti zakonske metrologije;
  • uniformnom sistemu harmonizovanih standarda u oblasti metrologije koja nije zakonski regulisana;
  • sledivosti rezultata merenja do SI jedinice koja je priznata na međunarodnom nivou;
  • međunarodno harmonizovanim zahtevima koji se odnose na kompetentnost tela za ocenjivanje usaglašenosti (laboratorija za etaloniranje i ispitivanje, sertifikacionih tela i dr).

Radomir Bošković, predstavnik "Boneks inženjeringa" iz Beograda govorio je na temu "Kvalitet-poslednjih 27 godina i budućih nekoliko". U svom izlaganju je dao osvrt na dešavanja na polju unapređenja kvaliteta od pojave standarda ISO 9001 do danas i ocenio sagledivu perspektivu razvoja odnosno priču o nekim našim zabludama vezano za sistem kvaliteta i o tome, kako ih izbeći ubuduće.
Nakon izlaganja uvodničara, prezentovano je 17 radova predstavnika privrednih subjekata, fakulteta, škola, zdravstvenih ustanova, udruženja, pojedinaca što ukazuje na multidisciplinarni karakter konferencije koji se ogledao u raznovrsnosti tema o kojima su govorili i ostali predavači.

Zajednička nit svim temama mogla bi se opisati kao unapređenje zdravlja čoveka, značaj intelektualne svojine, informisanja, obuke i obrazovanja, bezbednosti hrane, vrsti hrane i lečenju, rizicima i upravljanju opasnim otpadom, kvalitetu i konkurentnosti roba i usluga u prometu, primenom zakonskih, ali i voluntarističkih sistema koji to omogućuju.

In Directorate of Measures and Precious Metals (DMDM) on November 4 and 5, 2014 was realized the peer assessment – Peer Visit by the technical experts of the Bulgarian National Institute of Metrology (BIM), in the fields of photometry, volume and flow rate and length.

Based on EURAMET Project No. 1208 and EURAMET Guide for on Site Visits, peer assessment was carried out according to the standard ISO/IEC 17025: 2006, checking out management requirements as well as technical requirements of calibration laboratories in the mentioned areas for published calibration and measurement capabilities (CMCs) in BIPM database KCDB and for CMCs that are in the review process, or its registration to Regional Metrology Organization is planned in the near future. Two-day assessment was passed in a collegial atmosphere, through an interactive operation and exchange of expertise. The observations, which are the basis for the improvement of quality management system, are given in the report of the Peer Visit, and the results of this assessment will serve as a basis for re-evaluation of the quality system of the Directorate at the TC-Q meeting in Prague in March 2015.

Conducted assessment of quality management system in DMDM, represents implementation of the third phase of envisaged annual alternating assessment of quality systems of BIM and DMDM, according to EURAMET Project No. 1208, till 2015.

In the ”Official Gazette of RS”, No. 119/14 of October 31, 2014, is published Regulation on measuring instruments for speed of vehicles in traffic, which will come into force on November 8, 2014.

This regulation prescribes the requirements for measuring instruments for speed of vehicles in traffic, method of determining compliance with that requirements, labeling of measuring instruments for speed of vehicles in traffic, technical documentation, method of type examination of measuring instruments for speed of vehicles in traffic, methods of measurement, and the manner and conditions of verification of measuring instruments for speed of vehicles in traffic.

This regulation applies to measuring instruments for speed of vehicles in road traffic that are used in the control and traffic safety.

Representatives of Metrology Laboratory „Orao“ company for production and repair from Bijeljina visited Directorate of Measures and Precious Metals (DMDM) on October 24, 2014.

Working visit of representatives of Metrology Laboratory „Orao“ was aimed at an agreement regarding continued cooperation between the two institutions. In a friendly and cordial atmosphere hosts have introduced the guests with the new equipment and capabilities of DMDM, participaton of DMDM in interlaboratory key comparisons, experiences of DMDM in the field of legal metrology, training opportunities of staff from „Orao“ in DMDM, as well as on the possibilities of participation in interlaboratory comparisons organized by DMDM.

