On Wednesday, May 17, 2023, the Directorate for Measures and Precious Metals (DMDM) celebrated World Metrology Day at its premises. The ceremony marking this significant date was attended by representatives of the Ministry of Economy - State Secretary Boban Birmančević and Acting Assistant Director of the Department for Quality and Product Safety Nikola Vitas, Director of the Accreditation Body of Serbia Mr. Dragan Pušara, Director of the Institute for Standardization of Serbia Tatjana Bojanić, Assistant Director for Radiation and Nuclear Safety and Security of the Vinča Institute of Nuclear Sciences Dr. Slavko Dimović, guests, and employees of DMDM.

At the beginning of the event, Čedomir Belić, Acting Director of DMDM, called upon those present to observe a minute of silence in honor of the victims of the tragic events at the Vladislav Ribnikar Elementary School and in Mladenovac and its surroundings.

Čedomir Belić then greeted the attendees and congratulated them on World Metrology Day, which this year is celebrated under the slogan "Measurements Supporting the Global Food System." He emphasized that this year's theme highlights the importance of metrology in the field of food production by ensuring accurate and reliable measurements at every step of the food supply chain.

"This year's World Metrology Day reminds us that proper food measurement is important for the protection of consumer health and well-being, as well as for supporting farmers and the food industry. Measurement helps monitor crop quality, proper dosage of fertilizers and pesticides, as well as control of food production processes, storage, and distribution. As the Director of the Directorate for Measures and Precious Metals, I am proud of our role in providing accurate and reliable measuring instruments used in the food industry. Our team of experts controls and certifies measuring equipment used in food production, distribution, and sales. Thanks to advances in measurement technology, we are now able to provide even more precise and reliable measurements in food production, which enhances the quality of the food we consume," Belić emphasized.

State Secretary Boban Birmančević then addressed the audience, highlighting that the Ministry of Economy has established a stable legal and institutional framework in the areas of standardization, metrology, accreditation, and conformity assessment, and is continuously working on its improvement.

"I want to commend the work of the Directorate for Measures and Precious Metals, which, in the spirit of a 150-year-long tradition, contributes to the development of metrology in the Republic of Serbia while ensuring that this work is recognized in international and European frameworks. May this World Metrology Day serve as a reminder to everyone of the importance of your work and our shared role in creating an economic environment that ensures competitiveness and sustainability for our economy in domestic and international markets," Birmančević concluded.

In his closing remarks, Acting Director of DMDM, Čedomir Belić, called upon everyone to join in raising awareness about strengthening metrology in the global food system because only through collaborative work can we ensure safe, high-quality, and healthy food for all.

A representative of the National Metrology Institute of Slovenia, Dr. Matjaž Gaber, Deputy Secretary and Metrologist for Volume and Flow, visited the Directorate for Measures and Precious Metals on May 10, 2023.

The visit included a tour of the laboratories for small and large volumes. During the visit, Dr. Gaber was introduced to the measurement and calibration capabilities of the Group for volume and flow, international projects in which the Group for volume and flow participates, as well as other activities carried out by the group.

The exchange of experiences during the visit is of great benefit for further advancements, both for the Directorate for Measures and Precious Metals and the National Institute of Metrology of Slovenia in the fields of volume and flow.

The Rulebook on state marks for verification of measuring instruments was published in the "Official Gazette of RS", number 32/2023 of April 21, 2023. The Rulebook on state marks for verification of measuring instruments entered into force on April 29, 2023, and will be applied from January 1, 2024. The Rulebook on the type, form and method of affixing state marks used for verification of measuring instruments ("Official Gazette of the RS", number 71/17).
The state marks from Article 2 of this rulebook are used by the Directorate for Measures and Precious Metals and authorized bodies for the performance of measures certification.

May 20, World Metrology Day, is the day when the anniversary of the signing of the Meter Convention in 1875 is celebrated. The Meter Convention provides the foundation for a coherent measurement system worldwide, which underpins scientific discoveries and innovations, industrial production, international trade, as well as the improvement of quality of life and environmental protection at a global level.

This year, on May 20 - World Metrology Day, we celebrate under the theme: "Measurements Supporting the Global Food System." This theme has been chosen due to the increasing challenges of climate change and global food distribution.

