Cooperation between the Directorate of Measures and Precious Metals (DMDM) and the Institute of Metrology of Bosnia and Herzegovina (IMBiH) through peer review (on-site visit by peer) in the field of time and frequency
At the premises of the Directorate of Measures and Precious Metals (hereinafter: DMDM), a peer review (on-site visit by peer) in the field of Time and Frequency was conducted from 24 to 25 December 2025. The review was carried out by Osman Šibonjić, Technical manager of the Laboratory for Time and Frequency at the Institute of Metrology of Bosnia and Herzegovina, contact person in EURAMET TC-TF, and technical assessor and expert in the field of Time and Frequency.
The DMDM representatives were:
- Snežana Renovica, Head of the Time and Frequency Group and contact person in EURAMET TC-TF;
- Dragana Dragutinović, Deputy Head of the Time and Frequency Group;
- Jelena Ivandić, Quality Manager.
The peer review was conducted within the ongoing EURAMET project 1208 – Peer visits and reviews of QMSs in BIM, MBM, IMBiH, LATMB, BoM and DMDM, in accordance with the CIPM MRA and EURAMET rules, the requirements of ISO/IEC 17025:2017, and the relevant reference documents in the field of Time and Frequency for the published Calibration and Measurement Capabilities (CMCs) in the BIPM KCDB.
The outcome of the peer review, which was carried out in a collegial atmosphere with an interactive exchange of expert knowledge, is documented in a report that has been submitted to the Secretariat of the EURAMET Technical Committee for Quality (EURAMET TC-Q).
Annual meeting of employees in the Directorate for Measures and Precious Metals in 2025
The Annual Meeting of the employees of the Directorate for Measures and Precious Metals (hereinafter: DMDM) was held in Sokobanja from December 10 to 12, 2025, bringing together employees from all internal units of DMDM, namely: Belgrade, Novi Sad, Zrenjanin, Subotica, Nis, Krusevac and Uzice.
On the first day, a meeting of all employees was held, chaired by Zoran Damnjanovic, acting assistant director of the DMDM supervision sector.
Mijodrag Maksimovic from Krusevac, who earned the right to a pension by working his entire working life in DMDM, was awarded a model of the standard of kilograms and meters for his professional contribution.
In the second part of the meeting, Vanja Radojevic Milosevic, Head of the Department for Juridical, Human Resources, Professional Operating and Information Technology Affairs, Sonja Milojkovic, Head of the Department for Human Resources Affairs and Legal Affairs, and Vladislav Petrovic, employed at the workplace for legal affairs, gave training on the basic and essential elements of the request for starting a misdemeanor procedure, as well as the preparation of minutes when performing expert metrological supervision and supervision of the work of authorized bodies. On that occasion, the inspectors exchanged characteristic experiences from supervision.
On the second day of the meeting, Bojana Djuric, inspector for metrological supervision II held a workshop and consultations in the field of supervision of prepackaged products.

Representative of the Directorate for Measures and Precious Metals at the ETraceABS project meeting
The representative of the Directorate for Measures and Precious Metals (hereinafter: DMDM), Boban Zarkov, metrologist for optical radiation quantities - coordinator, attended the ETraceABS project meeting, which was held in Lisbon from November 18 to 19, 2025.
The meeting was attended by 14 representatives of national metrology institutes and about ten metrologists who attended the meeting online.
During this meeting, topics were presented on the improvement of measurement systems and measurement results up to the 18th month according to the project program, measuring the dependence of the influence of ultraviolet radiation on the change in solution absorption and measurement results related to the influence of short-term and long-term stability of the solution.
DMDM representative, Boban Zarkov, presented the multi-device measurement method and showed how DMDM measures, verifies and compares spectral bandwidth values on devices.
The meeting participants had the opportunity to learn about the challenges that can occur during the measurement and sampling process and to see how problems can be solved or their impact minimized.
