U periodu od 18. do 20. septembra 2017. godine u prostorijama Direkcije za mere i dragocene metale (u daljem tekstu DMDM) u okviru aktivnosti 3.3: Uspostavljanje zvaničnih kontakata/mreže sa evropskim imenovanim telima, misija dva tvining projekta, realizovane su aktivnosti na pripremama DMDM za imenovanje za modul D. Karel Začek, dr František Stanek i Erik Ludvig, predstavnici Češkog metrološkog instituta su zaposlenima DMDM prenosili svoja stečena znanja i iskustvo u ovoj oblasti.

Direkciju za mere i dragocene metale, 7. septembra 2017. godine posetila je delegacija Ministarsva privrede na čelu sa v.d. pomoćnikom ministra Aleksandarom Starčevićem. Nakon održanog radnog sastanka sa v.d. direktorom Direkcije Čedomirom Belićem i njegovim bliskim saradnicima, delegacija Ministarstva privrede obišla je laboratorije za: masu, silu i pritisak, relativnu vlažnost i termometriju, dužinu, hemiju, električne veličine, zapreminu, vreme, frekvenciju i distribuciju vremena i laboratoriju za dragocene metale.

The Directorate participated in the VI International School and the PHOTONICS 2017 conference http://www.photonica.ac.rs, which was held from 28 August to 1 September 2017 in Belgrade. Two scientific works in the field of metrology were presented at the event:

  • The new system for transfaring units of temperature in optical pyrometry in DMDM - Violeta Stanković, Boban Zarkov, Slavica Simić, DMDM
  • Apllication of virtual instrumentation into the metrology system for optical thermometer calibration -Boban Zarkov, Slavica Simić, DMDM

The works greatly attracted the attention of the professional public.

U „Službenom glasniku Republike Srbije”, broj 79/17 od 24. avgusta 2017. godine objavljena је Uredba o načinu vršenja metrološkog nadzora која stupa na snagu 2. septembra 2017. godine.

Ovom uredbom stavlja se van snage Uredba o načinu vršenja metrološkog nadzora ("Službeni glasnik RS" 88/2010).

In the premises of the DMDM, on August 30, 2017, a workshop was held with the topic "Exchange of experiences for proper implementation: Welmec", organized by the Directorate for Measures and Precious Metals (hereinafter: DMDM) and the Serbian Chamber of Commerce (hereinafter: PKS) 7.2 / Software Guide".

The meeting was opened and the audience was addressed by Dr. Branka Radanov, who conducts advisory services for general and legal metrology in DMDM. On behalf of the PKS, the audience was welcomed by Ljubiša Dimitrijević, Secretary of the Association for Professional, Scientific and Technical Activities, expressing his satisfaction about the interest in this topic, emphasizing its importance and the necessity for similar meetings to be held in the future.

U „Službenom glasniku Republike Srbije”, broj 71/17 od 21. jula 2017. godine objavljen је Pravilnik o vrsti, obliku i načinu stavljanja državnih žigova koji se upotrebljavaju pri overavanju merila.

Ovim pravilnikom propisuje se vrsta, oblik i način stavljanja državnih žigova koji se upotrebljavaju pri overavanju merila, rok njihovog važenja, kao i bliži oblik i sadržaj uverenja o overavanju merila i uverenja o odobrenju tipa merila.

Pravilnik stupa na snagu 29. jula 2017. godine.

In the premises of Directorate of Measures and Precious Metals (DMDM) on the June 12, 2017 the Agreement on business and technical cooperation between DMDM and Institute of Physics in Belgrade was signed. The Agreement was signed by Mr. Čedomir Belić, Acting Director of DMDM and Dr. Aleksandar Bogojević, Director of Institute of Physics in Belgrade.

Basic aim of the Agreement is intensification of business and technical cooperation in specific field of metrology, photometry and radiometry, as well cooperation in specialized training of employees of both institutions. Besides, the agreement will be basis for declaration of holder of specific national standards in the field of photometry and radiometry, especially in metrological subfield of optical fibers.

Students of High technical school of professional studies in Zrenjanin visited Group for control and supervision Zrenjanin, regional unit of Directorate of Measures and Precious Metal (DMDM) for the area of Banat.

Students were introduced with basic responsibilities of DMDM and its tasks and duties in the field of metrology which are in function of management of economic, scientific and other organizations as well improvement of the quality of life of all people. After presentation of promo film about DMDM the study visit continued with a tour through laboratories. In laboratory for physical-chemistry measuring instruments to students were demonstrated verification of aerometers.

At the end of the visit the students received answers to questions related to use and means for checking the correctness of measuring instruments used in everyday life.

