The Rulebook on certification of length gauges - machines for measuring the length of wire and cable and machines for continuous measurement of equal lengths of wire and cable was published in the "Official Gazette of RS", number 63/23 of July 28, 2023.
This regulation prescribes in more detail the method and conditions of periodic and extraordinary verification (hereinafter: verification) of length gauges - machines for measuring the length of wire and cable and machines for continuous measurement of equal lengths of wire and cable (hereinafter: length gauges), the requirements that the length gauges criteria must be met during certification, as well as the method of determining the fulfillment of certification requirements.

Opis poslova: Rukovodi i organizuje rad Direkcije; koordinira rad unutrašnjih organizacionih jedinica; učestvuje u radu međunarodnih i regionalnih organizacija za metrologiju; prati, istražuje i proučava razvoj metrologije u svetu radi unapređenja metrologije u Republici Srbiji.
Uslovi: Stečeno visoko obrazovanje na osnovnim akademskim studijama u obimu od najmanje 240 ESPB bodova, master akademskim studijama, specijalističkim akademskim studijama, specijalističkim strukovnim studijama, odnosno na osnovnim studijama u trajanju od najmanje četiri godine ili specijalističkim studijama na fakultetu; najmanje devet godina radnog iskustva u struci ili sedam godina radnog iskustva u struci od kojih najmanje dve godine na rukovodećim radnim mestima ili pet godina radnog iskustva na rukovodećim radnim mestima, položen državni stručni ispit, kao i potrebne kompetencije za rad na radnom mestu; državljanstvo Republike Srbije; da učesnicima konkursa ranije nije prestajao radni odnos u državnom organu zbog teže povrede dužnosti iz radnog odnosa i da nisu osuđivani na kaznu zatvora od najmanje šest meseci.
U izbornom postupku proveravaju se:
- Opšte funkcionalne kompetencije i to:
- Organizacija i rad državnih organa RS– provera će se vršiti putem testa.
- Digitalna pismenost- provera će se vršiti praktičnim radom na računaru ili uvidom u dokaz o znanju rada na računaru.
- Poslovna komunikacija –provera će se vršiti putem testa.
- Posebne funkcionalne kompetencije i to:
* Posebne funkcionalne kompetencije za oblast rada i to:
1. Posebna funkcionalna kompetencija za oblast rada poslovi rukovođenja (opšti, strategijski i finansijski menadžment) – provera će se vršiti putem usmene simulacije.
2. Posebna funkcionalna kompetencija za oblast rada stručno-operativni poslovi (metode i tehnike izrade izveštaja na osnovu određenih evidencija) – provera će se vršiti putem usmene simulacije.

4. Posebne funkcionalne kompetencije za radno mesto – Propisi iz delokruga radnog mesta (Zakon o državnim službenicima) – provera će se vršiti putem usmene simulacije.
5. Posebne funkcionalne kompetencije za radno mesto - Strani jezik - Engleski jezik - nivo B2 – provera će se vršiti putem testa ili uvidom u dokaz o znanju engleskog jezika – nivo B2.
- Ponašajne kompetencije (Upravljanje informacijama; Upravljanje zadacima i ostvarivanje rezultata; Orijentacija ka učenju i promenama; Izgradnja i održavanje profesionalnih odnosa; Savesnost, posvećenost i integritet; Upravljanje ljudskim resursima; Strateško upravljanje) provera će se vršiti putem psihometrijskih testova, uzorka ponašanja i intervjua baziranom na kompetencijama.
- Intervju sa konkursnom komisijom (procena motivacije za rad na radnom mestu i prihvatanje vrednosti državnih organa).
Trajanje rada na položaju i mesto rada: rad na položaju traje pet godina, a mesto rada je Beograd, ul. Mike Alasa br. 14.
Rok za podnošenje prijave na konkurs: 8 dana. Rok počinje da teče narednog dana od dana kada je konkurs oglašen u periodičnom izdanju oglasa Nacionalne službe za zapošljavanje.
Sadržina prijave na konkurs: prijava na konkurs sadrži: podatke o konkursu; lične podatke; adresu stanovanja; telefon, elektronsku adresu; obrazovanje, stručne i druge ispite podnosioca prijave koji su uslov za zasnivanje radnog odnosa; podatak o znanju rada na računaru; podatak o znanju engleskog jezika - nivo B2; dodatne edukacije; radno iskustvo; posebne uslove; posebne izjave od značaja za učešće u konkursnim postupcima u državnim organima. Prijava na konkurs mora biti svojeručno potpisana.
