Within the activities to mark the World Metrology Day on May 20, as well as promotion of importance and significance of metrology, students of second, third and fourth year from the Faculty of Mechanical Engineering of University of Belgrade visited Directorate of Measures and Precious Metals (DMDM). Students were led by Dr. Đorđe Čantrak, Assistant Professor and Dr. Dejan Ilić, Assistant Professor.

On behalf of DMDM the Students were welcomed by Mrs. Ana Gajić, Advisor for Analytical, Professional and Operational Affairs, who introduced them with work and history of DMDM as well as with long tradition of metrology in Serbia. The visit was continued with a tour through laboratories for: temperature, DC voltage, time, photometry, large volumes, length, acoustics and mass, where they were presented realized calibration methods and research directions in which DMDM participates in.

Direkcija za mere i dragocene metale (DMDM) , Akreditaciono telo Srbije (ATS) i Institut za standardizaciju Srbije (ISS), u okviru JUSK međunarodne konvencije o kvalitetu JUSK ICQ 2017 koja će se održati na Mašinskom fakultetu u Beogradu u periodu od 5.-7. juna 2017. godine, organizuju osmu Specijalnu konferenciju „Nacionalni metrološki sistem – stanje i budući razvoj”, devetu Specijalnu konferenciju „Nacionalni sistem akreditacije – stanje i budući razvoj” i prvu Specijalnu konferenciju „Nacionalni sistem standardizacije – stanje i budući razvoj“ koje će se održati u četvrtak, 6. juna 2017. godine, na Mašinskom fakultetu u Beogradu, Kraljice Marije 16, u sali CENT (prvi sprat) u terminu od 11:00 do 12:30 časova.

By the decision of the Government of the Republic of Serbia 24 number: 119-2293/2017 from March 23, 2017 Mrs. Slavica Simić was appointed to Acting Assistant Director of Directorate of Measures and Precious Metals for Metrology Development Sector. Mrs. Slavica Simić was born in Bor in 1969. She aquired B.Sc. degree in 1995 at School of Electrical Engineering, University of Belgrade, department of Phisical Electronics, Optoelectronics and laser technology. From 1996 she aquired experience in Directorate of Measures and Precious Metals as Metrologist for temperature, later as Head of Section for thermometry. She has been many years deputy of the Head of quality system for calibration/examination (SRPS 17025) and integrated management system (SRPS 9001, SRPS 14001 и SRPS OHSAS18001). So far she participated in Quality infrastructure development projects in the Republic of Serbia, CARDS 2006, IPA 2008 and IPA 2011 as well in development projects in the field of Thermometry NOTED project (EMRP program) and Eura-Thermal and HUMEA (EMPIR program).

In the ”Official Gazette of RS”, No. 34/17 of April 11, 2017, was published:Regulation on Criteria for Determining the Costs for Measuring Instruments Verification.

This Regulation prescribes the criteria for determining the verification costs for measuring instruments specified by the price list of the authorized body.

Regulation shall enter into force on April 19, 2017.

In the „Official Gazette of RS”, No. 34/17 of April 11, 2017, was published:Regulation on Termination of Validity Certain Regulations.

With the entry into force of this Regulation, the following Regulations cease to be valid:

  • Regulation on metrological requirements for instruments for measuring loop resistance (“Official Gazette of SFRY”, No. 3/84)
  • Regulation on metrological requirements for measuring instruments for electrical insulation resistance (“Official Gazette of FRY”, No. 3/98)
  • Regulation on metrological requirements for measuring instruments for electrical resistance grounding (“Official Gazette of FRY”, Nos. 34/98 and 40/98 – correction)
  • Metrological Instruction for examination of measuring instruments for electrical resistance grounding (“Gazette of SZMDM”, 2-3/99)
  • Regulation on the manner of recognition of foreign certificates, seals and conformity markings (“Official Gazette of RS”, No 86/10).

Studenti četvrte godine Fizičkog fakulteta Univerziteta u Beogradu posetili su Direkciju za mere i dragocene metale (DMDM) 12. aprila 2017. godine.

Prvi put u Nacionalnom metrološkom institutu, studenti su, kroz promo film o DMDM, imali priliku da se bliže upoznaju sa ulogom DMDM u metrološkom sistemu Republike Srbije. Stručna poseta je nastavljena obilaskom laboratorija za dužinu, masu, akustiku, temperaturu, vreme, jednosmerni električni napon i velike zapremine.

Pored teorijskog znanja iz metrologije, koje su usvojili iz predmeta Metrologija i standardizacija sa radom, studenti su imali priliku da se upoznaju i sa realizovanim, najtačnijim metodama etaloniranja za prenošenje vrednosti SI jedinica do krajnjih korisnika, kao i sa istraživanjima radi unapređenja SI jedinica, koja obavlja DMDM, kroz ostvarenja novih i unapređenje postojećih nacionalnih etalona i obezbeđenjem metrološke sledivosti do međunarodnog nivoa.

