Within the project EU FOR SERBIA – SUPPORT FOR SAFER PRODUCTS a training in the field of software testing in measuring instruments was held in the period from 11th to 13th of April 2022. The training was realized via online platform for employees from Sector for metrology development, lecturer was Mr. Damijan Krasovec, expert from Metrology Institute of the Republic of Slovenia-MIRS.

The training included software requirements prescribed by WELMEC 7.2 and WELMEC 7.5 guides and EN 45501:2015 standard.

On 11th of April, 2022 the International Bureau of Weights and Measures (BIPM) published eight new calibration and measurement capabilities (CMC) in KCDB2.0. database of Directorate of Measures and Precious Metals in the field of length, subfield laser frequencies.

For the first time calibration and measurement capabilities of frequency stabilized lasers by comb generator in measurement range (530-800) nm, ie (375-566) THz was published. More information regarding CMCs in the field of length can be found in the KCDB database of BIPM.

The Training in the field of market surveillance and pre-packaged products was held in the period from 17th to 22nd of March 2022. The training was remotely realized for employees from Control and supervision sector of Directorate through TAIEX project and support from the European Union. The lecturer was Ms. Dušanka Škrbić, expert from Slovenia.

During the training, all important aspects of market surveillance of measuring instruments, which are carried out in accordance with Directives (EU) 2019/1020, 2014/32 / EU (MID) and 2014/31 / EU (NAWI), as well as the further implementation of directives were discussed. 2007/45 / EC, 75/107 / EEC and 76/211 / EEC, for testing pre-packaged products, in order to verify compliance with metrological requirements.

On the basis of the Law on calculation of time (”Official Gazette” No. 20/06) daylight saving time in 2022 begins on March 27, 2022 at 2 h, 00 min, 00 s, so that, by moving forward by one hour, time at 2 h, 00 min, 00 s, is calculated as 3 h, 00 min, 00 s.

On March 11, 2022, a session of the Assembly of Society of Metrologists was held in the premises of the Directorate of Measures and Precious Metals.

At the session, verification of new members was performed and topics and deadlines for sending of abstracts, adoption of papers, and sending of final papers was determined for Metrologists Congress which will be organized in October 2022.

Like in the past years, this Congress will have regional character, it will be attended by colleagues from national metrology institutes from the region.

Traditionally, the Metrologists Congress will have for its aim exchange of information, scientific and professional knowledge, and improvement of quality in all fields of metrology.

The list of normative documents in the field of measuring instruments was published in the "Official Gazette of the RS", No. 30/22 from March 4, 2022. This list replaces the list of Serbian standards (normative documents) in the field of measuring instruments (“Official Gazette of the RS”, No. 39/14).

On March 3, 2022, in the Directorate of Measures and Precious Metals, the training was held for work on the LPG Mobile Prover device.

The training was held by IvDam Process Control company. The training was attended by employees from Control and Supervision Sector, Sector for metrology inspection Belgrade and Krusevac. The training referred to the use of Mobil Prover for testing of devices for measurement of liquefied petroleum gas.

The Rulebook on the manner of testing and stamping of precious metals articles, precious metals and their alloys was published in the "Official Gazette of RS", No. 18/22 of February 11, 2022 and entered into force on February 19, 2022.
On the day this Rulebook came into force, the Rulebook on the manner of testing and stamping of precious metals articles, precious metals and their alloys ("Official Gazette of RS", No. 106/13 and 13/18) ceased to be valid.

The Government of the Republic of Serbia has passed the Decision on the establishment of the Quality Council, as an expert advisory body with the aim of developing the area of quality infrastructure in Serbia. This decision came into force on 22 January, 2022.

The task of the Council will be to monitor and analyze the implementation of activities in the field of quality infrastructure, provide opinions and recommendations, as well as consider issues of importance for the development and improvement of quality infrastructure in the Republic of Serbia. In its work, the Council will cooperate with state bodies, bodies of autonomous provinces, local self-governments, organizations and other interested parties in the field of quality infrastructure.

It is also important that the Council can form special and professional working groups in order to carry out activities in the areas for which it is established. The decision stipulates that the Council reports on its work to the Government, at least once a year.
The Council brings together experts from all areas of technical regulations and quality infrastructure and has a president, vice president and nineteen members.

Rulebook on the conditions for obtaining the mark of the manufacturer of precious metals articles, as well as the mark of the importer and the mark of the representative was published in the "Official Gazette of the RS", No. 13/22 and enters into force on February 12, 2022, and starts to apply on February 1, 2023. This Rulebook prescribes the equipment and appearance of working premises that must be owned by producers of precious metals articles (hereinafter: the manufacturer), equipment and appearance of working premises that must be owned by importers of precious metals articles (hereinafter: importer) and agents who represent a foreign manufacturer of precious metals articles on the market of the Republic of Serbia (hereinafter: the representative), as well as the content and application form for obtaining the manufacturer's mark, the mark of the importer, or representative.

Directorate of Measures and Precious Metals (hereinafter: DMDM), Group for length, optical quantities and acoustics, plans to organize for interested accredited and other laboratories inter-laboratory comparison (PT Scheme) in the field of dimensional quantities:

  1. Calibration of dial gauge
  2. Calibration of angle gauge blocks

Participating laboratories will bear the costs of inter-laboratory comparison and the costs of transporting objects of calibration. Laboratories are required to provide transportation to the following participating laboratory, in accordance with schedule from technical protocol of comparison.

DMDM, as a pilot laboratory, after collecting applications, will submit a technical protocol to all participants in the comparison and determine the start of stated activity.

The costs paid to the DMDM account for comparison purposes amount to RSD 35,000.00. It is also necessary to pay two Republic administrative fees in the amount of 330.00 RSD.

Within activity foreseen by the Agreement on Scientific Research, Professional and Business and Technical Cooperation of the Faculty of Mechanical Engineering and Directorate of Measures and Precious Metals (DMDM) dean of the Faculty of Mechanical Engineering dr Vladimir Popović visited DMDM on January 14, 2022. On that occasion, he met with Čedomir Belić, Acting Director and Nikola Petrović, Acting Assistant Director for Sector for Development of Metrology regarding defining possibilities of further cooperation. Dean visited laboratories where he was detailed introduced with the activities on maintenance, improvement, and development of national standards and international projects in which DMDM participates.

Regulation on legal units of measurements and manner of their application was published in the "Official Gazette of the RS", No. 132 from December 30, 2021 it entered into force on January 7, 2022.
This Regulation closely prescribes legal units of measurements that are being used in the Republic of Serbia, their names, marks and manner of their application.
This Regulation is harmonized with the Revision of the International System of Units (SI) which implementation began on May 20, 2019, and which adopted new definitions of kilogram, ampere, kelvin and mole.