Prijava na javni konkurs može se podneti putem pošte ili neposredno na adresu navedenu u tekstu oglasa.
Prijava na javni konkurs vrši se na Obrascu prijave koji je dostupan na internet prezentaciji Službe za upravljanje kadrovima ili u štampanoj verziji na pisarnici Službe za upravljanje kadrovima, Novi Beograd, Bulevar Mihajla Pupina br. 2.
Prilikom predaje prijave na javni konkurs prijava dobija šifru pod kojom podnosioci prijave učestvuju u daljem izbornom postupku. Podnosioci prijave se obaveštavaju o dodeljenoj šifri u roku od tri dana od prijema prijave, dostavljanjem navedenog podatka na način koji je u prijavi naznačen za dostavu obaveštenja.
Dokazi koji se prilažu uz obrazac prijave su: pisani dokaz o znanju rada na računaru i pisani dokaz o znanju engleskog jezika nivo - B2.
Kandidati koji uz obrazac prijave dostave pisani dokaz o znanju rada na računaru biće oslobođeni provere kompetencije „Digitalna pismenost“ sem ukoliko komisija odluči da se priloženi dokaz ne može prihvatiti kao dokaz kojim se kandidati oslobađaju od provere opšte kompetencije „Digitalna pismenost“.
Kandidati koji uz obrazac prijave dostave važeći sertifikat, potvrdu ili drugi dokaz o znanju engleskog jezika – nivo B2 biće oslobođeni provere kompetencije znanje engleskog jezika – nivo B2, sem ukoliko komisija odluči da se priloženi dokaz ne može prihvatiti kao dokaz kojim se kandidati oslobađaju od pisane/usmene provere znanje engleskog jezika – nivo B2.
Ostali dokazi koje prilažu samo kandidati koji su uspešno prošli faze izbornog postupka pre intervjua sa Konkursnom komisijom: uverenje o državljanstvu; izvod iz matične knjige rođenih; diploma o stručnoj spremi; uverenje o položenom državnom stručnom ispitu za rad u državnim organima (lica sa položenim pravosudnim ispitom umesto uverenja o položenom državnom stručnom ispitu za rad u državnim organima dostavljaju uverenje o položenom pravosudnom ispitu); isprave kojima se dokazuje radno iskustvo u struci (potvrde, rešenja i drugi akti iz kojih se vidi na kojim poslovima, sa kojom stručnom spremom i u kom periodu je stečeno radno iskustvo).
Kandidati koji su uspešno prošli faze izbornog postupka pre intervjua sa konkursnom komisijom biće pozvani da, u roku od pet radnih dana od dana prijema obaveštenja, dostave ostale dokaze koji se prilažu u konkursnom postupku. Kandidati koji ne dostave navedene dokaze koji se prilažu u konkursnom postupku, odnosno koji na osnovu dostavljenih ili pribavljenih dokaza ne ispunjavaju uslove za zaposlenje, pismeno se obaveštavaju da su isključeni iz daljeg izbornog postupka. Dokazi se dostavljaju na navedenu adresu Službe za upravljanje kadrovima.
Lice koje nema položen državni stručni ispit, dužno je da isto navede u obrascu prijave, da prijavi polaganje tog ispita u Ministarstvu državne uprave i lokalne samouprave u roku od 5 dana od dana isteka roka za podnošenje prijava na konkurs i da Službi za upravljanje kadrovima dostavi dokaz o položenom državnom stručnom ispitu u roku od 20 dana od dana isteka roka za podnošenje prijava na konkurs za popunjavanje položaja.
Svi dokazi koji se prilažu moraju biti na jeziku i pismu koji je u službenoj upotrebi državnih organa Republike Srbije, tako da se uz ispravu sastavljenu na stranom jeziku prilaže propisani overen prevod na srpski jezik.
Svi dokazi prilažu se u originalu ili overenoj fotokopiji kod javnog beležnika (izuzetno u gradovima i opštinama u kojima nisu imenovani javni beležnici, priloženi dokazi mogu biti overeni u osnovnim sudovima, sudskim jedinicama, prijemnim kancelarijama osnovnih sudova, odnosno opštinskim upravama, kao povereni posao). Kao dokaz se mogu priložiti i fotokopije dokumenata koje su overene pre 1. marta 2017. godine u osnovnim sudovima, odnosno opštinskim upravama.
Odredbom člana 9. i člana 103. Zakona o opštem upravnom postupku („Službeni glasnik RS“, br. 18/16 i 95/18) propisano je, između ostalog, da organ može da vrši uvid, pribavlja i obrađuje lične podatke o činjenicama o kojima se vodi službena evidencija, osim ako stranke izričito izjave da će podatke pribaviti same.