The impact of metrology on the global food system is evident in the following ways:

  • The quantity of purchased and sold food is measured by its mass or volume. The range of these measurements extends from large quantities traded on a global scale to nominal quantities of pre-packaged products intended for end consumers.
  • Efficient storage and packaging of food depend on accurately measured values of temperature and humidity in the storage environment.
  • The quality and authenticity of food are determined by measuring its chemical composition. This includes measurements that ensure the food contains the stated values, such as proteins indicated on the label, to measurements of its isotopic composition.
  • Food safety is ensured through measurements of chemical contamination, such as pesticide residues and heavy metals, or biological contamination, such as mycotoxins.

World Metrology Day recognizes and celebrates the contribution of all people worldwide working in intergovernmental and national organizations involved in metrology for the benefit of all.

In the framework of the cooperation between the Group for Metrology in Chemistry, DMDM and the Faculty of Technology and Metallurgy, University of Belgrade, a one-week professional practice was organized for students on the final year of the studies in the Biochemical engineering and biotechnology study program, at DMDM.  Practice was, so far,  organized from 24.04.2023. until  28.04.2023. and from 08.05.2023. until 12.05.2023 and it will be continued in the future.

Students were first introduced with the role, rights and duties of DMDM ​​, and after that they participated in the regular activities of the Group for Metrology in Chemistry.

The representative of the Directorate for Measurements and Precious Metals (DMDM), Slavica Simic, Head of the Thermometry Group, participated in the work of the EURAMET Technical Committee for Thermometry (EURAMET TC-T) from April 18th to 21st , 2023.

The host of the meeting was the National Metrological Institute of Slovakia (SMD). The meeting was held in Bratislava with the participation of more than 50 representatives of national metrology institutes.

Important topics presented at the meeting were: BIPM/EURAMET news, preparation of calibration guides, activities in EURAMET Capacity Building, activities on planned and current research programs (EPM), activities on the European Metrology Network - EMN Energy Gases, as well as information about ongoing EMPIR and other projects.

Also, current EURAMET projects in the field of thermometry were presented, statuses of CMCs, as well as plans for the future.

Two workshops were held as part of EURAMET TC-T мееting:
-Workshop on the topic of air temperature measurement (activities on ATM project and CRS project regarding climate reference stations);
- Workshop on the topic of the realization of the redefined kelvin and the current state and research on the relationship between the International Temperature Scale and the new kelvin.

Representative of the Directorate of Measures and Precious Metals, Ljiljana Mićić, Head of Group for volume and flow, participated in EURAMET Technical Committee for Flow (EURAMET TC-F) from April 18th to 20th, 2023. This year, the meeting took place in Ljubljana and was organized by the Slovenian National Metrology Institute (MIRS).

The meeting was attended by 55 distinguished experts, representatives of National Metrology Institutes (NMI) and designated institutes (DI) from most European countries.

Significant topics presented at the meeting included inter-laboratory comparisons in the field of liquid volume, liquid flow, gas flow, and fluid flow velocity, as well as measurement and calibration capabilities (CMCs).

Currently active networks were also introduced, along with the need to provide stronger support to member countries in developing measurement capabilities at all scientific and technical levels. The thematic priorities discussed included industrial innovation, health, energy/green energy, and digital transformation.

During the meeting of the subcommittee for liquid volume, Ljiljana Mićić presented the status of the supplementary comparison EURAMET.M.FF-S16 (EURAMET 1533) on piston-operated volumetric devices, in her role as the comparison coordinator involving 14 European countries.

It was proposed that the next meeting be organized by the Finnish National Institute MIKES (VTT Technical Research Centre of Finland Ltd, Centre for Metrology MIKES) in Kajaani.

Main parameter of grain quality, primarily wheat and barley, is their protein content. Based on this, the selection into grains for human or livestock food, as well as trade, is carried out. The grain protein content is determined by protein measuring instruments for cereal grain and oilseeds.

Directorate of Measures and Precious Metals performs type evaluation and testing of these instruments using reference materials - samples of cereal grains and oilseeds, in accordance with OIML R146:2016. The protein content in RMs is determined according to SRPS EN ISO 20483.