Saradnja Direkcije za mere i dragocene metale, Bugarskog instituta za metrologiju i Grčkog instituta za metrologiju kroz kolegijalno ocenjivanje (on-site visit by peer) u oblasti dužine, fotometrije i akustike
U prostorijama Direkcije za mere i dragocene metale (u daljem tekstu: DMDM) u periodu od 25. do 26. novembra 2025. godine realizovano je kolegijalno ocenjivanje (on-site visit by peer), od strane tehničkih eksperata Bugarskog instituta za metrologiju (Bulgarian Institute of Metrology - BIM), u oblasti dužine i fotometrije i Grčkog instituta za metrologiju (Hellenic Institute of metrology - EIM), u oblasti akustike.
Na osnovu EURAMET Project peer visits and review of QMSs, Ref. 1208:2011 i EURAMET uputstva Guide for on-site visits by peers in the framework of CIPM MRA (G-TCQ-PRC-006:2021), kolegijalno ocenjivanje sprovedeno je prema standardu SRPS ISO/IEC 17025:2017, proveravajući, kako zahteve sistema kvaliteta, tako i tehničke zahteve laboratorija za etaloniranje, u pomenutim oblastima za objavljene mogućnosti etaloniranja (CMCs) u KCDB bazi BIPM i za CMCs koji su u postupku revizije ili se planira njihovo prijavljivanje regionalnoj metrološkoj organizaciji u skorijem periodu.
Ocenjivački tim eksperata iz BIM i EIM sačinjavali su:
- Nikolai Aleksandrov, EURAMET kontakt osoba za TC-PR, tehnički ekspert iz oblasti fotometrije (BIM),
- Denita Tamakyarska, EURAMET kontakt osoba za TC-L, tehnički ekspert iz oblasti dimenzionih veličina (BIM),
- Konstantinos Zacharias, EURAMET kontakt osoba za TC-AUV, tehnički ekspert iz oblasti akustike (EIM, Greece).
Predstavnici DMDM bili su:
- Dragan Pantić, načelnik Odeljenja za masu, pritisak, zapreminu i protok, kontakt osoba za TS-Q i TS-M,
- Jelena Ivandić, zaposlena na radnom mestu za poslove kvaliteta,
- Slobodan Zelenika, šef Odseka za dužinu, optičke veličine i akustiku, kontakt osoba za TS-L i TC-AUV,
- Gordana Stefanović, metrolog za akustiku, hrapavost i oblike,
- Boban Zarkov, metrolog za veličine optičkog zračenja - koordinator, kontakt osoba za TC-PR,
- Nebojša Stanković, metrolog za dužinu,
- Aleksandar Jevremović, metrolog za dužinu.
Dvodnevno ocenjivanje proteklo je u kolegijalnoj atmosferi kroz interaktivan rad i razmenu ekspertskih znanja. Zapažanja, koja predstavljaju osnov za unapređenje sistema upravljanja kvalitetom, data su u izveštaju, a rezultati ovog ocenjivanja poslužiće kao osnova za reevaluaciju sistema kvaliteta DMDM na sastanku TC-Q u 2026. godini.
Sprovedeno ocenjivanje sistema upravljanja kvalitetom u DMDM predstavlja realizaciju predviđenog petogodišnjeg naizmeničnog ocenjivanja sistema kvaliteta BIM, EIM i DMDM, prema EURAMET Projektu br. 1208.
Representative of the Directorate for Measures and Precious Metals at the EURAMET 2025 Training course on review of quality management systems
The representative of the Directorate for Measures and Precious Metals, Jelena Ivandic, quality manager, from 11 to 13 November 2025, attended a training course on the review of laboratory quality management systems in accordance with the requirements of the ISO/IEC 17025 standard.
The training was organized by EURAMET, at the National Institute of Aerospace Technology (Instituto Nacional de Técnica Aeroespacial - INTA), in Torrejón de Ardoz (Spain).
The trainers at the training were Tanasko Tasic (EURAMET), Silvie Hoffmanova (EURAMET), Ahmet Ömer Altan (EURAMET), Robert Benyon (INTA), Ana Loranca (CEM), Jaroslav Mucha (CMI), Hanspeter Andres (METAS), Enver Sadikoglu (UME) and Claude Schumacher (ILNAS).
