Delegacija Direkcije za mere i dragocene metale, u čijem sastavu su bili v.d. pomoćnika direktora Sektora za nadzor i inspekcijske poslove Zoran Damnjanović, v.d. pomoćnika direktora Sektora za razvoj metrologije Nikola Vuković i rukovodilac Grupe za električne veličine Rade Dereta, boravila je danas u radnoj poseti Fakultetu tehničkih nauka Univerziteta u Novom Sadu, gde je u prostorijama Dekanata održan sastanak sa dekanom prof. dr Borisom Dumnićem i rukovodstvom Fakulteta.

Tom prilikom, v.d. pomoćnika direktora Direkcije za mere i dragocene metale Zoran Damnjanović i dekan Fakulteta tehničkih nauka prof. dr Boris Dumnić potpisali su Sporazum o poslovno-tehničkoj saradnji između dve institucije.

Potpisivanjem Sporazuma uspostavlja se osnov za dalje unapređenje saradnje u oblastima od zajedničkog interesa, pre svega u oblasti metrologije, naučnoistraživačkog rada, razvoja i usavršavanja stručnih kadrova, realizacije zajedničkih projekata, kao i razmene znanja, iskustava i dobrih praksi.

Tokom razgovora posebno je istaknut značaj jačanja saradnje između nacionalne metrološke institucije i visokoškolskih i naučnoistraživačkih ustanova, kao i potreba za kontinuiranim ulaganjem u razvoj kadrovskih i tehničkih kapaciteta u oblasti metrologije. Sagovornici su se saglasili da bliža saradnja između akademske zajednice i institucija koje čine infrastrukturu kvaliteta Republike Srbije predstavlja važan preduslov za dalji tehnološki i privredni razvoj zemlje.

Posebna pažnja posvećena je mogućnostima zajedničkog angažovanja na naučnoistraživačkim i razvojnim projektima, razmeni stručnih znanja i iskustava, kao i uključivanju studenata i mladih istraživača u aktivnosti od značaja za razvoj metrologije i infrastrukture kvaliteta u Republici Srbiji.

Izraženo je uverenje da će potpisani Sporazum doprineti daljem razvoju metrologije u Republici Srbiji, unapređenju stručnih i naučnih kapaciteta obe institucije, kao i uspostavljanju dugoročne i uspešne saradnje na dobrobit privrede, naučne zajednice i građana Republike Srbije.

Direkcija za mere i dragocene metale (DMDM), Odsek za dužinu, optičke veličine i akustiku, planira da u narednom periodu organizuje međulaboratorijsko poređenje (PT-šemu) u oblasti dužine, podoblast etaloniranje mernih lenjira:

1. Etaloniranje mernih lenjira.

Sva zainteresovana pravna lica koja žele da učestvuju u pomenutom poređenju mogu da podnesu zahtev/prijavu na obrascu Zahtev za izdavanje izveštaja o međulaboratorijskom poređenju (https://www.dmdm.rs/sr/obrasci), na adresu: Direkcija za mere i dragocene metale, 11000 Beograd, Mike Alasa 14 ili na email: This email address is being protected from spambots. You need JavaScript enabled to view it., najkasnije do 01. jula 2026. godine.

DMDM će, kao pilot laboratorija, nakon prikupljanja prijava, sa učesnicama usaglasiti tehnički protokol međulaboratorijskog poređenja i odrediti datum početka navedene aktivnosti.
Laboratorije učesnice biće u obavezi da transportuju artefakt do naredne laboratorije učesnice međulaboratorijskog poređenja o sopstvenom trošku i u skladu sa unapred dogovorenim rasporedom iz tehničkog protokola međulaboratorijskog poređenja.
Za učešće u međulaboratorijskom poređenju, u skladu sa Zakonom o republičkim administrativnim taksama, plaća se republička administrativna taksa, i to:

- taksa za zahtev u iznosu od 420,00 dinara. Dokaz o uplati ove takse dostavlja se uz zahtev za izdavanje izveštaja o međulaboratorijskom poređenju;

- taksa za međulaboratorijsko poređenje, po radnom satu, u ukupnom iznosu od 43800,00 dinara. Ova taksa se plaća nakon podnošenja zahteva, na osnovu naloga za uplatu koji dostavlja DMDM.

