Directorate of Measures and Precious Metals hosted EURAMET Technical Committee for Flow (EURAMET TC-F) from April 19 to 21, 2016.

Meeting of EURAMET TC-F was attended by 44 eminent experts, representatives of the National Metrology Institutes (NMIs) and Designated Institutes (DIs) from 22 countries.
Participants were welcomed, on behalf of the Directorate of Measures and Precious Metals, by Mr. Boris Laštro, Acting Assistant Director.

Technical committee was chaired by Mrs. Petra Milota from BEV, Austria, and sub-committees for volume, flow of liquid, gas flow and fluid flow rate by Mrs. Miroslava Benkova from ČMI, Czech Republic, Mr. Marc de Huu form METAS, Switzerland, Mr. Bodo Mickan from PTB, Germany, and Mr. Pier Giorgio Spazzini from INRM, Italy, respectively. At EURAMET TC-F meeting took part the EURAMET Chairman, Mr. Beat Jeckelmann from METAS, Switzerland.

Participants of EURAMET TC-F Technical Committee for Flow visited the laboratories of the Directorate of Measures and Precious Metals.

Government of Serbia at the session held on April 15, 2016, by Decision No. 119-4001/2016 appointed Mr. Čedomir Belić for the Acting Director of Directorate of Measures and Precious Metals.

Čedomir Belić was born in Belgrade in1983. Title Master of Physics he has gained at the Faculty of Physics in Belgrade, department of applied physics and informatics. At a higher technical school in Belgrade he has acquired the title of Mechanical Engineer for production engineering. He is student of Ph.D. studies at the Faculty of Electrical Engineering in Belgrade. He is Research Associate of the Institute “Nikola Tesla”. He worked in the Public company Nuclear Facilities of Serbia as an engineer for non-ionizing radiation protection, and then was head of department for collection, storage and record of the radioactive waste – waste categorization. He was employed as a Teaching Associate for physics and basics of electrical engineering and electronics in Higher Engineering School of professional studies TEHNIKUM TAURUNUM and volunteered at the Institute of Nuclear Sciences “Vinča”.

The handover of duties was made on Friday, April 22, 2016.

Directorate of Measures and Precious Metals hosted durin activity „Support in review of the secondary legislation in force in the area of metrology and pre-packing fields – Activity 1.1.2“ from April 11-15, 2016 in Belgrade.

Guests were welcomed on behalf of Directorate of Measures and Precious Metals, Lucija Dujović, Assistant Director, who presented a presentation on the importance and results of the work of the Directorate of Measures and Precious Metals.
Coordinator Branka Radanov, M.Sc., has organized four working groups and coordinated group composed of Czech and Serbian experts for pre-packaged products, whose task was to identify the key aspects of the amendments to Regulation on pre-packaged products and to define further actions of developing a new process relating to the procedure for recognition of conformity mark “e” on pre-packaged products.

Coordinators of the working groups, which also participated with the Czech experts, were:

1. Coordinator of the working group for drafting bylaws for pre-packaged products: Branka Radanov, M.Sc;

2. Coordinator of the working group for drafting bylaws regarding measuring instruments used for vehicle inspection: Dragan Nikolić;

3. Coordinator of the working group for drafting bylaws regarding measuring instruments used for measuring the speed of vehicles in traffic: Snežana Renovica;

4. Coordinator of the working group for drafting bylaws regarding gas meters: Dušan Jovanović;

5. 5. Coordinator of the working group for drafting bylaws regarding measuring instruments for compressed gaseous fuels for vehicles: Radomir Ivanović.

Round table was held on Friday April 15, when was concluded that the visit of Czech experts to Directorate of Measures and Precious Metals was very useful and successful and that besides exchanged experiences on the basis of conclusions of working groups answers to many questions were given.

Members of the Group for metrology of CCIS (Chamber of Commerce and Industry of Serbia), are representatives of the working groups for drafting the by-laws of the Law on Metrology.

Six months after the entry into force of the Law on Metrology should be adopted four by-laws, and within a year and the remaining 16, it was pointed out at the sixth meeting of the Group for metrology. Group, which has 26 members, confirmed the membership of Marko Knežević, from authorized body for verification of measuring instruments „MRG Export-Import”d.o.o. Beograd. Meeting discussed the delegation of members of the Group in the working groups for drafting the by-laws of the new Law on metrology, which entered into force on March 4, 2016. Unanimously were elected four members of the Group for metrology, which will in the future, with representatives of the Ministry of Economy and Directorate of Measures and Precious Metals, work on the draft regulations. Meeting also analyzed the effects of the first meeting of the Executive Committee EUROCAL held on March 9 and 10, 2016 in CCIS. President of the Group for metrology proposed delegation of members of the Group for work in technical committees, which was unanimously accepted.

Annual meeting of authorized bodies for performing verification of measuring instruments (authorized bodies) was held for the fourth time, on March 30, 2016, in Belgrade at Palace of Serbia, organized by the Directorate of Measures and Precious Metals (DMDM), in the presence of representatives of the Ministry of Economy.