Journalists for economic affairs from EU Member States within the delegaion of the European commissar Mr. Johannes Hahn visited Directorate of Measures and Precious Metals (DMDM). Journalists coming from famous news editorial staff of UK, Austria, Greece, Italy and Poland welcomed the Mr. Čedomir Belić, Acting Director of DMDM.

The visit was continued with a tour through DMDM labouratories for mass, DC voltage and control of precious metals articles.

World Accreditation Day

Every year the World Accreditation Day (WAD), a global initiative jointly established by the International Accreditation Forum - IAF and International Laboratory Accreditation Cooperation - ILAC, is celebrated on 9th June to raise awareness of the importance of accreditation-related activities.

This year’s theme focuses on delivering confidence in construction and the built environment. To help explain the use of accredited conformity assessment, the Public Sector Assurance website www.publicsectorassurance.org has been established by IAF, ILAC, ISO and IIOC to showcase different global examples where accreditation has been used to support construction and the built environment. Public Sector Assurance showcases how accredited conformity assessment is used around the world by central government, local government and regulators to deliver positive benefit. To illustrate the value of conformity assessment, case studies from around the world in key policy areas show how different tools help government officials and regulators deliver results. The website covers the following topics: Construction, Crime and Security, Economic Development, Efficient Delivery of Public Services, Energy, Environmental Protection, Food Safety and Agriculture, Health and Safety, Healthcare, Products and Services, Trade.

Within traditional International Conference on Quality – JUSK ICQ 2017, which took place at Faculty of Mechanical Engineering in Belgrade on June 6, 2017, organized by Directorate of Measures and Precious Metals (DMDM), Accreditation Body of Serbia (ATS) and Institute for Standardization of Serbia (ISS) were held the 8th Special conference: “National metrological system – current state and future development”, 9th Special conference: “National accreditation system - current state and future development” and 1st Special conference: “National standardization system - current state and future development”.
The introductory presentations were made by Mrs. Tatjana Bojanić, Acting Director of Institute for Standardization of Serbia, Mrs. Slavica Simić, Acting Assistant Director of Directorate of Measures and Precious Metals and Mr. Radivoje Nikoličić, Acting Assistant Director of Accreditation Body of Serbia.

As in previous years, conference aimed at presentation of numerous works, with emphasis on the results and novelties in the field of metrology, accreditation and standardization in the previous year and included the following presentation:

Director of Directorate of Standardization, Codification and Metrology, Mr. Veselin Raičević and Mr. Čecomir Belić, Acting Director of Directorate of Measures and Precious Metals, signed the Agreement on business and technical cooperation in the premises of the Directorate of Measures and Precious Metals on the June 1, 2017.

The aim of the Agreement is interconnection and integration of resources in the fields of mutual interest, better addressing of professional, business and technical issues in the field of metrology.

Mr. Čedomir Belić, Acting Director of Directorate of Measures and Precious Metals, attended the 33rd Committee meeting of European Cooperation in Legal Metrology – WELMEC which took place from May 9 to 12, 2017, in Madrid, Kingdom of Spain. Host of the meeting was Spanish Metrology Center (CEM).

In the meeting were considered the Activity reports from the previous meeting, financial issues related to last year and current year. Cooperation with other organizations and reports of all Working Groups of European Cooperation in Legal Metrology were presented. Also, new member of Presidency, new Committee Chairperson was elected.

Within 33rd Committee meeting of the European Cooperation in Legal Metrology, Symposium on international organizations role in the field of legal metrology and their importance for national economies was held. At that occasion, meeting of measuring instruments manufacturers in the Kingdom of Spain with WELMEC Committee Members was organized.
Membership in European Cooperation in Legal Metrology enables efficient transposition of EU Directives into national legislation and taking the obligations of the EU Member States in a manner fully harmonized with the EU legislation.

Mr. Čedomir Belić, Acting Director of Directorate of Measures and Precious Metals, attended the 11th General Assembly of EURAMET, Regional Metrological Organization of Europe that coordinates cooperation of the National Metrology Institutes of Europe in the field of metrology. The General Assembly took place in Madrid, Kingdom of Spain from May 15 to 19, 2017. The host of the meeting was National Metrology Institute of Spain, Spanish Metrology Center (CEM).

During the meeting, membership status in EURAMET was discussed and was brought decision on membership of National Metrology Institute of Moldova as Corresponding Associate Member and admission of new Designated Institutes of EURAMET associated members. Besides, future structure of the Board of Directors was considered. New members were elected as well as new Chairperson of EURAMET Technical Committees and new project leaders in EURAMET. Within strategic questions, special emphasis was on strategy of coordination in European metrology, EMPIR Program, related activities and EURAMET priorities. Also, structure and efficiency of EURAMET Secretariat was considered. Rules of Procedure for EMPIR was adopted, new documents for quality management system and team for internal audit as well cycles of audit were determined.