Navedeni iznosi mogu biti izmenjeni u slučaju izmene Zakona o republičkim administrativnim taksama.

On Wednesday, May 20, 2026, the Directorate for Measures and Precious Metals (hereinafter: DMDM) marked the World Metrology Day.

World Metrology Day is celebrated on the occasion of the anniversary of the signing of the Meter Convention, which in 1875 established a framework for international cooperation in the field of metrology for industrial, commercial and social applications. Every year, more attention is paid to a certain topic, so this year too, we celebrate the World Metrology Day under the theme "Building Trust in Policy Making".

Čedomir Belić, director of DMDM, welcomed the attendees and pointed out that this message reminds us that quality and responsible decisions cannot be made without reliable, accurate and traceable measurements and that measured decisions build trust. He also said that our people have been passing on a simple but profound wisdom for centuries: "Measure twice, cut once." That sentence contains the essence of metrology - responsibility, precision and trust in what we measure and on the basis of which we make decisions.

After the director's address to the guests and employees of DMDM, a cocktail party was held.

May 20 is World Metrology Day, which is celebrated to commemorate the anniversary of the signing of the Convention on the Meter in Paris in 1875. This agreement provides the basis for a globally coherent measurement system that is the foundation of scientific discovery and innovation, industrial production and international trade, as well as improving the quality of life and protecting the global environment.

The theme of World Metrology Day 2026 is "Metrology: Building Trust in Policy Making", which highlights the role metrology plays in providing scientific evidence and legal frameworks that policymakers can use to make informed, transparent and enforceable decisions. Metrology, ultimately, represents the foundation of evidence on which public policies are based, frameworks that protect society, as well as support for economic and social stability. When reliable measurements are applied consistently, trust is not only retained in the data – it is also transferred to the institutions, agreements and decisions based on it.

Every day, scientific and legal metrology work continuously to ensure that the global metrology system supports consumer protection and fair trade, enabling markets to function smoothly. From ensuring accurate energy and fuel measurements, to facilitating market transactions, transport safety and environmental monitoring, this agreed framework enables measurements to serve as a reliable basis for decisions that affect citizens, markets and cooperation between countries.

All over the world, national metrology laboratories are intensively advancing the science of measurement by developing and validating new measurement techniques at the necessary level of sophistication. National Metrology Institutes participate in measurement comparisons coordinated by the International Bureau of Weights and Measures (BIPM) or regional metrology organizations, to ensure the reliability of measurement results worldwide.

The International Organization for Legal Metrology (OIML) develops international recommendations, which aim to harmonize requirements worldwide in many areas. OIML also operates the OIML Certification System (OIML-CS) which facilitates the international acceptance and global trade of regulated measuring instruments.

These international metrology systems provide the necessary assurance and confidence that measurements are accurate, providing a solid foundation for global trade today and helping us prepare for the challenges of tomorrow.

World Metrology Day recognizes and honors the contributions of individuals working in intergovernmental, regional and national metrology organizations and institutes throughout the year. In November 2023, a significant step was taken when the UNESCO General Conference, during its 42nd session, officially recognized May 20 as World Metrology Day. In this way, the key role of metrology in the improvement of global scientific cooperation is highlighted, and at the same time, new opportunities are opened for the promotion of metrology, aligning with the mission of UNESCO to build a better world through science and education.

On this World Metrology Day, we invite the global metrology community to reflect on the role that reliable measurements play in decision-making, and to recognize the cooperation and shared commitment that make this trust possible.

On the occasion of World Metrology Day, the Directorate for Measures and Precious Metals (hereinafter: DMDM), on Friday, May 8, 2026, hosted the students of the Faculty of Civil Engineering, University of Belgrade, Department of Geodesy and Geoinformatics.