Meeting was opened by Lucia Dujović, Assistant Director of DMDM, and at very beginning, thanked the participants of the meeting on a large turnout, stating that it confirms the validity and importance of such meetings.

Mrs. Vida Živković, M. Sc., Director of DMDM welcomed the participants, expressing her satisfaction with the growing number of participants in the meeting from year to year. She mentioned that in practice annual meetings proved very useful, recalling that, due to the needs of authorized bodies highlighted at last year’s meeting, in the course of the previous year were held four expert meetings of the authorized bodies, namely, for performing verification of measuring instruments for mass, electricity meters, measuring instruments and systems for continuous and dynamic measurement of quantities of liquids other than water, water meters and heat meters. Finally, Mrs. Vida Živković, M. Sc., congratulated all authorized bodies that were accredited and renew authorizations under the current Regulation on non-automatic weighing instruments (which came into force from January 1, 2016), expressing great satisfaction that the joint efforts overcome the problems of the transition period.

On the basis of the Low on calculation of time (”Official Gazette” No. 20/06) daylight saving time in 2016 begins on March 27, 2016 at 2 h, 00 min, 00 s, so that, by moving forward by one hour, time at 2 h, 00 min, 00 s, is calculated as 3 h, 00 min, 00 s.

Representatives of the Ministry of Economy and the Directorate of Measures and Precious Metals, at the meeting in CCIS (Chamber of Commerce and Industry of Serbia), informed the businessmen about the most important news in the Law on metrology and Law on amendments and supplements to law on control of precious metals articles.

Ministry of Economy Sector for quality infrastructure and safety of products on the market, Directorate of Measures and Precious Metals and Group for metrology of Association of accredited conformity assessment bodies of SCC organized a meeting dedicated to the news in the Law on metrology and Law on amendments and supplements to law on control of precious metals articles, which entered into force on March 4, 2016.

Lucija Dujović, Assistant Director of the Directorate of Measures and Precious Metals, presented the new Law on metrology, regulating the organization of activities of metrology, the legal units of measurement and standards of the Republic of Serbia, placing on the market, as well as use of measuring instruments, assessment of conformity of measuring instruments with the prescribed requirements, pre-packed products, validity of foreign marks and documents, control, as well as other issues of importance for metrology.

In Belgrade on March 9 and 10, 2016, was held the first meeting of the Executive Committee of EUROCAL, which was attended by members from Germany, Czech Republic, Slovakia, Croatia and Macedonia, and Republic of Serbia, as the host country. Meetings were organized Chamber of Commerce and Industry of Serbia (CCIS), in cooperation with the Directorate of Measures and Precious Metals. EUROCAL is the European association, founded in 2012, which brings together national associations of calibration laboratories with the aim of improvement and harmonization, as exchange of best practices in the field of calibration of measuring devices.

Group for metrology UATOU CCIS has become a full member of EUROCALL in March 2015.
Two-day conference in Belgrade analyzed the current situation in the Member States and highlighted the importance of close cooperation between associations of calibration laboratories with the National Metrology Institutes, Accreditation Bodies, Institutes for Standardization, as well as the relevant Ministries, and were passed guidelines for the Development strategy 2016-2018.

We inform applicants for authorization of tasks of verification of measuring instruments and authorized bodies for performing verification of measuring instruments, that of March 4, 2016, when the Law on metrology (”Official Gazette of RS”, No. 15/16) entered into force, responsibility for authorization tasks has been transferred to the Directorate of Measures and Precious Metals.

In this respect, applications for authorization, renewal of authorization and amendment of authorization for performing verification of measuring instruments shall be submitted to Directorate of Measures and Precious Metals, Mike Alasa 14, 11000 Belgrade.

Applications relating to the authorization for performing verification of measuring instruments that have not been resolved, but submitted to the Ministry of Economy until the entry into force of the Law on metrology, shall be handed over to Directorate of Measures and Precious Metals.

WELMEC Guides in Serbian

On website of WELMEC – European Cooperation in Legal Metrology were published Guides in Serbian, which, inter alia, relate to non-automatic weighing instruments, market surveillance, pre-packaged products, designated bodies that performs conformity assessments, and measuring instruments used by public companies. Interested parties can download the Guides on the web address http://www.welmec.org/latest/guides.

In the ”Official Gazette of RS”, No. 16/16 of February 26, 2016, is published Regulation amending the regulation on pre-packaged products, which will come into force on March 5, 2016.

Directorate of Measures and Precious Metals, within the Project support of quality infrastructure in Serbia and Project of technical cooperation with the National Metrology Institute of Germany (PTB – Physikalisch-Technische Bundesanstalt) ”Support of the quality infrastructure in Serbia” - Technical cooperation project – PTB number 95089, organized a Training in CNG dispenser – for tasks of verification of measuring systems for compressed gas fuels for vehicles, in period from February 22-26, 2016.