Participation in EURAMET activities is of great significance for metrology and whole economy of our county that creates preconditions for integration of our economy in European trends. Also that realizes the sense of the Meter Convention membership and enables world-wide recognition of our standards, calibration and measurement certificates issued by Directorate of Measures and Precious Metals.

The second Info session on “Raising awareness on metrology in the Republic of Serbia” within the Twinning project “Strengthening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia” was held in Vojvodina Chamber of Commerce and Industry on May 25, 2017.

The participants were welcomed by: Mr. Nenad Petković, Secretary of Association of Industry in Vojvodina Chamber of Commerce, Dr. Branka Radanov, Advisor for scientific and legal metrology of Directorate of Measures and Precious Metals (DMDM) and Mr. Karel Žáček, Standing Advisor for Twinning Project in the Republic of Serbia.

The DMDM representatives: Ms. Tamara Đekić and Mr. Dragan Nikolić presented to the participants the Quality Management System of the DMDM, as well as traceability of measurement results in metrology.

The colleagues from the Czech Metrology Institute (ČMI): Mr. Pavel Nováček, Mr. Peter Kiška and Mrs. Kristýna Vančurová presented to the participants operations and marketing activities of ČMI, their national standards, calibration and measurement capabilities as well as participation in international projects.

As well as at previous Info session the participants were mostly interested in topics in the field of legal metrology.

Within the Twinning project: “Strengthening Capacities of National Quality Infrastructure and Conformity Assessment Services in the Republic of Serbia” the Info session on “Raising awareness on Metrology in the Republic of Serbia” was held in the Serbian Chamber of Commerce and Industry on May 24, 2017.

The participants were welcomed by: Mr. Ljubiša Dimitrijević, Secretary of Association of Professional, Scientific and Technical Activities, Dr. Branka Radanov PhD, Advisor for Scientific and Legal Metrology of Directorate of Measures and Precious Metals (DMDM) and Karel Žáček, Standing Advisor for Twinning in the Republic of Serbia. Mr. Ljubiša Dimitrijević expressed his satisfaction that great number of measuring instruments manufacturer, notified bodies performing measuring instruments verification and other interested partied showed interest for this important topic.

The DMDM representatives: Dr. Branka Radanov PhD, Ms. Sonja Milojković and Mr. Dragan Pantić presented to the participants importance of Metrology, role of the DMDM in harmonization of metrological regulation with European regulation, improvement of DMDM capacities as well as notification process for notified bodies as new DMDM competence.

The colleagues from the Czech Metrology Institute (ČMI): Mr. Pavel Nováček, Mr. Peter Kiška and Ms. Kristýna Vančurová presented to the participants operations and marketing activities of ČMI, their national standards, Calibration and Measurement Capabilities as well as participation in international projects.
Info session topics made great interest which showed useful discussion.

The Directorate of Measures and Precious Metals (DMDM) marked the World Metrology Day – the 20th of May on Monday, May 22. The Acting Director of DMDM Mr. Čedomir Belić gathered and congratulated the DMDM employees, holiday which this year was marked under the slogan “Measurements for Transport”.

In cooperation with Museum of Science and Technology on the 20th May within the Museum Night manifestation, for the first time meter prototype No 30 was shown to the wider public. The first Serbian national standard of meter is kept in DMDM and it was declared for cultural property. During the Museum Night and on the World Metrology Day, opportunity to see the meter prototype used several thousands of people.

The ceremony of this significant date attended the representatives of the Ministry of Economy, Institutions of quality infrastructure, metrology laboratories as well as the representatives of the University of Belgrade. The guests were welcomed by the Acting Director Mr. Čedomir Belić. Concert on the organ was performed by Ms. Marija Družjančić and after that on behalf of the Museum of Science and Technology the guests were welcomed by Saša Šepec, museum curator who presented them the museum exhibits with the special emphasis on central exhibit, the archival meter. Among the exhibits were objects from the DMDM rich collection.

Traditionally within the activities to mark the World Metrology Day on May 20, we were visited by our dear guests, the Students of the Faculty of Mathematics University of Priština from Kosovska Mitrovica. Students of the second year within teaching from subject Metrology and measuring results processing with Branko Drljača, Assistant Professor had opportunity to be introduced with the importance and history of Metrology in Serbia and work of National Metrology Institute (DMDM). Study visit was continued visiting laboratories for temperature, DC voltage, time, frequency, photometry, large volumes, length, acoustics and mass where Metrologists presented them realized calibration methods and research projects the DMDM participates in.