On that occasion, students were introduced to the importance of metrology, as a science of measurements, which is present in all areas of human activity, the importance and method of ensuring metrological traceability to the international level, as well as the long tradition of metrology in Serbia.

Students were also briefed on the World Metrology Day 2026 theme, "Metrology: Building Trust in Policy Making ", which highlights the role metrology plays in providing scientific evidence and legal frameworks that policy makers can use to make informed, transparent and enforceable decisions.

Through the promotional film, the importance and role of DMDM, as a national metrology institution, its competences, jobs and tasks in the field of metrology were presented. The expert visit included a tour of the time, small volume and length laboratories.

During the visit to the laboratories, the students had the opportunity to become more familiar with the possibilities of measurement and calibration, as well as other tasks that DMDM ​​performs as a national metrology institute.

By Decision of the Government of the Republic of Serbia 24 No. 119-4268/2026, Nikola Vuković was appointed Acting Assistant Director of the Directorate for Measures and Precious Metals - Sector for development of metrology at the Ministry of Economy, for six months.

The handover of duties took place on May 6, 2026.

The representative of the Directorate for Measures and Precious Metals, Jasmina Lazarević, metrologist for alternating electric voltage and current in the Section for electrical quantities, participated on April 23 and 24, 2026 in the work of the EURAMET Technical Committee for Interdisciplinary Metrology (EURAMET TC-IM), which this year was held hybridly.

The organizer of the meeting was the National Metrological Institute of France (LNE). The meeting was held in Paris with the participation of about 40 representatives of national metrology institutes (NMI).

Important topics presented at the meeting were about the development of calibration guides, news in EURAMET work, activities within EURAMET for capacity development, such as "CaBuCo" (Capacity Building Coordination) and activities within committees related to dynamic measurements, nuclear fusion and autonomous vehicles. An initiative was launched to organize a summer school for interdisciplinary metrology organized by EURAMET and BIPM with the support of "CaBuCo".

The meeting presented the development of important ongoing EURAMET projects, such as projects for the development of digital certificates, for metrology of sensor networks, for metrology related to climate change, training for beginners and bilateral comparisons. The activities of the working group for digital transformation in metrology (WGM4D) were presented, the continuation of activities related to the work of WGM4D was proposed, as well as the initiative to obtain independent status.

In the further work of the Technical Committee for Interdisciplinary Metrology, proposals and initiatives for new projects that will contribute to the further development of metrology are expected.

In the framework of the cooperation between the Group for Metrology in Chemistry, DMDM and the Faculty of Technology and Metallurgy, University of Belgrade, as well as within the framework of the Cooperation Program in providing public administration support to higher education institutions in the educational process for the academic year 2025/2026, a professional internship was organized for final year undergraduate students, as well as for master's students at DMDM.   Internship started on 17.03.2026. and it will be continued in the future in the framework of the signed agreement with the Faculty of Technology and Metallurgy. The internship is organized for two students in one working week.

Students were first introduced with the role, rights and duties of DMDM ​​, and after that they participated in the regular activities of the Group for Metrology in Chemistry.

The representative of the Directorate for Measures and Precious Metals, Ljiljana Micić, metrologist for volume and flow - coordinator, participated in the work of the EURAMET Technical Committee for Flow (EURAMET TC-F), which was held from April 14 to 16, 2026 in Villerban, France.

The organizer of the meeting was the designated institute of the National Metrological Institute of France LNE-CETIAT.

The meeting was attended by 65 eminent experts, representatives of National Metrological Institutes (NMI) and Designated Institutes (DI) from most European countries.

Significant topics presented at the meeting were inter-laboratory comparisons in the areas of liquid volume, liquid flow, gas flow and fluid flow rate, measurement and calibration capabilities (CMCs) and collaboration within networks (EMN) and digital transformation.

Thematic priorities are industrial innovation, health, green energy and digital transformation.

It was proposed that the next meeting be organized by the national metrological institute PTB in Braunschweig, Germany.

