EURACHEM General Assembly held on May 20th and 21st 2021
DMDM representative Dr Jelena Bebic, Head of group for Metrology in Chemistry, participated at 37th EURACHEM General Assembly, hosted by Czech Republic, held on-line.
Eurachem is a network of organisations in Europe, having the objective of establishing a system for the international traceability of chemical measurements and the promotion of good quality practices.this Directorate of Measures and Precious Metals represents Serbia in EURACHEM, as a full member.
EURACHEM General Assembly had 49 participants, the election of new management representatives was done, activities in 2020 were presented, published papers, as well as the national reports for the last year, from all members.

The World Metrology Day was marked
Directorate of Measures and Precious Metals (hereinafter: DMDM) marked the World Metrology Day on May 20, 2021. On that ocasion an online conference was held on the topic "Measurement for Health".
World Metrology Day is marked on the occasion of the anniversary of the signing of the Meter Convention, which in 1875 established a framework for international cooperation in the field of metrology for industrial, trade and social applications. As a signatory to the Meter Convention since 1879, Serbia has been applying the International System of Units for 142 years. Every year, more attention is paid to a certain topic, so in 2021, the topic of the World Metrology Day is "Measurement for Health".
In previous years, the emphasis was on the revision of the International SI System of Units, as well as on the Fourth Industrial Revolution, which was an unavoidable topic when it came to progress and development. However, the Covid-19 pandemic brought many unexpected situations, so all resources and knowledge are focused on researching new ways of working and applying technology in the field of health. Metrology is already widely used in diagnostics and treatment, as well as in the continuous improvement of medical devices in order to provide accurate and reliable measurements.
The European and world metrological community is already working hard on the development of new methods and improvement of measurement systems, and through cooperation with scientific and international metrological organizations, DMDM provides exchange and transmission of information of importance to the public in our country. In this regard, within the European Regional Metrology Organization, numerous research and development projects are underway to investigate the impact of the Covid-19 pandemic and to develop measurement methods and techniques to support diagnosis and treatment.
For example, research deals with the development of accurate and reliable tests for the detection of SARS-CoV-2 virus, then the improvement of tests and the development of new software for detection of cardiovascular diseases, the development of new methods in the fight against antibiotic resistance, the development of software and others. Metrology, as a science of measurement, plays an important role in responding to the global public health crisis and in finding answers to the questions that the health system is looking for.

