"Hallmarking Convention" Meeting and the Meeting of the International Association of Assay Offices (IAAO)
In Lisbon on September 16, 2013, was held the 72nd meeting of the Standing Committee of the Convention on the control and marking of precious metals "Hallmarking Convention," and on September 17, held the 12th Meeting of the International Association of Assay Offices (IAAO). At these meetings, as the representatives of the Republic of Serbia, participated Jelena Popovic, Assistant Minister of Economy and Vida Živkovic, Director of the Directorate of Measures and Precious Metals.
At the meeting of the Standing Committee of the Convention were discussed the normative and technical issues relevant to the Convention, on objections from some Member States, diversity rules and regulations of the European Union and the Convention relating to the free movement of precious metals articles and their harmonization, the status of some member countries and the countries wishing to join the membership, communication among members of the Convention, the Convention cooperation with other organizations, as well as the Convention of finances. Participation of representatives of Serbia at the meeting of the Standing Committee of the Convention was extremely important because it is the first time Serbia has participated as observer. Mrs. Jelena Popovic reported the Committee of the intention of Serbia to submit a formal request for full membership in the Convention and, in this regard, presented the legal framework and control system of precious metals articles in Serbia.
At the IAAO meeting were discussed the results of the performed "Round Robins" analysis (RR 29, RR 30 and RR 31) of silver, gold and platinum, by chemical method and XRF method. In these circular analyzes, successfully participated Directorate of Measures and Precious Metals. Considered were the issue of confidentiality of the results of these circular analyses, have been proposed future circular analysis cycles, and other matters relevant to the control of precious metals articles.
Host of these meetings was to Assay office of precious metals of Portugal.
32nd Eurachem Proficiency Testing Working Group (PTWG)
Organized by Eurachem PT WG (Proficiency Testing Working Group) on September 10-11, 2013, was held 32nd Proficiency Testing Working Group (PT WG), hosted by the Federal Institute for Materials Research and Testing (Bundesanstalt für Materialforschung und -prüfung – BAM), Berlin, Germany, which was first attended by a representative of Serbia from Directorate for Measures and Precious metals.
Visit of an Representative of PTB within the Framework of the Project for Support of Quality Infrastructure in the Republic of Serbia
Under the project for technical assistance from Republic of Germany to institutions in Serbia in the field of quality infrastructure, Dr Tin Win from German Federal Institute for Materials Research and Testing (ВАМ) was in Serbia from September 9-13, 2013 on behalf of Physikalisch-Technische Bundesanstalt's (PTB) - the National Metrology Institute of Germany. The aim of this visit was to detect the present state of the measurements and the needs for traceability in the chemical, environmental and medical fields in Serbia. During his stay, Dr Win visited eight major institutions and laboratories in these fields.
On the first day of the visit Dr. Win gave a keynote speech, and during the next three days he visited eight major institutions and laboratories in these areas.
Last day of this visit, one day training for all visited institution was organized. Training included the following topics: Presentation of the possible ways of achieving traceability in chemical measurements; The role of national metrology institutes and designated institutes; Rules of the International Bureau of Weights and Measures (BIPM) for the appointment of institutions in Metrology in Chemistry; The role of Certified Reference Materials and their producers. During training representatives of the Directorate of Measures and Precious Metals were also present.

Notice of Initiation of Inter-laboratory Comparisons in the Field of Dimensional Quantities and Acoustics
Directorate of Measures and Precious Metals, Group for dimensional quantities and acoustics, plans to organize future interlaboratory comparisons in the field of dimensional quantities (for calibration gauge blocks by mechanical comparator), and in the field of acoustics (for calibration of acoustic calibrators and calibration sound level meters).