Representatives of the Directorate for Measures and Precious Metals (hereinafter: DMDM), Slobodan Zelenika, Head of the Department for Length, Optical Sizes and Acoustics, Gordana Stefanović, metrologist for acoustics, roughness and shapes and Aleksandar Jevremović, metrologist for length, participated in the work of the EURAMET Technical Committee for Acoustics, Ultrasound and Vibration (EURAMET TC-AUV), which was held hybridly, from April 14 to 15, 2026, in Warsaw, Poland.

The organizer of the meeting was the National Metrological Institute of Poland (GUM). The EURAMET TC-AUV meeting was attended by more than 25 participants, representatives of National Metrology Institutes (NMI) and Designated Institutes (DI) from most European countries.

The chairman of this meeting was Dominique Rodríguez from the National Metrological Institute of France (LNE), who spoke about the organization of the EURAMET TC-AUV, which is divided into three subcommittees:

  • Sound in the air SC-A;
  • Ultrasound and underwater acoustics SC-U;
  • Acceleration and vibration of the SC-V.

At the meeting of the Airborne Sound Subcommittee of SC-A (in which DMDM ​​participates) the status of all existing CMCs and the application of future CMCs of all EURAMET participants were discussed. The Chairman of TC-AUV announced that DMDM ​​successfully maintained the status of existing CMCs.

Serbia is one of the countries currently participating in the EURAMET.AUV.A-K6 key comparison for LS2P (half-inch laboratory etalon microphones - gold standards) with 14 other European countries, including Saudi Arabia.

The work of the EURAMET TC-AUV is important for areas such as industry, healthcare and environmental protection. The goals of these meetings are continuous monitoring of relevant topics in the field of metrology in acoustics, improvement of communication and cooperation within EURAMET, as well as exchange of ideas and plans for future activities.

The next EURAMET TC-AUV meeting is proposed to be held in 2027, organized by CEM, the National Metrological Institute of Spain, in Madrid (Tres Cantos).

Representatives of the Directorate for Measures and Precious Metals (hereinafter: DMDM), Dragan Pantić, Head of the Department for Mass, Pressure, Volume and Flow and Jelena Ivandić, Quality Manager in the Group for Certification and Quality, in the period from March 25 to 27, 2026, attended the 21st meeting of the Technical Committee for Quality of the European Association of National Metrology Institutes - EURAMET TC-Q, which was held in Vilnius, Republic of Lithuania.

The organizer and host of the meeting was the National Metrological Institute of the Republic of Lithuania - Center for Physical Sciences and Technology (FTMC).

The EURAMET TC-Q meeting was attended by about 70 participants, representatives of national metrology institutes and designated laboratories from most European countries.

In addition to the presented five-year reports of committee members, with the aim of confirming the functioning of the quality system of metrological institutes and designated laboratories, this year the institutes of Slovenia (UL-FS-LMPS, ZAG-SM310) and Norway (NIVA) presented their systems.

Participation in EURAMET TC-Q meetings is multifold beneficial, both for the state itself and experts, as well as for the improvement of work and more efficient performance of work in DMDM. Raising metrological education through constant contacts with leading laboratories in the world enables better and higher quality metrological work in DMDM ​​and raising the level of quality of metrological services in the field of calibration.

The representative of the Directorate for Measures and Precious Metals (hereinafter: DMDM), Snezana Renovica, Head of the Group for Time and Frequency, participated in the work of the EURAMET Technical Committee for Time and Frequency EURAMET TC-TF, which was held from March 26 to 27, 2026 in Bern, Switzerland.

The organizer of the meeting was the National Metrological Institute of Switzerland METAS.

The EURAMET TC-TF meeting was attended by about 50 eminent experts, representatives of national metrology institutes (NMI) and designated institutes (DI) from most European countries, representatives of BIPM, authorized representatives of EURAMET, as well as colleagues from Asia and the USA.

Significant topics presented at the meeting were about cooperation between BIPM and EURAMET and progress in the field of strategic planning, enhanced cooperation within networks and digital transformation. Reports on activities in the past year, as well as reports on active projects, were submitted. All currently active networks are also presented.

