International Bureau of Weights and Measures BIPM has published in KCDB of CIPM MRA the new calibration capabilities (CMC) in the field of roughness of the Directorate of Measures and Precious Metals (DMDM), Section for dimensional, optical quanitities and acoustics calibration. By the decision of the Government of the Republic of Serbia 24 number 119-7484/2016 Mr. Predrag Đurić was appointed Acting Assistant Director of Directorate of Measures and Precious Metals – Sector for control and supervision.

Mr. Predrag Đurić was born in Belgrade in 1955. He got Degree in mechanics in 1987 at the Faculty of Science in Belgrade, a group for mechanics. He has worked in the education centers "First of May" and "Petar Drapšin". Since 1986 in DMDM he gained experience as a metrologist for mass and later as Head of Group for mass, force and pressure.

The handover of duties was conducted on Friday, September 16, 2016.

Based on measure M1 defined within the special objective 1 of the Action Plan for implementation of Strategy for development of quality infrastructure in the Republic of Serbia for the period 2015 - 2020, for year 2016, a survey of interested parties was carried out in order to review the metrological needs in Serbia.

The survey was conducted electronically from March 29 to May 9, 2016. The survey was sent to 500 e-mail addresses of interested parties (accredited laboratories, institutes, conformity assessment bodies, authorized bodies, public companies, packers, etc.) and also it was published on the official website www.dmdm.gov.rs.

U Direkciji za mere i dragocene metale (DMDM) u periodu od 13-15. septembra 2016. godine, realizovana je aktivnost „Support in review of the secondary legislation in force in the area of metrology and prepacking fields-2nd mission-II part- Activity 1.1.2/2”, u okviru Twinning projekta “Strengthening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia”.

Ispred DMDM, prisutne je pozdravila Šef Odseka za kontrolu i nadzor mr Branka Radanov. Sastanku su prisustvovali i predstavnici DMDM Gordana Stefanović i Dragan Pantić, predstavnici Ministarstva privrede, Sektora za infrastrukturu kvaliteta i bezbednost proizvoda na tržištu Željko Lalić i Dragana Zečević. Nacionalni metrološki institut Češke (CMI) predstavljali su Karel Začek, stalni savetnik za Twinning projekat, Nikola Rašković, asistent stalnog savetnika za Twinning projekat i M.Jarušek tehnički ekspert za merila na liniji tehničkog pregleda ispred DEKRA- services for testing, inspections, certification.

U okviru realizacije ove aktivnosti, 15.septembra, održan je okrugli sto sa predstavnicima AMSS-centara za motorna vozila, Saobraćajnog fakulteta i Instituta za zaštitu na radu-Novi Sad. Tema sastanka je bio transfer znanja i iskustva Čeških kolega u oblasti ispitivanje tipa i overavanje merila koja se koriste na linijama tehničkog pregleda vozila, sa ciljem unapređenja podzakonskih akata koja uređuju ovu metrološku oblast u Republici Srbiji.

In Directorate of Measures and Precious Metals (DMDM) on August 15, 2016 in the Group for Metrology in Chemistry was organized a peer visit organized by a colleague Mr. James Norris from the National Institute of Standards and Technology (NIST), USA. During the visit training was held for a new software version which is used during measurements of the concentration of ozone in the air using the national standard of the Republic of Serbia - photometer for ozone SRP 54. The training was held at the Laboratory for Reference Materials and was attended by employees of the Group for Metrology in Chemistry.

Within the activity number 1.4 EU Directives from Chapter 1 (FMG) transposed in accordance with the NPAA, of the Twinning Project "Strengthening the capacity of the National Quality Infrastructure System and Conformity Assessment Bodies for products in the Republic of Serbia", during the period from August 23 – 26, 2016, in Prague, Czech Republic, a series of meetings were held with relevant representatives from the Czech Republic: Metrological Institute, the Office for Standards, Metrology and Testing, manufacturers of aerosol dispensers and Market Inspection.

Republic of Serbia was represented by Mr. Čedomir Belić, Acting Director of the Directorate of Measures and Precious Metals, Mrs. Ljiljana Mićić, Head of Group for Volume and Flow, and representatives of the Ministry of Economy, Mr. Jovan Petrović, Deputy Minister, Mr. Mile Mitrović and Mrs. Sanja Đurđević.

The aim of of this study visit was to familiarize with mechanisms of transposition and infrastructure organization in the EU Member States in the field of aerosol dispensers.

International Bureau of Weights and Measures (BIPM) published in International database new calibration capabilities (CMC) in the field of chemistry (gas analysis) of the Directorate of Measures and Precious Metals (DMDM), Group for metrology in chemistry. Capabilities of calibration in the field of chemistry (gas analysis) for measurement of the concentration of ozone in the atmosphere by applying new national standard - the standard photometer for ozone SRP 54 can be found at:

CMC (service under number 122) was published on April 7, 2016. Calibration capabilities for DC voltage of DMDM are significantly improved. Measurement uncertainties are up to 25 times better (less) than published so far. The new services of calibration of DC voltage standards are available to users. Traceability is ensured to the new Republic of Serbia DC voltage standard, and is directly related to the fundamental physical constants.

