Information on initiation of PT schemes in the field of calibration of measuring instruments
Directorate of Measures and Precious Metals will organize Proficiency Testing schemes (PT schemes) in the field of optical radiation (for calibration of spectrophotometers and calibration of reflectometers), and in the field of volume of liquid (for calibration of laboratory glassware). Meeting with Potential Providers of Proficiency Testing
Accreditation Body of Serbia (ATS) an year before began intensive activities to extend the scope of the accreditation of providers of proficiency testing (PT providers) according to SRPS ISO/IEC 17043:2011. Meanwhile, in late 2012, the accreditation of PT providers by the decision of EA General Assembly becomes part of the EA MLA Agreement. Accordingly a number of activities were undertaken: from formation of management system documentation, training of assessors to gain practical experience in the assessment of other accreditation bodies (ESYD - Greece Accreditation Body).
DMDM participation in international key comparison EURAMET.L-K1.2011 - EURAMET project 1218
Directorate of Measures and Precious Metals participates in key comparison EURAMET.L-K1.2011 - EURAMET project 1218: Calibration of gauge blocks by inerferometry.
DMDM takes part (performs measurements) in this key comparison in period from February 25, to April 8, 2013.
The EURAMET.L-K1.2011, being a key comparison, is designed to provide a tehnical basis for the review of CMC in the field of gauge block calibrations, for which DMDM has entries in BIPM database since 2005.

First comb generator in the Republic of Serbia has been installed at DMDM
In the period of March 25-27, 2013, in the Laboratory for dimensional quantities DMDM, comb generator - optical frequency synthesizer has been installed. Comb generator is the new national standard of length and optical frequencies of the Republic of Serbia. By means of comb generator, measuring capabilities of DMDM in the field of lenght and optical frequency measurements are significantly improved.

DMDM Admitted to EURACHEM Membership
At the meeting of the Technical Committee EURAMET TC-MC, held from February 4-8, 2013, in Braunschweig, Germany, in the plenary session, in the presentation of Mr. Bertil Magnusson, EURACHEM Chairman, information was published that the Directorate of Measures and Precious Metals (DMDM) admitted to membership as EURACHEM contact organization, through which the other national organizations (Serbian Chemical Society, Serbian Biochemical Society et al.) can engage in EURACHEM activities.
EURACHEM is a network of organizations in Europe having the objective of establishing a system for the international traceability of chemical measurements.
EURACHEM provides a focus for analytical chemistry and quality related issues in Europe. One of the main roles is to provide a framework to facilitate and coordinate cooperation of national EURACHEM activities.

Regulation on Non-Automatic Weighing Instruments
In the „Official Gazette of RS”, No. 17/13 of February 21, 2013, is published Regulation on non-automatic weighing instruments, which will come into force on March 1, 2013.
This regulation, which was transposed Directive 2009/23/EC relating to Non-Automatic Weighing Instruments - NAWI, stipulates in detail the requirements for non-automatic weighing instruments, conformity assessment procedures, marking, documents of compliance and other documentation that accompanies non-automatic weighing instruments on the market, and the conditions that must be met by designated body which conducts conformity assessment procedure.
DMDM Training on Software Testing of Measuring Instruments from MID
In the framework of technical cooperation between PTB (Physikalisch-Technische Bundesanstalt) and DMDM, in December 2012 in PTB was organized training for software testing of measuring instruments from MID, in accordance with WELMEC Guide 7.2. In order to inform employees of DMDM about issues from this training, in Directorate of Measures and Precious Metals on February 14, 2013, internal training was held. Internal training on software testing of measuring instruments held by Mrs. Tatjana Cincar Vujovic, Head of the Department of electrical quantities, and Mr. Dragan Pantic from the Group for mass, force and pressure.
The training was attended by employees of the DMDM, from the Sector for the development of metrology, Department of metrology Supervision and the Departments of Control and Supervision Belgrade, Novi Sad and Krusevac. Through the presentation of an overview WELMEC Guide 7.2 with reference to the European Parliament and of the Council Directive on measuring instruments - MID and the links between the two documents. Attendees through a presentation were partly acquainted with the provisions of WELMEC Guide 7.2 and the work of the working group WELMEC WG7, in whose activities participates DMDM through their representatives.