Participation in EURAMET TC-TF meetings enables the collection and exchange of information important for fulfilling the obligations defined by the CIPM MRA Agreement, reporting and maintaining the quality of existing DMDM ​​services and the possibility of implementing new ones, as support for interested parties in the country.

The representative of the Directorate for Measures and Precious Metals Nebojša Arsenijević, Head of the Metrological Inspection Department, Belgrade, attended the meeting of administrative cooperation in the field of standards (ADCO MI) and the WELMEC WG5 working group, which was held from March 24 to 25, 2026 in Rome, Italy.

The organizer of the meeting was the European Commission - IBF connect. The meeting was attended by 35 participants and 4 training organizers.

The main topics of the meeting were the exchange of experiences and improvement of market surveillance of benchmarks within the EU legislative framework (MID and NAWI).

The meeting provided a detailed understanding of the new guidelines for market surveillance, an insight into specific tools for risk assessment, involvement in international projects, a better understanding of problems in practice and preparation for the introduction of digital solutions (DPP).

It was concluded that it is necessary to further harmonize national practices, strengthen cooperation between countries, as well as introduce digital tools in supervision.

Rulebook on opacimeters

The rulebook on opacimeters was published in the “Official Gazette of the RS”, number 23/2026 of March 12, 2026.

This rulebook specifies the requirements for opacimeters, labeling of opacimeters, the method of determining the fulfillment of requirements for opacimeters, the method of testing the type of opacimeters, measurement methods, as well as the method and conditions of certification of opacimeters. This rulebook enters into force on March 20, 2026, and on the day of its entry into force, the Rulebook on opacimeters ceases to be valid ("Official Gazette of the RS", number 15/15).

The Rulebook on automatic liquid level gauges was published in the „Official Gazette of the RS”, No. 21/2026 of January 30, 2026.

This rulebook specifies the requirements for automatic liquid level gauges in stationary tanks, labeling of automatic liquid level gauges in stationary tanks, technical documentation, the method of determining the fulfillment of requirements for automatic liquid level gauges in stationary tanks, the method of testing the type of automatic liquid level gauges in stationary tanks, measurement methods, as well as the method and conditions of verification of automatic liquid level gauges in stationary tanks.

This rulebook enters into force on March 14, 2026, and on the day of its entry into force, the Rulebook on Automatic Liquid Level Gauges in Stationary Tanks ("Official Gazette", No. 114/13) ceases to be valid.

The Rulebook on hydrometer certification was published in the “Official Gazette of the RS”, No. 21/2026 of January 30, 2026.

This rulebook prescribes the manner and conditions of the first, periodic and extraordinary verification of hydrometers, as well as special purpose hydrometers, the requirements that the hydrometer must meet during verification, as well as the method of determining the fulfillment of those requirements.

This Rulebook enters into force on March 14, 2026, and on the day of its entry into force, the Rulebook on Hydrometers ("Official Gazette", No. 66/14) ceases to be valid.

The representatives of Directorate of  Measures and Precious Metals, Dr Jelena Bebić, Head of Group for Metrology in Chemistry, đJasmina Zukan Banovic, metrologist for metrology in chemistry - coordinator and Luka Gažević, metrologist for chemical and related quantities, from 3.  to 5. February 2026, have actively participated in the work of the EURAMET Technical Committee on Metrology in Chemistry (EURAMET TC-MC) as well as at the subcommittee meetings for organic and bio analysis and gas analysis in  Ljubljana, Slovenia.

The EURAMET TC-MC meeting was attended by over 70 eminent experts, representatives of the National Metrology Institutes (NMI) and designated laboratories from most European countries. The host and the organizer of the meeting was NIB, National Institute of Biology, acting as DI of Slovenia.

Reports from all subcommittees within TC-MC, the status of current EPM projects, current European Metrology Networks (EMNs), projects related to various types of cooperation between National Metrology Institutes, key comparisons, as well as information regarding the status of  submitted and published calibration and measurement capabilities  (CMCs) were discussed at the meeting.