At the end of the conference, it was pointed out that DMDM will continue to address the challenges in the field of measurement, as well as that it will continue to develop and ensure the application of appropriate measurement infrastructure in order to prevent and improve our health.
Notice on Initiation of Proceedings Inter-Laboratory Comparison (PT Scheme) in the Field of Dimensional Quantities
Directorate of Measures and Precious Metals (hereinafter: DMDM), Group for length, optical quantities and acoustics, plans to organize for interested accredited and other laboratories inter-laboratory comparison (PT Scheme) in the field of dimensional quantities:
1. Participating laboratories will bear the costs of inter-laboratory comparison and the costs of transporting objects of calibration. Laboratories are required to provide transportation to the following participating laboratory, in accordance with schedule from technical protocol of comparison. DMDM, as a pilot laboratory, after collecting applications, will submit a technical protocol to all participants in the comparison and determine the start of stated activity.
The costs paid to the DMDM account for comparison purposes amount to RSD 34,000.00. It is also necessary to pay two Republic administrative fees in the amount of 320.00 RSD.
World Metrology Day - May 20, 2021. Measurement for Health
May 20 is the World Metrology Day, which is marked on the anniversary of the signing of the Meter Convention in 1875. This agreement provides the basis for a globally coherent measurement system that supports scientific discovery and innovation, industrial production and international trade, as well as improving the quality of life, health and the environment. The theme of World Metrology Day 2021 is “Measurement for Health”. This topic was chosen in order to create awareness of the important role that measurement plays in health, and thus the well-being of each of us
Around the world, national metrological institutes are constantly improving metrology - the science of measurement, development and validation of new measurement methods with less measurement uncertainty. National metrology institutes participate in measurement comparisons coordinated by the International Bureau of Weights and Measures (BIPM) to ensure the reliability of measurement results worldwide.
The International Organization of Legal Metrology (OIML) is developing international recommendations aimed at harmonizing metrological requirements around the world in many areas. OIML also manages the OIML Certification System (OIML -CS) which facilitates international acceptance and global trade in measuring instruments that are subject of legal control. International metrology organizations provide the necessary confidence in measurement results, providing a sound basis for today’s global trade and helping us prepare for future challenges. World Metrology Day recognizes and celebrates the contribution of all people working in intergovernmental and national metrology organizations and institutes around the world.
Law on Precious Metal Articles
The Law on Precious Metal Articles was published in the "Official Gazette of RS", No. 47/21 of May 10, 2021. This Law shall enter into force on May 18, 2021, except of Article 25 of this Law, which shall apply on the day of accession of the Republic of Serbia to the European Union.
The new law harmonizes with the Law on Inspection Supervision and the Law on General Administrative Procedure and improves the system of control of precious metal items. Additionally, the purchase of used items made of precious metals is elaborated and the term purchaser is introduced, who will purchase used items made of precious metals at the designated purchase point and on that occasion issue a purchase certificate.
The law specifies the provisions relating to supervision in the field of precious metals. Namely, the Directorate of Measures and Precious Metals retains the authority to supervise precious metal objects and producers of these objects, and market inspectors will supervise the turnover of objects and purchasers of objects, in accordance with this and the law governing trade records and market surveillance. The proposed improvements of legal solutions contribute to more efficient control and improvement of supervision over the trade of precious metal items.
The law abolished the possibility of authorizing bodies for examination and stamping of cases, considering that since 2011, when that possibility was introduced, there were no interested business entities in performing these tasks. The term deposit of the trademark of manufacturers, importers and agents, which has been valid for 10 years so far, has also been abolished, which facilitates the business of these economic entities.
Consumers, ie buyers of precious metal items, are provided with an extraordinary examination of the fineness of precious metal items in DMDM, which represents additional protection when purchasing these items.
The new legal solutions provide high quality items made of precious metals on the market, as well as fair market competition in order to protect the interests of both consumers and manufacturers, importers, or representatives of items made of precious metals.
On the day this law enters into force, the Law on Control of Precious Metal Objects ("Official Gazette of RS", No. 36/11 and 15/16), the Rulebook on the manner of performing control and the degree of fineness of gold semi-finished products for dental prosthetic objects ("Official Gazette of the FRY", No. 8/95), Rulebook on conditions and manner of authorizing economic entities and other legal entities to perform testing and stamping of precious metals, as well as testing of precious metals and their alloys "Official Gazette of RS", No. 116/13) and the Rulebook on the Form and Content of the Official Identity Card of a Person Authorized to Supervise Precious Metal Objects (“Official Gazette of the RS”, No. 35/13) shall cease to apply.

Sixteenth meeting of the Technical Committee for Quality EURAMET TC-Q
Representative of the Directorate of Measures and Precious Metals, Tamara Đekić, executant on quality affairs in the Certification Group, in the period from 20 to 22 April 2021, attended the meeting of the Technical Committee for Quality of the European Association of National Metrology Institutes - EURAMET TC-Q.
The meeting, which was held via video conference, was attended by about 60 representatives of national metrological institutes, appointed institutes, as well as other related organizations such as COOMET, SIM, EA. During the meeting, novelties and current events in the field of application of the requirements of the SRPS ISO/IEC 17025:2017 standards were presented by periodic review of quality management systems, which are one of the ways to provide connectivity in internationally recognized measurement and calibration capabilities. This year, the following institutes presented their systems: Bosnia and Herzegovina (IMBiH), Lithuania (FTMC, LEI), Kingdom of Norway (JV, DSA, NILU), Slovak Republic (SMU), Kingdom of Denmark (DFM, HBK-DPLA, DTI, FORCE, TRESKAL, DTU) and the Kingdom of Sweden (RISE, SSM).
Rulebook on the road and railway tanks with level measurement was published
In the "Official Gazette of RS", number 41/21 of April 23, 2021, the Rulebook on the road and railway tanks with level measurement was published. This Rulebook prescribes in more detail the requirements for road and railway tanks with level measurement, their marking, documentation, method of determining the fulfillment of requirements, measurement methods, method of testing the type of road and railway tanks with level measurement, as well as the manner and conditions of verification of these tanks.
Rulebook on types of measuring instruments that are subject to legal control was published
In the "Official Gazette of RS", No. 37/21 of April 14, 2021, the Rulebook on the types of measuring instruments that are subject to legal control was published. This Rulebook prescribes all types of measuring instruments used in the function of trade in goods and services, protection of human and animal health and general safety, protection of the environment and natural resources, control and safety of traffic, and inspection of pre-packaged products and bottles as measuring containers. The implementation of the conformity assessment procedure or type approval of measuring instruments is prescribed, ie verification of measuring instruments, time intervals of periodic verification of these measuring instruments, types of measuring instruments verified by the Directorate for Measures and Precious Metals, as well as types of measuring instruments verifies by business entities and other legal entities for performing the tasks of verification of measuring instruments.
This Rulebook entered into force on April 22, 2021