Potrebno je da učesnici konkursa, u obrascu prijave na konkurs navedu za koju se od predviđenih mogućnosti opredeljuju, da organ pribavi podatke o kojima se vodi službena evidencija ili da će to kandidati učiniti sami.
Dokumenti o činjenicama o kojima se vodi službena evidencija su: uverenje o državljanstvu; izvod iz matične knjige rođenih; uverenje o položenom državnom stručnom ispitu za rad u državnim organima, odnosno uverenje o položenom pravosudnom ispitu.
Informacije o materijalima za pripremu kandidata za proveru opštih funkcionalnih kompetencija mogu se naći na sajtu Službe za upravljanje kadrovima, www.suk.gov.rs.
Adresa na koju se podnose prijave za konkurs: Vlada, Služba za upravljanje kadrovima, 11070 Novi Beograd, Bulevar Mihajla Pupina br. 2, sa naznakom „Za javni konkurs - popunjavanje položaja (navesti naziv položaja za koji se podnosi prijava)”.

Neblagovremene, nedopuštene, nerazumljive ili nepotpune prijave biće odbačene.
Ovaj oglas objavljuje se na internet prezentaciji i oglasnoj tabli Ministarstva privrede, na internet prezentaciji i oglasnoj tabli Direkcije za mere i dragocene metale, na internet prezentaciji i oglasnoj tabli Službe za upravljanje kadrovima, na portalu e-uprave, na internet prezentaciji i periodičnom izdanju oglasa Nacionalne službe za zapošljavanje.
U Službi za upravljanje kadrovima može se izvršiti uvid u akt o sistematizaciji poslova u organu u kom se popunjava položaj koji je predmet ovog konkursa.
Termini koji su u ovom oglasu izraženi u gramatičkom muškom rodu podrazumevaju prirodni muški i ženski rod lica na koje se odnose.
Representative of the Directorate for Measures and Precious Metals at the EURAMET Subcommittee Meeting for Low Frequencies of the Technical Committee for Electricity (EURAMET SC-LF)
Representative of the Directorate of Measures and Precious Metals, Jasmina Lazarevic, metrologist for AC voltage and electricity in the Section for Electrical Quantities, participated in work of EURAMET Subcommittee for Low Frequencies of the Technical Committee for Electricity (EURAMET SC-LF) from May 25th to 26th, 2023.
The meeting was held in hybrid format in Brno, Czech Republic, and was organized by the Czech National Metrology Institute (CMI). 50 representatives from national metrology institutes (NMI) attended the meeting.
Presented the significant topics at the meeting included current and completed projects in the field of alternating electrical voltage, impedance measurement bridges, as well as updates on EURAMET's work. Experiences in AC-DC transfer were also exchanged.
Ongoing projects were presented, such as the project on developing a calibration guide. Collaboration was proposed regarding the development of a technical instruction for AC-DC transfer calibration, and suggestions and initiatives for new projects were expected.
During this subcommittee meeting, discussions took place on the status of existing CMCs (Calibration and Measurement Capabilities) and the submission of future CMCs by all EURAMET participants, as well as the status of key and supplementary comparisons. Ideas and plans for future activities were also discussed.
Representatives of the Directorate for Measures and Precious Metals at the EURAMET Subcommittee Meeting for DC and Quantum Metrology of the Technical Committee for Electricity (EURAMET SC DCQM)
Representatives of the Directorate for Measures and Precious Metals, Marina Pavićević, a metrologist for electrical resistance, and Jasmina Lazarević, a metrologist for AC voltage and electricity , attended the EURAMET Subcommittee Meeting for DC and Quantum Metrology of the Technical Committee for Electricity (EURAMET SC DCQM) from May 23rd to 24th, 2023.
The meeting was held in hybrid format in Brno, Czech Republic, and was organized by the Czech National Metrology Institute (CMI). The meeting was attended by 50 representatives from national metrology institutes (NMI), chaired by Ralf Behr from Germany.
A large number of papers in the field of quantum metrology of electrical quantities (DC voltage, AC voltage, electrical resistance, impedance) were presented at this meeting. The status of current comparisons in the field of small DC and high resistances was discussed. Additionally, there were discussions on ongoing EMPIR projects.
In the closing session of the meeting, it was proposed to invite experts from universities and industry to participate in the work of this subcommittee.