Within the Twinning project “Strengthening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia” Directorate of Measures and Precious Metals (DMDM) hosted the second part of the activities 1.1.2/2 „Support in review of the secondary legislation in force in the area of metrology and pre-packing fields – 2nd mission” from 28 to 30 June 2016.

The main topics of consultative discussions between representatives of the Czech Metrological Institute and representatives of DMDM were the preparations of the plan and the development of technical regulations for non-harmonized areas, especially for pre-packaged products, which are not covered by EU directives, as well as compressed natural gas (LPG) and gas tanks .

In a series of consultations within the Twinning project, a step was made towards increased awareness of the benefits of mutual recognition as a reliable tool that allows the free circulation of goods within the single market.

Within the Twinning project “Strengthening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia” Directorate of Measures and Precious Metals (DMDM) hosted the second part of the activities „Activity 3.1 Trainings and consultancy to DMDM for implementation of MID, NAWI and Pre-packages, extension of the accreditation scope, improvement of existing Serbian measurement standards, obtaining new calibration and measuring capabilities” in the period from 13 to 17 June, 2016.

The five-day consultation between colleagues from the Czech Metrological Institute, Mr. Erich Ludwig and Mr. Jan Kalandra and representatives of DMDM for the subject had an analysis and recommendations for the preparation of DMDM as a appointed designated body for EU Directives transposed in the legislation of the Republic of Serbia, by the Ordinance on Measures Regulation on measuring instruments (MID) and the Ordinance on Measuring Instruments Regulation on non-automatic weighing instruments (NAWID), as well as discussions on future arrangements, the next steps and activities of DMDM.

Preparations for the appointment designation of selected laboratories, their procedures and responsibilities are one of the preconditions for membership of Serbia in the EU, with the responsibility for the organization of activities related to the preparation of the relevant legislation into line with the capacities of DMDM for compatibility evaluation conformity assessment.

International Accreditation Day

International Accreditation Day is a date that was jointly established by the International Accreditation Forum - IAF and International Laboratory Accreditation Cooperation - ILAC, so that the public could learn more about the importance of accreditation.

The topic theme of the International Accreditation Day in 2016 highlights the importance of accreditation as a means to achieve the objectives in all areas of the public sector including central and local levels, as well as the work of legislators. Accreditation is a tool that helps to fulfill all the needs of government at local, central and international level.

U okviru tradicionalne JUSK Međunarodne konvencije o kvalitetu - JUSK ICQ 2016 „Kvalitetom ka evropskim i svetskim integracijama“, na Mašinskom fakultetu u Beogradu, 2. juna 2016. godine, u organizaciji Direkcije za mere i dragocene metale (DMDM) i Akreditacionog tela Srbije (ATS), održane su osma Specijalna konferencija „Nacionalni sistem akreditacije – stanje i budući razvoj” i sedma Specijalna konferencija „Nacionalni metrološki sistem – stanje i budući razvoj”, kao i trinaesta Specijalna konferencija ,,Evropske direktive – primena u Srbiji”.
Uvodno izlaganje održali su Čedomir Belić, v.d. direktora Direkcije za mere i dragocene metale i prof. dr Aco Janićijević, v.d. direktora Akreditacionog tela Srbije.

In cooperation with Bureau International des Poids et Mesures BIPM, DMDM conducted comparison of Serbian National Primary DC voltage Josephson standard to the BIPM Josephson standard.

Accordingly DMDM participated in Key comparison BIPM.EM-K10.b in which participated round 30 countries, until now. Results obtained in this comparison confirmed that the realization of standard of DC voltage unit (Volt) in DMDM is recognized at international level. Degree of equivalency Di=0,1 nV (1Е-11) with expanded uncertainty Ui =3 nV (k = 2) is confirmed.

DMDM has realized national primary DC voltage standard (unit Volt) according to the definition and established traceability of measurements of DC voltage to the fundamental physical constants. This comparison confirmed equivalency of our realization of DC voltage standard to the BIPM realization of Volt.

Directorate of Measures and Precious Metals hosted the meeting on “Activity 1.4: EU Directives from the chapter 1 (FMG) transposed in line with the NPAA – Aerosols” from May 23-27, 2016, within the framework of Twinning project “Strengthening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia”.

Meeting was attended by representatives of the Directorate of Measures and Precious Metals Mrs. Branka Radanov, M.Sc. and Mrs. Ljiljana Mićić and on behalf of the Czech Institutes J. Morovec from “Czech Aerosol a.s.” and V. Pokorny, President of Czech Office for Standards, Metrology and Testing. Within this activity were discussed the draft bylaw “Regulation on aerosol dispensers”, by which was transposed Directive 75/324/EEC in the legislation of Republic of Serbia.