Training was attended by 11 participants, employed in the Departments for control and supervision in Belgrade, Niš, Novi Sad, Zrenjanin and Kruševac and employees of the Group for volume and flow.
Lecturer was an expert from National Metrology Institute of Germany (PTB), Mr. Klaus Helmboldt. Training consisted of theoretical and practical works, which present the method and procedure of verification of measuring systems for compressed gas fuels for vehicles.

Practical part of the training was carried out at gas stations in Belgrade, Arandjelovac and Kragujevac.

In the ”Official Gazette of RS”, No. 15/16 of February 25, 2016, is published Law on amendments to the law on control of precious metals articles, which will come into force on March 4, 2016.

Law on Metrology

In the ”Official Gazette of RS”, No. 15/16 of February 25, 2016, is published Law on metrology.

This Law regulates the organization of activities of metrology, legal units of measurement and standards of the Republic of Serbia, placing on the market and delivering to the market, as well as the use of measuring instruments, conformity assessment with the laid down requirements, pre-packaged products, validity of foreign marks and documents, supervision, as well as other issues of importance for metrology.

Upon the entry into force of this Law shall supersede the Law on metrology (”Official Gazette of RS”, No. 30/10).

This Law comes into force on March 4, 2016.

In the ”Official Gazette of RS”, No. 10/16 of February 8, 2016, is published List of Serbian standards in the field of non-automatic weighing instruments.
This list replies the List of Serbian standards in the field of non-automatic weighing instruments (”Official Gazette of RS”, No. 62/13).

Regulation on Dosimeters

In the ”Official Gazette of RS”, No. 9/16 of February 5, 2016, is published Regulation on dosimeters, which will come into force on February 13, 2016.

This regulation prescribes the requirements for dosimeters used to protect public health (hereinafter referred to as dosimeters), marking of dosimeters, method of determining compliance with requirements for dosimeters, method of type examination of dosimeters, methods of measurement, and the manner and conditions of verification of dosimeters.
This regulation applies to portable photon radiation dosimeters, personal electronic dosimeters, dossymmetry systems based on passive personal dosimeters.

Following world trends in the field of quality, in the Directorate of Measures and Precious Metals (DMDM) trainings were held in order to learn about the new versions of standards SRPS ISO/IEC 9001:2015 and SRPS ISO/IEC 14001:2015, organized by the StandCert, company for certification and supervision from Belgrade.

Training on how to make the transition from standard SRPS ISO/IEC 9001:2008 to standard SRPS ISO/IEC 9001:2015, was held on January 21 and 22, 2016, while a week later, on January 27 and 28, 2016, was held training on how to make the transition from standard SRPS ISO/IEC 14001:2004 to standard SRPS ISO/IEC 14001:2015.

Through analysis of the key differences between the old and new versions of standards, the aim of these trainings was to meet with the new philosophy of standards for quality management systems and environmental systems, as well as the introduction of new requirements, terms and definitions.

Through a number of lecturers and interactive workshops of Mrs. Branislava Milovanov, Manager for training in StandCert, it was pointed to the way in which the DMDM to be faster and easier to adapt to those changes and to be ready to embark on the project of management of the upcoming transitions.

During January 2016, in Directorate of Measures and Precious Metals (DMDM) were held trainings in connection with the requirements of standard ISO/IEC 17065:2012 Conformity assessment – requirements for bodies certifying products, processes and services, organized by the StandCert, company for certification and supervision from Belgrade.

The first training was held on January 12, 2016, in order to inform employees with the requirements of standard ISO/IEC 17065:2012 for bodies certifying products, processes and services, and then on January 13 and 14, followed by training for internal auditors according to the requirements of the aforementioned stadard. These trainings were held as part of the preparations for the forthcoming accreditation of the DMDM certification body for measuring instruments.

Trainers, Mrs. Branislava Milovanov, Manager for training and Mrs. Ljubica Živanić, Manager for certification of persons from StandCert, together with Mrs. Smiljana Raičević, M.Sc., from the Centre for testing of foods from Belgrade, through interactive work in the form of a series of lectures and workshops, the participants have moved closer to the requirements of the standard as well as new knowledge and audit techniques.

As part of the on-going key comparison BIPM.QM-K1, a comparison has been performed between the Ozone National Standard of the Directorate of Measures and Precious Metals (DMDM) and the common reference standard of the key comparison, maintained by the Bureau International des Poids et Mesures (BIPM), via a transfer standard maintained by the National Institute of Standards and Technology (NIST), USA. The instruments have been compared over a nominal ozone amount-of-substance fraction range of 0 nmol/mol to 500 nmol/mol.

Comparison results have been published in the Technical Supplement of „Metrologia”, the leading international journal in pure and applied metrology, published by IOP Publishing, UK, on behalf of Bureau International des Poids et Mesures (BIPM).