Professional practice for students from the Faculty of Technology and Metallurgy in Belgrade, at DMDM
In the framework of the cooperation between the Group for Metrology in Chemistry, DMDM and the Faculty of Technology and Metallurgy, University of Belgrade, a one-week professional practice was organized for students on the final year of the studies in the Biochemical engineering and biotechnology study program, at DMDM. Practice was, so far, organized from 24.04.2023. until 28.04.2023. and from 08.05.2023. until 12.05.2023 and it will be continued in the future.
Students were first introduced with the role, rights and duties of DMDM , and after that they participated in the regular activities of the Group for Metrology in Chemistry.
Representative of the Directorate for Measures and Precious Metals at the 39th EURACHEM General Assembly (39th EURACHEM GA)
DMDM representative Dr Jelena Bebic, Head of Group for Metrology in Chemistry, participated at 39th EURACHEM General Assembly, hosted by Switzerland, held at Swiss NMI - METAS.
Eurachem is a network of organizations in Europe, having the objective of establishing a system for the international traceability of chemical measurements and the promotion of good quality practices. Directorate of Measures and Precious Metals represents Serbia in EURACHEM, as a full member.
General Assembly had 30 participants, the election of new management representatives was done, activities in 2022 were presented, published papers, as well as the national reports for the last year, from all members.

Representatives of the Directorate for Measures and Precious Metals at the EURAMET Technical Committee for Acoustics, Ultrasound, and Vibration (EURAMET TC-AUV) meeting.
Representatives of the Directorate for Measures and Precious Metals (DMDM), Gordana Stefanović, a metrologist for acoustics, roughness and shapes, and Aleksandar Jevremović, a contracted individual working in the Dimensional, Optical, and Acoustic Department, participated in the EURAMET Technical Committee for Acoustics, Ultrasound and Vibration (EURAMET TC-AUV) meeting from May 16th to 17th, 2023.
The meeting took place in Vienna and was organized by the Austrian National Metrology Institute (BEV). More than 25 representatives from national metrology institutes (NMI) attended the meeting.
The chairperson of this meeting was Enver Sadikoglu from the Turkish National Metrology Institute (UME), who spoke about the organization of TC-AUV, which is divided into three subcommittees:
- Sound in Air SC-A
- Ultrasound and Underwater Acoustics SC-U
- Acceleration and Vibration SC-V
During the EURAMET TC-AUV meeting, the EURAMET 2030 strategy was presented, which involves the development and maintenance of measurement infrastructure in Europe in line with the needs of society and industry and providing support to member countries.
The Subcommittee on Sound in Air SC-A discussed the status of existing Calibration and Measurement Capabilities (CMCs) for Acoustics Laboratory at DMDM and the submission of future CMCs by all EURAMET participants. The chairperson of TC-AUV announced that DMDM successfully maintained the status of existing CMCs.
It was proposed for DMDM to participate in the CCAUV.AUV.A-K6 for LS2P (half-inch laboratory standard microphones - gold standards) with participants from seven other countries, as well as to organize a trilateral comparison between UME, GUM, and DMDM for LS1P (one-inch laboratory standard microphones - gold standards) in which DMDM would be the convenor.
The work of EURAMET TC-AUV is important for industries such as industry, healthcare, and environmental protection. The objectives of these meetings are to continuously monitor relevant topics in the field of acoustics metrology, improve communication and collaboration within EURAMET, and exchange ideas and plans for future activities.
It was proposed that the next EURAMET TC-AUV meeting be held in 2024, organized by the National Institute of Ireland, in Dublin.
An expert from the World Bank visited DMDM
From March 21 to 24, 2023, as well as from May 15 to 19, 2023, within the World Bank project "Quality Infrastructure, Factors for Competitiveness Development - Preparatory Activities for the Enhancement of the Strategic and Legislative Framework - IPA 2019 EU4YOU" at the premises of the Directorate for Measures and Precious Metals (hereinafter referred to as DMDM), Prof. Dr Konstantinos Atanasiadis, a senior expert in metrology and quality infrastructure, engaged in this project, visited DMDM.
Dr. Atanasiadis's task within the mentioned project is to conduct an analysis of the organization of the metrological system in Serbia compared to other national metrological systems, as well as the role and work of DMDM as the national metrology institute.
During the first working group meeting held on March 21, 2023, at the premises of DMDM, in addition to the working group members, the Acting Director of DMDM, Čedomir Belić, Acting Assistant Directors Nikola Petrović and Zoran Damnjanović, working group members from the Ministry of Economy, Miodrag Dugandžija and Željko Lalić, and representatives of the European Policy Center were also present.