Notice to all manufacturers of precious metals articles, importers of precious metal articles, or representatives who represent foreign manufacturers of precious metals articles in the market of RS
To manufacturers of precious metals articles, importers or representatives who represent foreign manufacturers of precious metals articles in the market of the Republic of Serbia, Directorate of Measures and Precious Metals has sent a notice of the entry into force of the Regulation on the requirements for obtaining the producer of precious metals articles sign, as well sign of importer or representative, which will take effect from May 1, 2013, as well as of Regulation of state hallmarks for precious metals articles, which will take effect from February 1, 2014, in order to timely harmonize its activities with the provisions of these Regulations.
Signed a Cooperation Agreement between the Directorate of Measures and Precious Metals and the National Organization of Consumers in Serbia
On February 7, 2013 the Agreement was signed on business cooperation between the Directorate of Measures and Precious Metals (DMDM) and the National Consumer Organization of Serbia (NOPS). The main objective of the Agreement is to establish a business relationship between the DMDM and NOPS to strengthen ties in the field of metrology and consumer protection. The Agreement was signed by Mrs. Vida Zivkovic M.Sc., Director of DMDM, and Goran Papovic, President of management board, of the National Consumer Organization of Serbia.
Over 600 opinions received on metrology - European Commission releases results of Public Consultation concerning the European Metrology Programme for Innovation and Research (EMPIR)
The European Commission has released the results of the Public Consultation on the „European Metrology Research Programme under Horizon 2020“. An impressive total of 624 responses were received to the online questionnaire. They came from twenty seven EU countries and more than ten countries outside the European Union. This emphasizes the international interest in EURAMET’s research initiative, the European Metrology Programme for Innovation and Research (EMPIR). As part of the preparations for EMPIR, the European Commission carried out a stakeholder consultation including an online survey. For a period of twelve weeks, until the end of December 2012, individuals, companies and institutions were invited to give their opinion on metrology research.
The analysis of the responses delivers valuable insights: On average 97 % of the participants think that metrology research is very relevant or relevant for addressing grand societal challenges, enhancing European competitiveness, and supporting European policies, standardisation and regulations. The answers demonstrate that there is a clear preference for a new, reinforced Article 185 initiative under Horizon 2020. Accordingly, the EU wishes to continue its participation in a new and broadened successor programme to the EMRP. 92 % of the respondents are of the opinion that this policy option is very suitable or appropriate.
EURAMET is delighted with the high level of response. Dr Kamal Hossain, Chairperson of EURAMET, comments: „For EURAMET the evaluation was a crucial step in judging support for EMPIR. We are happy that so many of our stakeholders have supported us and we thank them for their contributions.“

Seminar „Accreditation Body of Serbia in Europe and the World, the Importance of the Signed Agreements“
Traditional one-day seminar Accreditation Board of Serbia (ATS) for accredited conformity assessment bodies on „Accreditation Body of Serbia in Europe and the World, the Importance of the Signed Agreement“ was held on January 24, 2013 in „Sava Center“ in front of the widest audience to date.
The seminar brought together representatives of relevant ministries, companies, professional associations, consumer associations, and representatives of accredited conformity assessment bodies (CABs).
The aim of the seminar was the presentation of importance of multilateral agreements signed by ATS with International Laboratory Accreditation Cooperation (ILAC) and International Accreditation Forum (IAF) last year, as well as meet the representatives of accredited conformity assessment bodies with a number of topics in the field of technical requirements significant for their work in the field of conformity assessment and accreditation.
Regulation on Requirements for Obtaining the Producer of Precious Metals Articles Sign, as well Sign of Importer or Representative
In the „Official Gazette of RS“, No. 7/13 of January 23, 2013 was published the Regulation on the requirements for obtaining the producer of precious metals articles sign, as well sign of importer or representative, which shall enter into force on January 31, 2013 and will take effect on the expiration of three months from the date of entry into force, or from May 1, 2013.
This regulation prescribes the equipment and layout of premises, which must have the producer of precious metals articles, equipment and layout of premises that must have importers of precious metals articles or representatives that represent foreign manufacturer of precious metals articles in the market of the Republic of Serbia, and the contents of the application form for obtaining manufacturer sign, importer sign or representative sign.
Regulation on state hallmarks for precious metals articles
In the „Official Gazette of RS“, No. 7/13 of January 23, 2013 was published the Regulation on state hallmarks for precious metals articles, which comes into force on January 31, 2013 and will take effect upon expiry of one year from the effective date, or from February 1, 2014.
This regulation stipulates in detail the kinds, shapes, appearance and manner of state hallmarks used to indicate the degree of fineness of precious metals articles.
Regulation on the Manner of Determining Fulfillment of Requirements for Designation of Conformity Assessment Bodies for Measuring Instruments
In the „Official Gazette of RS”, No. 2/13 of January 9, 2013, is published Regulation on the manner of determining fulfillment of requirements for designation of conformity assessment bodies for measuring instruments, which will come into force on January 17, 2013.
This Regulation shall closely prescribe the manner of determining fulfillment of requirements for designation of conformity assessment bodies for measuring instruments, as well as the notification of designated conformity assessment bodies for measuring instruments to appropriate international organization.