Signed a Cooperation Agreement DMDM and EPS
In order to strengthen the connection to the matters of common interest in the field of metrology of electrical quantities and distribution of electricity, on September 9, 2013, the Director of the Directorate of Measures and Precious Metals, Vida Živković M.Sc., and Acting General Manager of Public Enterprise "Electric Power Industry of Serbia" Aleksandar Obradović, signed a Cooperation Agreement.
Within the framework of Cooperation Agreement DMDM and EPS will promote the role and importance of metrology of electrical quantities, especially in the field of legal metrology, collaborate on raising awareness among suppliers and buyers of electricity, improve the coordination of the work to harmonize technical regulations and gradual innovation and system improvement and ensure timely exchange of information on issues of common interest.
Regulation on the Amendments on Regulation on the Kind, Form and the Manner of Placing State Marks Used in Verification of Measuring Instruments
The Regulation on the amendments on Regulation on the kind, form and the manner of placing state marks used in verification of measuring instruments, was published in “Official Gazette of RS”, No. 77/13 of September 2, 2013, which will come into force on September 10, 2013.
Directorate of Measures and Precious Metals authority within the Ministry of Economy
In the "Official Gazette of RS", No. 76/13 of August 29, 2013, was published the Law on amendments on the Law on Ministries, which came into force on the date of publication.
Article 4 of this Law provides that Directorate of Measures and Precious Metals is authority within the Ministry of Economy and performs professional tasks and duties of the state administration related to: control of measures and precious metals; legal units of measurement; standards; measuring instruments; as well as other duties prescribed by the law governing the metrology and other laws.
Regulation on metrological requirements for road traffic speed measuring instruments
In the ”Official Gazette of RS”, No. 72/13 of August 14, 2013, is published Regulation on metrological requirements for road traffic speed measuring instruments, which will come into force on August 22, 2013.
This regulation prescribes metrological requirements for road traffic speed measuring instruments, manners of determining the fulfillment of metrological requirements, as well as methods of measurement.
Serbia enjoys the status of an Observer in the Standing Committee of the Precious Metals Convention
The Secretariat of the Precious Metals Convention has received a letter of intent for accession to the Convention by Serbia. The next step for Serbia will be to submit an official membership application, which will be assessed in line with the Guidelines for Accession of the Standing Committee (SC). In the meantime, Serbia enjoys the status of an Observer (i.e. Applicant State) and its representatives may attend all SC meetings.

Regulation on Measuring Instruments
In the ”Official Gazette of RS”, No. 63/13 of July 19, 2013, is published Regulation on measuring instruments, which will come into force on July 27, 2013.
This regulation closely prescribes requirements for water meters, gas meters and volume conversion devices, active electrical energy meters, heat meters, measuring systems for continuous and dynamic measurement of quantities of liquids other than water, automatic weighing instruments, taximeters, material measures, dimensional measuring instruments and exhaust gas analyzers, which must be met to be placed on the market and/or use, conformity assessment procedures, marking, certificates of conformity and other documents supporting these measuring instruments, as well as the conditions which must be fulfilled by designated body which conducts the conformity assessment procedure.
Regulation on Technical and other Requirements Relating to Production of Precious Metals Articles
In the ”Official Gazette of RS”, No. 61/13 of July 12, 2013, is published Regulation on the technical and other requirements relating to production of precious metals articles, which will come into force on July 20, 2013.
This regulation closely prescribes technical requirements relating to the degree of fineness means of soldering, coating of other precious metals, parts of non-precious metals and non-metallic parts, if precious metals articles contain them, as well as other requirements for their production.

Directorate of Measures and Precious Metals, Group for thermometry, plans in the coming period, for interested accreditation laboratory to organize Interlaboratory comparisons for glass thermometers filled with liquid.

Potpisan Sporazum o saradnji između Direkcije za mere i dragocene metale i sertifikacionog tela StandCert d.o.o.
On July 10, 2013 in the premises of the certification body StandCert Ltd. was signed an Agreement on cooperation between the Directorate of Measures and Precious Metals (DMDM) and StandCert (SC).
The main objective of the Agreement is the pooling of resources of these two organizations to provide training services to interested parties regarding the standard SRPS ISO 10012 - Measurement management systems - Requirements for measurement processes and measuring equipment. The agreement was signed by Mrs. Vida Živković, M.Sc., Director of DMDM and Mrs. Mirjana Stanić, M.Sc., Director of SC.

Agreement on Cooperation between the Institute for Standardization of Serbia and Directorate of Measures and Precious Metals (DMDM)
Directors of these two institutions, Mr. Ivan Krstić, M.Sc., on behalf of the Institute, and Mrs. Vida Živković, M.Sc., on behalf of DMDM, signed on June 26, this year, an agreement which defines common activities to promote mutual cooperation. The aim of this agreement is that realization of planned activities lead to the establishment of internationally comparable national quality infrastructure, whose components are standardization and metrology. This will allow the movement of goods and services and enhance the competitiveness of businesses entities in our country.