As representatives of DMDM, the members of the working group for the implementation of the mentioned project, Dr. Jelena Bebić, Head of the Metrology in Chemistry Group, and Vanja Radojević Milošević, Head of the Department, continuously collaborate with Dr. Atanasiadis, in terms of attending working group meetings, organizing the collection and submission of necessary data, interpreting the same, analyzing reports, and more.
During his two weeks of work at DMDM, Dr. Atanasiadis visited all DMDM laboratories and had discussions with employees in the internal units of the Metrology Development Sector, the Precious Metals Control Department, and the Certification and Quality Group.
The mentioned project is expected to last for 18 months.
The visit of the Acting Director of the Institute for Metrology of Bosnia and Herzegovina
The Acting Director of the Institute for Metrology of Bosnia and Herzegovina (IMBIH), Milica Ristović Krstić, visited the Directorate for Measures and Precious Metals (DMDM) on May 12, 2023. Ms. Ristović Krstić, accompanied by Čedomir Belić, Acting Director of DMDM, and Nikola Petrović, Acting Assistant Director for the Sector for Development of Metrology, toured the DMDM laboratories, where she got to know in detail the measuring capabilities and infrastructure of these laboratories.
The exchange of experiences and ideas was a key part of the visit, aimed at improving the quality of measurements and establishing high standards in the field of metrology. The Director of IMBIH expressed satisfaction with the quality of laboratory capacities and the expertise of the teams working in the national laboratories of DMDM.
This visit provided an opportunity to discuss possibilities for further collaboration in terms of joint research, training, exchange of experts, and implementation of the latest methods and technologies. Furthermore, discussions were held on projects of national interest and their impact on industry, trade, and consumer protection. Both institutions expressed their readiness to actively participate in the development and implementation of metrological standards that would contribute to the better functioning of the market and consumer protection.
This meeting between representatives of IMBIH and DMDM confirms the importance of strengthening cooperation between the national metrology institutions of the two countries in order to improve the quality of measurements and provide services in the field of metrology throughout the region.
World Metrology Day was celebrated
On Wednesday, May 17, 2023, the Directorate for Measures and Precious Metals (DMDM) celebrated World Metrology Day at its premises. The ceremony marking this significant date was attended by representatives of the Ministry of Economy - State Secretary Boban Birmančević and Acting Assistant Director of the Department for Quality and Product Safety Nikola Vitas, Director of the Accreditation Body of Serbia Mr. Dragan Pušara, Director of the Institute for Standardization of Serbia Tatjana Bojanić, Assistant Director for Radiation and Nuclear Safety and Security of the Vinča Institute of Nuclear Sciences Dr. Slavko Dimović, guests, and employees of DMDM.
At the beginning of the event, Čedomir Belić, Acting Director of DMDM, called upon those present to observe a minute of silence in honor of the victims of the tragic events at the Vladislav Ribnikar Elementary School and in Mladenovac and its surroundings.
Čedomir Belić then greeted the attendees and congratulated them on World Metrology Day, which this year is celebrated under the slogan "Measurements Supporting the Global Food System." He emphasized that this year's theme highlights the importance of metrology in the field of food production by ensuring accurate and reliable measurements at every step of the food supply chain.
"This year's World Metrology Day reminds us that proper food measurement is important for the protection of consumer health and well-being, as well as for supporting farmers and the food industry. Measurement helps monitor crop quality, proper dosage of fertilizers and pesticides, as well as control of food production processes, storage, and distribution. As the Director of the Directorate for Measures and Precious Metals, I am proud of our role in providing accurate and reliable measuring instruments used in the food industry. Our team of experts controls and certifies measuring equipment used in food production, distribution, and sales. Thanks to advances in measurement technology, we are now able to provide even more precise and reliable measurements in food production, which enhances the quality of the food we consume," Belić emphasized.
State Secretary Boban Birmančević then addressed the audience, highlighting that the Ministry of Economy has established a stable legal and institutional framework in the areas of standardization, metrology, accreditation, and conformity assessment, and is continuously working on its improvement.
"I want to commend the work of the Directorate for Measures and Precious Metals, which, in the spirit of a 150-year-long tradition, contributes to the development of metrology in the Republic of Serbia while ensuring that this work is recognized in international and European frameworks. May this World Metrology Day serve as a reminder to everyone of the importance of your work and our shared role in creating an economic environment that ensures competitiveness and sustainability for our economy in domestic and international markets," Birmančević concluded.
In his closing remarks, Acting Director of DMDM, Čedomir Belić, called upon everyone to join in raising awareness about strengthening metrology in the global food system because only through collaborative work can we ensure safe, high-quality, and healthy food for all.