Mr. Čedomir Janjić, Mayor of Zrenjanin city, and Mr. Čedomir Belić, Acting Director of the Directorate of Measures and Precious Metals of the Republic of Serbia, signed the Agreement on bussines and technical cooperation in the City Hall of Zrenjanin on March 23, 2017. The Directorate will give way to the city of Zrenjanin part of its business offices in Jevrejska street in Zrenjanin. Besides establishing business and technical cooperation Agreement establishes favorable conditions for business improvement of the city of Zrenjanin as well as of Directorate.

Mr. Čedomir Janjić, Mayor of Zrenjanin city expressed gratitude to the Ministry of economy and Directorate for cooperation inorder to improve quality of providing services to the citizens. After that the Directorate building was visited by Mr. Čedomir Janjić, Mayor of Zrenjanin, with associates and Mrs. Snažana Vučurević, Chief of Srednjebanatski Administrative District.

Na osnovu Zakona o računanju vremena („Službeni list SCG” broj 20/06) letnje računanje vremena u 2017. godini počinje 26. marta 2017. godine u 2 h, 00 min, 00 s, tako što se, pomeranjem za jedan čas unapred, vreme u 2 h, 00 min, 00 s računa kao 3 h, 00 min, 00 s.

Početak i završetak letnjeg računanja vremena usklađeni su sa Direktivom o letnjim aranžmanima 2000/84/EC Evropskog parlamenta i saveta od 19. januara 2001. godine i Rasporedima računanja vremena za letnji period objavljenim u Službenom listu Evropske unije (2001/C 35/07), (2006/C 61/02), (2011/C 83/06) i (2016/C 61/01).

Računanje vremena u Srbiji usklađeno sa računanjem vremena u Evropskoj uniji, što doprinosi funkcionisanju jedinstvenog tržišta u Evropi, kao i pravilnom funkcionisanju sektora prevoza i komunikacija, i pojedinih sektora industrije.

Within PTB Project on support of the Quality Infrastructure in Serbia was held Training for implementation of Module D and F in MID/NAWI. Trainer was Mr. Wolfgang Mikovits from the National Metrology Institute of Austria – BEV. Training was held in Directorate of Measures and Precious Metals from March 13 – 16, 2017. In addition to participants from Directorate of Measures and Precious Metals, the training was attended by representatives of Institute of Metrology of B&H.

Training was divided in two parts. The first part referred to implementation of Module F/F1 in MID/NAWI. It covered notified bodies under MID and NAWI, introduction into Module F/F1, WELMEC Guide 8.10 Sampling plans for statistical verification and procedure for implementation of Module F/F1 in BEV.

The second part of the training referred to implementation of Module D/D1 in MID/NAWI. This part covered introduction into Module D/D1, standard EN ISO/IEC 17021 for implementation of Module D in MID/NAWI and procedure for implementation of Module D/D1 in BEV. After attending this very comprehensive and professional training, participants received Certificates of attendance, which are necessary for further work in the specified area.

Quality week 2017

The “Quality week 2017” took place from March 1 to 3, 2017. It was organized by the Foundation of Quality Culture and Excellence FQCE and Quality & Excellence Magazine in cooperation with Chamber of Commerce of Serbia, supported by the Ministry of Economy of the Republic of Serbia. This traditional event, 26th in a row, gathered numerous experts from science, economy and eminent experts in the field of quality so that through exchange of experience and examples from praxis of successful organizations they discuss about current topics in the field of quality and business excellence.

The Quality Infrastructure representatives of the Republic of Serbia welcomed the participants at the beginning of the event. The event attended Mr. Čedomir Belić, Acting Director of Directorate of Measures and Precious Metals emphasizing importance of measuring infrastructure for further prosperity and improvement of the quality of life of citizens.
Also, this year numerous papers were presented which showed once again, that culture of quality has great importance in our society.

Direkcija za mere i dragocene metale (DMDM) bila je domaćin obuke koju je organizovao EURAMET – Evropsko udruženje nacionalnih metroloških instituta u Beogradu, od 27. februara do 01. marta 2017. godine, iz oblasti etaloniranja hidrauličnih klipnih manometara sa tegovima.

Obuku su sproveli predavači Frederik Arhen, rukovodilac laboratorije za pritisak švedskog nacionalnog metrološkog instituta RISE i Janez Šetina, rukovodilac laboratorije za pritisak slovenačkog Instituta za metale i tehnologiju IMT.

Obuka je sadržala tri dela. Prvi dan bio je posvećen teorijiskoj obradi merenja iz oblasti pritiska, drugi dan je prektično demonstrirana „crossfloating“ metoda za određivanje efektivne površine klipa u laboratoriji DMDM, a treći dan je bio rezervisan za obradu rezultata merenja sa proračunom merne nesigurnosti.

Pored predstavnika DMDM, obuci su prisustvovali predstavnici nacionalnih metroloških instituta Turske, Bosne i Hercegovine, Malte, Crne Gore, Estonije i Albanije. Učesnici obuke su izrazili zadovoljstvo, kako zbog stečenog znanja, tako i zbog dobre i efikasne organizacije DMDM.

The Activity 3.1 „Trainings and consultancy to DMDM for implementation of MID, NAWI and Pre – packages, extension of the accreditation scope, improvement of existing Serbian measurement standards, obtaining new calibration and measuring capabilities”, within Twinning project “Strengthening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia”, commenced in June 2016, was finished by mission that took place at Directorate of Measures and Precious Metals on February 21 and 22, 2017.