In this way, DMDM ​​provides reliable, accurate and traceable measurements of protein content in grain in Serbia, guaranteed by legal metrological control of these instruments.

A representative of the Directorate for Measures and Precious Metals, Snežana Renovica, the Head of the Group for Time and Frequency, participated in the meeting of the EURAMET Technical Committee for Time and Frequency (EURAMET TC-TF) from March 22nd to 23rd, 2023.

The meeting took place in a hybrid format in Braunschweig, Germany, hosted by the National Metrology Institute of Germany. The attendees included representatives from institutes affiliated with the Technical Committee for Time and Frequency, the International Bureau of Weights and Measures (BIPM), as well as authorized representatives from EURAMET.

Significant topics presented during the meeting included collaboration between BIPM and EURAMET, progress in strategic planning, enhanced cooperation within networks, and digital transformation. Currently active networks were also introduced, along with the need to provide stronger support to member countries in developing measurement capabilities at all scientific and technical levels. The thematic priorities discussed were industrial innovation, health, energy/green energy and digital transformation.

The meeting also addressed the Horizon Europe program, which extends until 2030, with aims to develop state-of-the-art measurement capabilities, product and service sales and innovation, and knowledge dissemination. A training program on time and frequency distribution, which generated interest from several countries, had to be halted due to the COVID-19 pandemic, but there are considerations for its reactivation.

Following the conclusion of all presentations, the introduction of new services in the field of time and frequency was proposed, which will be further discussed within the working group CCTF WG for MRA.

It was suggested that the next meeting be organized by the National Institute of France, LNE-SYRTE, in Paris.

The Directorate for Measures and Precious Metals will be hosting the ProbeTrace Stakeholders Workshop - Critical Issues and New Routes for Calibration of Roughness and Form Measurement Devices, as part of the European Metrology Project for Innovation and Research (EMPIR), as well as the EMN Advanced Manufacturing Capacity Building Workshop.

The workshop will take place on May 16, 2023, from 9:00 am to 12:30 pm at the Mona Plaza Hotel in Belgrade.

The aim of the workshop is to exchange knowledge gained from the ProbeTrace project on traceability in measurements for contact probes and stylus devices (roughness and form measurement), including discussion with all stakeholders regarding these issues.

The workshop is intended for representatives of calibration laboratories (especially dimensional metrology), industry representatives, measuring instrument manufacturers, scientific institutions, agencies dealing with measuring instruments, etc.

Workshop 2:

EMN Advanced Manufacturing Capacity Building Workshop (May 16-17, 2023)

The workshop will take place on May 16, 2023, from 2:00 pm to 5:00 pm, and on May 17, 2023, from 9:00 am to 2:30 pm at the Mona Plaza Hotel in Belgrade.

The aim of the workshop is to present the work of the European Metrology Network for Advanced Manufacturing (EMN-AM). T

he workshop will discuss specific challenges, existing approaches, and further options for supporting the manufacturing industry from a metrological and EMN perspective. The workshop is intended for representatives of industry and NMI/DI (especially laboratories for dimensional metrology) from EU-13 countries, candidate and potential candidate countries for the EU, EMN-AM member countries, and those that are not yet members.

Participation in the workshop is free, but registration is required. Registration is open until May 5, 2023. The number of participants is limited to 60.

The Rulebook on measuring instruments of the speed of vehicles in traffic was published in the "Official Gazette of the RS", number 26/23 of April 6, 2023. On the date of entry into force of this rulebook, the Rulebook on measuring instruments of the speed of vehicles in traffic ("Official Gazette of the RS", number 119/14, 111/15, 117/17 and 50/19) ceases to be valid.

Тhe measuring instruments of the speed of vehicles that, on the date of entry into force of this rulebook, have a valid of type approval certificate, may be submitted for the first verification if they meet the provisions of this rulebook with regard to the request for verification. Т

he measuring instruments of the speed of vehicles that are in use on the date of entry into force of this rulebook may be submitted for periodic and extraordinary verification as long as they meet the provisions of the regulation based on which they were put into use.