Adoption of EURAMET.AUV.A-S1 Comparison Final Report
The EURAMET.AUV.A-S1 comparison final report, in which the Directorate of Measures and Precious Metals (DMDM) participated successfully, has been adopted the Consultative Committee for Acoustics, Ultrasound and Vibration (CCAUV) and was published in the key comparisons database of the International Bureau of Weights and Measures (BIPM KCDB) (see more) and in international Journal Metrologia (Vol. 50, Technical Supplement, 09002)).
This comparison was related to calibration of microphones LS1P and LS2aP by primary reciprocal method of pressure, and significantly supports DMDM in submission of application for calibration and measurement capabilities (CMCs) in the field of acoustics in the database of the International Bureau of Weights and Measures (BIPM).
Agreement on Cooperation Signed between the Directorate of Measures and Precious Metals and the Institute of Nuclear Sciences Vinča
On July 4, 2013 in the premises of the Institute of Nuclear Sciences Vinča was signed an agreement on cooperation between the Directorate of Measures and Precious Metals (DMDM) and the Institute of Nuclear Sciences Vinča (Vinča INN).
The main objective of the Agreement is to intensify business cooperation in the field of metrology and specialist training of employees in the two organizations. In addition, the Agreement will serve as a basis for designation of Vinča INN for holder of national standards in the field of thermo-physical quantities and ionizing radiation. The agreement was signed by Vida Živković, M.Sc., DMDM Director and Dr. Bojan Radak, Acting Director of Vinča INN.

Testing of Pre-Packaged Products - Training
Training on testing of pre-packaged products was held in the period of June 10-13, in Directorate of Measures and Precious Metals as part of cooperation project with the German Institute for Metrology (PTB). The training was led by Mr. Klaus Helmboldt, an inspector in the field of legal metrology in Germany. Training coordinator of the Directorate of Measures and Precious Metals was Mrs. Branka Radanov, M.Sc.
Training was attended by staff from Control and Supervision Department of Directorate of Measures and Precious Metals: Mr. Dušan Jovanović, Mr. Boško Stefanović, Mr.Aleksandar Kostić, Mrs.Svetlana Mitrović, Mrs. Ljiljana Bulić, Mrs. Tamara Kalinić, Mrs. Maca Radujkov, Mrs. Ruža Krajninger Vuković and Mrs. Branka Radanov, M.Sc.
Training consisted of theoretical and practical parts. Theoretical part of training was carried out on the premises of Directorate, and practical part of training in the premises of manufacturers of pre-packaged products (CONCERN BAMBI BANAT ad, COCA-COLA HBC - Serbia d.o.o., YUHOR d.o.o., Jagodina) and in the laboratory for pre-packed products of Directorate of Measures and Precious Metals.

ATS Jubilee Celebrated
On June 6, 2013, in the Student Cultural Center was held a ceremony marking the 15th anniversary of the Accreditation Body of Serbia (ATS) and the International Accreditation Day (June 9) and the Day of Accreditation in the Republic of Serbia (June 28). Guests were first greeted by Mrs. Jasna Stojanović, ATS Acting Director, who thanks, first of all, to ATS employees on the dedication and work that led to the signing of a multilateral agreement with the European Organization for Accreditation - EA (EA MLA) and Dejan Krnjaić who was Director of ATS in the years that were most important to its development and international recognition. Mrs. Stojanović said that believes in the competence and integrity of our accredited conformity assessment bodies and reiterated that for accreditation keyword is confidence. Celebration was attended by representatives of the Directorate of Measures and Precious Metals.

Published Report from EURAMET Project Organized by DMDM as Pilot Laboratory
Directorate of Measures and Precious Metals (DMDM) has successfully completed a bilateral comparison with the Bureau of Metrology (BoM) – Macedonia, in field of calibration weights of nominal weight 20 kg. This EURAMET international project was organized by DMDM as pilot laboratory in order to provide additional support to the National Metrology Institute of Macedonia (BoM) to apply for registration calibration and measurement capabilities (CMCs) in the database of the International Bureau of Weights and Measures (BIPM).
A bilateral comparison is registered under the designation EURAMET.MM-S6 in the database of key comparisons of the International Bureau of Weights and Measures (BIPM KCDB) and published in international journal Metrologia (Vol.50).
National DC Voltage Standard Based on Josephson Effect within Priority Project No. 03/2012 in the Republic of Serbia is Installed in the Directorate of Measures and Precious Metals
In period from May 21 to June 5, 2013, in the Section for electrical quantities, Laboratory for DC voltage and current DMDM, installation and putting into operation of DC voltage standard based on Josephson effect was performed. Standard realized by definition is a primary and a new national DC voltage standard of the Republic of Serbia. Uncertainty of the new standards is of the order of 10-10, which is the improvement of two orders of magnitude.
DMDM acquired supraVOLTcontrol model, version with the cryocooler. Manufacturer is Supracon AG, Jena, Germany. Supracon AG is one of two global manufacturers of standards that are engaged in the development and production of standards that are used in research institutes, universities and National Metrology Institutes of the leading economies of the world.