The Experts from the Czech Metrology Institute recommend adoption of Quality Management System of conformity assessment for modules of conformity assessment in accordance with EU directives on metrology transposed into legislation of the Republic of Serbia.

The Single market Strategy is the European Commission plan and fourth priority policy area of the Commission. In a changing environment single market should adapt to new ideas and business models. Full implementation of the EU directives and compliance with the technical requirements are necessary for the realization of national and international competitiveness.

Accreditation Body of Serbia (ATS) granted accreditation to Certification body of Directorate of Measures and Precious Metals for conformity assessment activities. Scope of accreditation of the Certification body of Directorate of Measures and Precious Metals according to the standard SRPS EN ISO/IEC 17065:2016 is type examination of: non-automatic weighing instruments, active electrical energy meters and taximeters.

Directorate of Measures and Precious Metals was designated for conformity assessment of weighing instruments with the relevant requirements of Regulation on non-automatic weighing instruments - type examination and for conformity assessment of measuring instruments with the relevant requirements from Annex I of Regulation on measuring instruments and requirements from appropriate instrument-specific Annex according to conformity assessment procedure Module B – Type examination.

Second Mission of the Activity 3.1 „Trainings and consultancy to DMDM for implementation of MID, NAWI and Pre-packages, extension of the accreditation scope, improvement of existing Serbian measurement standards, obtaining new calibration and measuring capabilities”, within Twinning project “Strengthening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia” was performed at the Directorate of Measures and Precious Metals from January 23 to 25, 2017.

The representatives of the Czech Metrology Institute (CMI) through consultative talks with the representatives of the Directorate of Measures and Precious Metals analyzed the Directorate of Measures and Precious Metals from the perspective of preparation for designated (notified) body for the EU directives transposed into legislation of the Republic of Serbia. They emphasized that designations are one of prerequisites for the EU Membership.

The findings collected during the Mission confirmed capacities of the Directorate of Measures and Precious Metals for conformity assessment and are reference for further arangements as designated body for the EU directives on metrology.

U „Službenom glasniku Republike Srbije”, broj 4/17 od 20. januara 2017. godine objavljen је Pravilnik o detektorima jonizujućeg zračenja.

Ovim pravilnikom propisuju se zahtevi za detektore jonizujućeg zračenja koji se koriste u funkciji zaštite zdravlja i opšte bezbednosti i zaštiti životne sredine, tehnička dokumentacija, natpisi i oznake, način utvrđivanja ispunjenosti zahteva za detektore, karakteristike opreme za utvrđivanje ispunjenosti zahteva, metode merenja, kao i načini i uslovi overavanja detektora.

Pravilnik stupa na snagu 28. januara 2017. godine.

Directorate of Measures and Precious Metals, as of 2017, starts the production of Certified Reference Materials (CRMs)– ethanol in water solutions, for the purpose of calibration and/or verification of measuring instruments (alcometeres, breath analyzers).

Reference materials are in dark glass bottles, 1 L volume.

Each RM is accompanied by a Calibration Certificate for the given concentration. Available concentrations can be seen in Catalogue of Services (II CERTIFIED REFERENCE MATERIALS).

This activity, or a new service, was realized by the Group for Metrology in Chemistry, Laboratory for Reference Materials.

Within the Project “Quality infrastructure support in the Republic of Serbia” which carries out National Metrology Institute of Germany PTB, Head of Supervision sector of the Metrology Institute of the Republic of Slovenia, Mrs. Dušanka Škrbić visited DMDM from January 16 to 19, 2017.

At the ocasion analyses of situation of development of the Information system was made. The Information system will cover whole metrological supervision and follow verification of measurement instruments with the constructive proposals for finding better solutions. Also she transferred the practice solutions to colleagues from the Control and supervision sector of DMDM in order to perform more efficient and effective metrological supervision, through discussions as well as through joint execution of Market supervision in the field.

U „Službenom glasniku Republike Srbije”, broj 2/17 od 13. januara 2017. godine objavljen je Pravilnik o uslovima za obavljanje poslova overavanja merila, načinu ovlašćivanja i vođenju registra ovlašćenih tela.

Ovim pravilnikom bliže se propisuju uslovi koje privredni subjekt treba da ispunjava za obavljanje poslova overavanja merila, način ispunjavanja tih uslova, način ovlašćivanja, vođenje registra ovlašćenih tela, kao i druga pitanja vezana za rad ovlašćenih tela.

U „Službenom glasniku Republike Srbije”, broj 2/17 od 13. januara 2017. godine objavljen je   Pravilnik o programu, uslovima i načinu polaganja stručnog ispita za obavljanje poslova overavanja merila.

Ovim pravilnikom propisuju se program, uslovi i način polaganja stručnog ispita kojim se dokazuje stručna osposobljenost lica za obavljanje poslova overavanja merila u odgovarajućoj oblasti za koju se privredni subjekt i drugo pravno lice ovlašćuje ili je ovlašćeno.