The State Secretary of the Ministry of Economy Mr. Milan Ljušić visited Directorate of Measures and Precious Metals (DMDM) on April 2, 2021.
The State Secreaty accompanied by Mr. Čedomir Belić, Acting Director of DMDM and Mr. Nikola Petrović, Acting Assistant Director for the Metrology Development Sector visited laboratories for mass, length, large and small volumes, temperature, chemistry, precious metals, and electrical quantities where he was detailed introduced with activities on maintenance, improvement, and development of national standards, international projects in which DMDM participates, as well as with other tasks performed by DMDM.
After visiting laboratories, Mr. Milan Ljušić and Mr. Čedomir Belić had a meeting at which they discussed current topics within competencies of DMDM.

The representative of Directorate of Measures and Precious Metals at EURAMET Technical Committee for Interdisciplinary Metrology TC-IM
The representative of Directorate of Measures and Precious Metals Ms. Jasmina Lazarević, metrologist in Section for electrical quantities, time, and frequency participated in the work of EURAMET Technical Committee for Interdisciplinary Metrology (EURAMET TC-IM). The Committee took place online via video link on Mach 25, 2021.
The host of the meeting was EURAMET. The meeting was attended by 45 eminent experts, representatives of National Metrology Institutes (NMI) from different countries of the world, EURAMET, COOMET, SIM, and BIPM.
The main topic of the meeting was the digital calibration certificate (DCC) through current projects within the Technical Committee for Interdisciplinary Metrology, the status of current EMPIR projects, current European Metrology Networks (EMN), projects related to the development of calibration guides, and various types of training in the field of metrology.
Beginning of Daylight Saving Time in 2021
On the basis of the Law on calculation of time (”Official Gazette” No. 20/06) daylight saving time in 2021 begins on March 28, 2021 at 2 h, 00 min, 00 s, so that, by moving forward by one hour, time at 2 h, 00 min, 00 s, is calculated as 3 h, 00 min, 00 s.

Partners meeting after 42 months of EMPIR project 16RPT02 ALCOREF
The representative of the Directorate of Measures and Precious Metals, Dr. Jelena Bebic, Head of Group for metrology in chemistry on January 27 and 28, 2021 participated in the meeting of partners after 42 months of the project 16RPT02 ALCOREF - Certified Forensic Alcohol Reference Materials, in the Framework of European Metrology Project for Innovation and Research - EMPIR. The meeting was held in the form of a video conference and was attended by representatives of Bosnia and Herzegovina, Spain, France, Poland, Greece, Lithuania, Germany, Turkey, Romania, and Serbia. At this Final meeting within the 16RPT02 ALCOREF project, the results of the project were summarized and the plans of all partners for their future implementation and development of the SRM production were presented.

Predstavnik Direkcije za mere i dragocene metale na sastanku EURAMET Tehničkog komiteta za metrologije u hemiji
Predstavnik Direkcije za mere i dragocene metale, dr Jelena Bebić, rukovodilac Grupe za metrologiju u hemiji, aktivno je učestvovala, od 1. do 3. februara 2021. godine na EURAMET Tehničkom komitetu za metrologije u hemiji (EURAMET TC-MC) kao i na sastanku potkomiteta za organske i bio analize i gasne analize koji je održan putem video-konferencije.
Sastanku EURAMET TC-MC prisustvovalo je preko 50 eminentnih stručnjaka, predstavnika Nacionalnih Metroloških Instituta (NMI) i imenovanih laboratorija iz većine evropskih zemalja.
Rulebook on Amendments to the Rulebook on National Standards
In the “Official Gazette of RS” No. 3/21 of January 15, 2021 Rulebook on Amendments to the Rulebook on National Standards was published, it enters into force on January 23, 2021.
This amendment to the rulebook enables the party to be released from notification to submit the appropriate act on accreditation with the request for proclamation of the national standard and appointment of the holder of the national standard. Since the Directorate of Measures and Precious Metals, as a state administration body is in accordance with the Law on General Administrative Procedure obliged to do so ex officio.
