The rulebook on the certification of automatic scales with the summation of discontinuous measurement results (scales with a basket) was published in the "Official Gazette of the Republic of Serbia" No. 87/23 and will enter into force on October 21, 2023, and will be applied from January 1, 2025.

This regulation prescribes in more detail the method and conditions of periodic and extraordinary verification (hereinafter: verification) of automatic scales with addition of discontinuous measurement results (hereinafter: scale with basket), the requirements that the scale with basket must fulfill during verification, as well as the method determining the fulfillment of requirements for scales with a basket.

The rulebook on the certification of taximeters was published in the "Official Gazette of the Republic of Serbia" No. 86/23 of October 11, 2023 and will enter into force on October 19, 2023, and will be applied from January 1, 2025.

This regulation prescribes in more detail the method and conditions of periodic and extraordinary verification of taximeters installed in taxi vehicles, the requirements that the taximeter must fulfill during verification, as well as the method of determining the fulfillment of requirements for taximeters.

The rulebook on the certification of materialized length measures - general purpose length measures was published in the "Official Gazette of the Republic of Serbia" No. 86/23 of October 11, 2023 and will enter into force on October 19, 2023, and will be applied from January 1, 2025 . years.

This rulebook prescribes in more detail the method and conditions of periodic and extraordinary verification of materialized length measures - general purpose length measures, the requirements that length measures must meet during verification, as well as the method of determining the fulfillment of those requirements.

The representative of the Directorate for Measurements and Precious Metals, Slobodan Zelenika, Head of the Section for Dimensional, Optical Quantities and Acoustics, on October 9 and 10, 2023, attended the meeting of the EURAMET Technical Committee for Length (EURAMET TC-L), which was held hybridly.

The organizer and host of the meeting was the National Metrological Institute of Finland, MIKES, and the meeting was held in Helsinki.

The meeting was attended by more than 50 eminent experts, representatives of National Metrology Institutes (NMIs) and Designated Laboratories (DIs) from most European countries, including guests from other Regional Metrology Organizations (RMOs) such as Saudi Arabia and Australia.

The Rulebook on Amendments to the Rulebook on Immovable Reservoirs was published in the "Official Gazette of the Republic of Serbia" No. 85/23 of October 6, 2023 and will enter into force on October 14, 2023.

The Acting Director of the Directorate for Measures and Precious Metals (hereinafter: DMDM), Cedomir Belic, and the Director of the Institute of Metrology of Bosnia and Herzegovina (hereinafter: IMBiH), MSc Milica Ristovic Krstic, on September 21, 2023, signed Memorandum on cooperation between DMDM and IMBiH. In this way, the continuation of the already successful cooperation was symbolically marked, to the mutual satisfaction of the signatories.

The agreement represents a solid framework for the improvement of technical cooperation between DMDM and IMBIH in the field of scientific, industrial and legal metrology, but also in related fields and disciplines, and as such aims to support economic and technical-technological cooperation, as well as the free flow of goods and services .

The signatories will work together to develop the capacity of metrology infrastructures and exchange information and experiences on the harmonization of technical regulations related to metrology with the EU acquis and national legislation.

Special emphasis is placed on improving the quality system of both metrology institutes and their laboratories, participation in important inter-laboratory comparisons, preparation and development of procedures for entering CMC in the KCDB BIPM database, knowledge exchange, organization of trainings and workshops, as well as realization of research projects.

The representative of the Directorate for Measurements and Precious Metals, Dr. Jelena Bebić, Head of the Group for Metrology in Chemistry, in the period from September 25 to 29, 2023, attended the training for the accreditation of reference materials according to the ISO 17034:2016 standard, which was held in Palace of Serbia, in Belgrade.

The training was given by colleagues from Greece: Dr. Ioannis Sitaras, Director of the Laboratory Accreditation Department of the Greek Accreditation Body (ESYD) and Dr. Harris Alexopoulos, Manager of the National Food Testing Laboratory.

The main objective of this expert mission for ATS was to provide training to technical experts, assessors and employees of ATS regarding the requirements of the standard ISO 17034:2016 - general requirements for the competence of producers of reference materials and to provide advice regarding the application of EU legislation in the field of producers of reference materials materials and other relevant documents.

It is in the interest of the Republic of Serbia to obtain accredited producers of reference materials whose competence will be confirmed in the accreditation procedure.

At the 82nd session, held on September 28, 2023, the Government of the Republic of Serbia adopted a Decision on the appointment of Cedomir Belic, the Former Acting Director of the Directorate for Measures and Precious Metals, to the position of Director of the Directorate for Measures and Precious Metals in the Ministry of Economy, on five years.

On September 26 and 27, 2023, representatives of the Directorate for Measures and Precious Metals Ljiljana Micic, Head of the Group for Volume and Flow, and Predrag Selakovic, Metrologist in the Group for Volume and Flow, participated in the work of the WELMEC working group for liquid measuring equipment which are not water (WELMEC WG10).

The meeting of this working group was held online, using the Internet application MS Teams.

The meeting was attended by about 30 eminent experts from most European countries, representatives of national metrology institutes (NMI), designated bodies (NoBo) and representatives of manufacturers (CECOD).

The meeting discussed the proposal to supplement the European directive 2014/32/EU (MID) with a new type of measuring system for compressed gases (hydrogen and other compressed gases).

The final proposals for amendments to European Directive 2014/32/EU (MID) with explanations have been submitted to the Committee for European Cooperation in Legal Metrology (WELMEC).

Proposals for amending and supplementing the WELMEC guide, which are the responsibility of WELMEC WG 10, were also considered.

The next annual meeting of WELMEC WG 10 is scheduled to take place in September 2024.

The representative of the Directorate for Measures and Precious Metals, Ljiljana Micic, Head of the Group for Volume and Flow, in the period from September 12 to 14, 2023, participated in the 9th regular annual meeting of the WELMEC working group for water meters and heat energy meters (WELMEC WG 13) and the 5th joint meeting of CEN 92 / WG 2 and WELMEC WG 13, which were held in Bratislava, Slovak Republic.

The organizer of the meetings was the National Metrological Institute of Slovakia (SMU).

The meetings were chaired by Miroslava Benkova, ČMI, Czech Republic.

The meeting of WELMEC WG 13 was attended by about 20 eminent experts, representatives of the National Metrological Institutes (NMI), designated institutes (DI), a representative of the Association of European Manufacturers of Water Meters and Heat Energy Meters (AQUA) and a representative of the German manufacturer SENSUS.

The joint meeting was held hybridly, and representatives of the organization CEN 92 / WG 2 for water meters were also present.

The meetings discussed proposals for amendments to the European Directive 2014/32/EU (MID) in the parts related to Annex MI-001 (water meters), Annex MI-004 (heat energy meters) and Annex 1 (essential requirements).

Final proposals for amendments to the European Directive 2014/32/EU (MID) with explanations will be submitted to the Committee for European Cooperation in Legal Metrology (WELMEC) and the European Commission (EC WG MI).

Also, cooperation with other organizations, such as EC WG MI, ISO/TC30/SC7/WG9, CEN, OIML, WELMEC WG 7, WELMEC WG 8, was presented at the meeting.

A decision was made to amend WELMEC Guide No. 13.1 in the following period.

The next annual meeting of WELMEC WG 13 and the joint meeting of WELMEC WG 13 and CEN 92 / WG 2 are planned to be held in September 2024 in Helsinki, Finland.