Representative of the Directorate of Measures and Precious Metals, Jasmina Lazarevic, metrologist for AC voltage and electricity in the Section for Electrical Quantities, participated in the work of the EURAMET Technical Committee for Interdisciplinary Metrology (EURAMET TC-IM), which took place on March 15th and 16th, 2023, in a hybrid format.

The meeting was organized by the Czech Metrology Institute (CMI) and held in Prague, with the participation of representatives from national metrology institutes (NMIs).

Significant topics presented at the meeting included current projects for the development of digital certificates, the development of calibration guides, updates on EURAMET activities, activities within EURAMET Capacity Building, and improvements to the knowledge transfer platform (e-learning) hosted on the BIPM website.

Ongoing projects were also presented, such as bilateral comparisons and the currently active "Early career training" project.

In the future work of the Technical Committee for Interdisciplinary Metrology, proposals and initiatives for new projects are expected, which will contribute to further development in metrology.

On 20th of March, 2023 the International Bureau of Weights and Measures (BIPM) published a new calibration and measurement capability (CMC) at the KCDB 2.0. database of Directorate of Measures and Precious Metals in the field of mass and related quantities, branch density.

For the first time calibration and measurement capability of hydrometer calibration by Cuckow method (Hydrostatic weighing) in the measurement range [600 до 2000] kg/m3 at  20 °С was published. More information regarding CMC in the field of density can be found in the BIPM KCDB .

February 2023, have actively participated in the work of the EURAMET Technical Committee on Metrology in Chemistry (EURAMET TC-MC) as well as at the subcommittee meeting for organic and bio analysis and gas analysis in  Paris, France.

The EURAMET TC-MC meeting was attended by over 60 eminent experts, representatives of the National Metrology Institutes (NMI) and designated laboratories from most European countries. The host and the organizer of the meeting was LNE, National Metrology Institute of France.

Reports from all subcommittees within TC-MC, the status of current EPM projects, current European Metrology Networks (EMNs), projects related to various types of cooperation between National Metrology Institutes, key comparisons, as well as information regarding the status of  submitted and published calibration and measurement capabilities  (CMCs) were discussed at the meeting.

The Rulebook on amendments the Rulebook on the method of testing and stamping of articles of precious metals, precious metals and their alloys was published in the Official Gazette of the Republic of Serbia No. 6/23 of 27 January 2023 and enters into force on 28 January 2023 years,

and starts to apply on February 1, 2023.

Predstavnik Direkcije za mere i dragocene metale, Boban Zarkov, metrolog za optičke veličine, u periodu od 24. do 26. januara 2023. godine učestvovao je u radu EURAMET Tehničkog komiteta za fotometriju i radiometriju (EURAMET TC-PR), koji je ove godine održan hibridno u gradu Talinu, u Estoniji.

Organizator sastanaka bio je Nacionalni metrološki institut Moldavije. Sastanku je prisustvovalo 19 učesnika iz nacionalnih metroloških instituta i 11 gostiju iz institucija koje aktivno učestvuju u radu EURAMET TC-PR.

Značajne teme koje su prezentovane na sastanku bile su o bezbednosti kvantne komunikacije i zaštiti prenosa informacija od uticaja sa strane, rezulatima merenja projekta optičkih osobina aerosola u atmosferi, zatim o rezultatima projekta xRef i xBIRD, koji su imali za cilj određivanje bidirekcionalne refleksione funkcije, kao i bidirekcionalne transitivne funkcije.

Takođe, prezentovani su i rezultati projekta „Metrologija za vremensku modulaciju svetla“, koji ima za cilj da nabroji i objedini vizuelne parametre koji negativo utiču na ljudski vid. Projekat ima normativan karakter, što znači da će na osnovu rezultata projekta biti donesen međunarodni standard.

Učešćem u radu EURAMET TC-PR i podizanjem metrološke obrazovanosti kroz stalne kontakte sa vodećim laboratorijama u svetu, omogućava se bolji i kvalitetniji metrološki rad  laboratorije za optičke veličine i akustiku u Direkciji za mere i dragocene metale, kao i podizanje kvaliteta usluga u oblasti fotometrije i radiometrije.