During the discussion is emphasized the mutual desire that current, very successful cooperation between the two institutions, further improves.

Representatives of the Directorate of Measures and Precious Metals Jelena Bebić and Dragan Nikolić, members of the Group for Metrology in Chemistry, Department for Development of Metrology, participated in the Eurachem „8th Workshop Proficiency Testing in Analytical Chemistry, Microbiology and Laboratory Medicine“ and training „ISO 13528 and beyond“ in the workshop, as well as in the working group „Working Group on Proficiency Testing“, from October 5-10, 2014.

The organizers of the workshop were Eurachem and Eurolab, European Cooperation in the field of measurement in chemistry.
Meetings and training workshops were attended by more than 260 participants from 64 countries, among which were mostly PT scheme organizers, representatives of major manufacturers in the food industry and medicine, representatives of the national metrology institutes.

Working group meeting was attended by 13 participants - members of the working group who were also members of the Scientific Committee.

At the meeting officially were accepted two brief explanations of particular requirements to assist laboratories related to PT schemes (PT Leaflet).

MID/NAWI Seminar

Within the project of technical assistance of FR Germany to quality infrastructure institutions in the Republic of Serbia, from October 21-22, 2014, in the premises of Directorate of Measures and Precious Metals was held seminar on the new Measuring instruments Directive (MID) and the new Directive on Non-automatic weighing instruments (NAWI).

Seminar was conducted by Dr. Urlike Fuchs from the National Metrology Institute of Austria (BEV – Bundesamt für Eich-und Vermessungswesen). Seminar was attended by representatives of the Directorate of Measures and Precious Metals, Quality Infrastructure Sector of the Ministry of Economy, Republic of Serbia, as well as the Accreditation Body of Serbia.

Topics to which MID/NAWI Seminar were particularly focused to were: Comparative review of the old and the new MID and NAWI (what was changed, specifics for transposition and implementation); New economic operators; New requirements for notified body in new MID and NAWI (how to meet these requirements in practice); Issues on independence and impartiality (implementation in practice).

Ending Daylight Saving Time

On the basis of the Law on time calculation („Official Gazette of SCG”, No. 20/2006) in 2014 daylight saving time ends on Sunday, October 26, 2014, in 3 h 00 min 00 s, so that, by moving back by one hour, the time of 3 h 00 min 00 s counts as 2 h 00 min 00 s.

Hour that on October 26, 2014, due to moving back by one hour, appears twice between 2 h 00 min 00 s and 3 h 00 min 00 s marks the first time as an hour 2A and the second time as an hour 2B.

At the initiative of the Director of the Directorate of Measures and Precious Metals (DMDM) that the Institute of Nuclear Sciences „Vinča” (Institute „Vinča”) shall be designated as the holder of the national standard in the field of ionizing radiation, Director of the International Bureau of Weights and Measures (BIPM) decided to place Institute „Vinča” in Appendix A of the Key Comparison Data Base – KCDB), on the list of institutes parties to the Mutual Recognition Agreement of the International Committee for Weights and Measures on standards, measurement results and calibration certificates (CIPM MRA) http://www.bipm.org/en/about-us/member-states/rs/cipm-mra.html.

Purpose of this designation is to facilitate international recognition of national standard of the Republic of Serbia in the field of metrology of ionizing radiation, which will be accomplished a major step in the realization of metrological traceability in the field of calibration of dosimeters in radiotherapy and radiation protection, and partly in the field of diagnostic radiology.

With this designation Institute „Vinča” has become an integral part of the Metrology system of the highest levels in the Republic of Serbia, together with the DMDM, and is entitled to apply its calibration and measurement capabilities – CMCs in the aforementioned KCDB database.

By 2014 CIPM MRA was signed by 95 institutes from 53 counties signatories of the Metre Convention (including the Republic of Serbia) and 38 states that have the status of Associate Member, four International Organizations, including the additional 152 designated institutes, among which is the Institute „Vinča”.