Representatives of the Directorate of Measures and Precious Metals (DMDM) Mr. Čedomir Belić, Acting Director, and Mrs. Vida Živković, M.Sc., attended the Tenth General Assembly of EURAMET, Regional Metrology Organization of Europe, which coordinates cooperation between the National Metrology Institutes of Europe in the field of metrology. Tenth General Assembly of EURAMET was held from May 23-27, 2016 in Oslo, Kingdom of Norway. The meeting was hosted by Norwegian Metrology Service (JV) and EURAMET.

At the Tenth General Assembly of EURAMET, were discussed the financial reports for the previous year and the strategic objectives of EURAMET, and also were adopted reports of EURAMET technical committees for the fields of length, mass, temperature, time and frequency, metrology in chemistry, radiometry and photometry.

At the meeting were discussed also on the key issues related to the European Metrology Research and Innovation Program – EMPIR), within the European Union program for research and development on a special EMPIR Committee. DMDM is an active participant in these projects that provide new opportunities for development and realization research potential both for development of metrology and for the economic development of the Republic of Serbia.

Direkcija za mere i dragocene metale (DMDM) i Akreditaciono telo Srbije (ATS) organizuju, u okviru JUSK međunarodne konvencije o kvalitetu (JUSK ICQ 2016 „Kvalitetom ka evropskim i svetskim integracijama“), sedmu Specijalnu konferenciju „Nacionalni metrološki sistem – stanje i budući razvoj” i osmu Specijalnu konferenciju „Nacionalni sistem akreditacije – stanje i budući razvoj” /trinaestu Specijalnu konferenciju „Evropske direktive – primena u Srbiji“ koje će se održati u četvrtak, 2. juna 2016. godine, na Mašinskom fakultetu u Beogradu, Kraljice Marije 16, u sali CENT (prvi sprat) u terminu od 09:00 do 13:00 časova.

Directorate of Measures and Precious Metals (DMDM) celebrated World Metrology Day on Friday, May 20. On that occasion, DMDM has opened its doors to all interested parties, including representatives of the Ministry of Economy and representatives of institutions of quality infrastructure of the Republic of Serbia, as well as representatives of the University of Belgrade.

Participants were greeted and welcomed by Mr. Čedomir Belić, Acting Director of the Directorate of Measures and Precious Metals, congratulating all the World Metrology Day. This was followed by the presentation of news in the current work of DMDM through promotional film, and then by visit to the DMDM laboratories.

In the week dedicated to the celebration of May 20, World Metrology Day, students of the renjanin on May 17, 2016, visited the Group for control and supervision of Zrenjanin (GKN Zrenjanin), an organizational unit of the Directorate of Measures and Precious Metals (DMDM) for the area of Banat.
Students were introduced with the importance and role of DMDM, as the national metrology institution, its responsibilities, duties and tasks in the field of metrology. They are a function of business of economic, scientific and other organizations as well as improving the quality of life of all people. Within getting acquainted with the work of DMDM to students were presented promotional film also.
Professional visit continued with a tour of the laboratories. In the laboratory for physic-chemical measurements to students was demonstrated verification of hydrometers for measuring density.
Finally, in interesting discussion, students were given answers to many questions concerning use and mode of checking the correctness of measuring instruments that are used in everyday life.

Representatives of the State Bureau for Metrology of the Republic of Croatia visited the Directorate of Measures and Precious Metals (DMDM) on May 5 and 6, 2016.

Representatives of the State Bureau for Metrology were welcomed by Mr. Čedomir Belić, Acting Director, and Lucija Dujovic, Acting Assistant Director. Topics of the meeting were the role of DMDM in the Metrology system of the Republic of Serbia, cooperation in specific areas of legal metrology, and legal metrology in the Republic of Serbia and the Republic of Croatia. The working visit is also aimed at an agreement regarding the continuation of cooperation between these two institutions.
During the working visit representatives of the State Bureau for Metrology visited laboratories of DMDM.

Directorate of Measures and Precious Metals hosted implementation of activity “Support in drafting the new Law of Metrology, STE Mission - Activity 1.1.1” from April 25-28, 2016, in the framework of Twining Project “Strengthening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia”. Guests were welcomed, on behalf of Directorate of Measures and Precious Metals, Lucija Dujovic, Acting Assistant Director. The meeting was attended by representatives of the Directorate of Measures and Precious Metals, Branka Radanov, M.Sc., Vanja Radojevic Milosevic and Sonja Milojkovic, representatives of the Ministry of Economy, Department for quality infrastructure and product safety in the market Željko Lalic and Dragan Zecevic, and representatives of the Association of accredited conformity assessment bodies Ljubisa Dimitrijevic, Vladan Lapcevic, Branisav Adzic, Milan Paskas, Marko Knezevic and on behalf of the National Metrology Institute of the Czech Republic (CMI), the meeting was attended by Dr. Pavel Klenovsky, Director General, and K. Zacek. Main topic of the meeting was the experience of Czech colleagues concerning the implementation of the Law on metrology and regulations in the field of metrology. The meeting was to give answers that are of key importance for addressing specific issues in the field of metrology. Discussed were technical and other details, key for passing the new by-laws.