Through interactive work in the form of a series of lectures and workshops, the training provided theoretical and practical knowledge on the review of quality management systems (QMS) in accordance with the requirements of the CIPM-MRA. Special emphasis was placed on the specifics of the EURAMET requirements in the peer review process, as well as on the proper reporting to the EURAMET Technical Committee for Quality (EURAMET TC-Q) secretariat by the NMI/DI.

Predstavnici Direkcije za mere i dragocene metale na sastanku EURAMET Tehničkog komiteta za dužinu (EURAMET TC-L)
Predstavnici Direkcije za mere i dragocene metale, Slobodan Zelenika, šef Odseka za dužinu, optičke veličine i akustiku i Aleksandar Jevremović, metrolog za dužinu, učestvovali su uživo u radu EURAMET Tehničkog komiteta za dužinu (EURAMET TC-L) u periodu od 13. do 15. oktobra 2025. godine, koji je održan hibridno.
Organizator i domaćin sastanaka bio je Nacionalni metrološki institut Poljske (GUM), a sastanak je održan u prostorijama novoizgrađenog kampusa u Kjelceu.
Sastanku je prisustvovalo oko 50 eminentnih stručnjaka iz većine evropskih zemalja, predstavnika nacionalnih metroloških instituta (NMI), imenovanih instituta (DI), EURAMET i gosti iz drugih RMO.
Na sastanku se razgovaralo o ključnim i dopunskim poređenjima, kao i ostalim EURAMET TC-L projektima, mogućnosti merenja i etaloniranja (CMCs), saradnji u okviru evropskih metroloških mreža (EMN) i digitalne transformacije, projektima evropskog partnerstva u metrologiji (EPM), kao i o svim ostalim relevantnim pitanjima iz oblasti metrologije dužine iz delokruga rada EURAMET TC-L.
Tokom ovog sastanka održana je i otvorena Radionica o izdradnji kapaciteta u okviru redovnog godišnjeg sastanka Evropske metrološke mreže za naprednu proizvodnju (EMN Advanced Manufacturing) – Nanometrology for Emerging National Metrology Institutes, u čijem radu su učestvovali i predstavnici EURAMET TC-L.
Nakon završetka drugog dana sastanka, učesnici sastanka obišli su odabrane laboratorije (uključujući i laboratorije za dužinu) novog metrološkog kampusa GUM u Kjelceu.
Planirano je da se sledeći godišnji sastanak EURAMET TC-L održi u oktobru 2026. godine u organizaciji Nacionalnog metrološkog instituta Švajcarske (METAS).

Representative of the Directorate for Measures and Precious Metals at the meeting of the EURAMET Technical Committee for Electricity and Magnetism (EURAMET TC-EM)
The representative of the Directorate for Measures and Precious Metals, Jasmina Lazarevic, metrologist for alternating electric voltage and current in the Section for Electrical Quantities, participated in the work of the EURAMET Technical Committee for Electricity and Magnetism (EURAMET TC-EM), which was held on October 15 and 16, 2025 hybridly.
The organizer of the meeting was the National Metrological Institute of Sweden (RISE). The meeting was held in Boras with the participation of 51 representatives of national metrological institutes (NMI).
Important topics presented at the meeting were about the future strategy of EURAMET projects until 2030 and beyond, about the European framework program for research and innovation (2028 - 2034). Projects related to the management of research data, the creation of digital certificates and guides for calibration, activities within EURAMET Capacity Building, with an emphasis on the knowledge transfer platform (e-learning) set up on the BIPM website and the coordination of capacity building (CaBuCo) are still ongoing.
Other significant topics were related to the publication of the CMC, problems and solutions in practice, as well as the results of ongoing and completed key comparisons. Chairmen of all subcommittees within the Technical Committee for Electricity and Magnetism presented activities on planned current and future research programs (EPM) and European Metrology Networks (EMN), as well as the results of completed projects.
The meeting ended with a presentation on the Conference on Precision Electromagnetic Measurements (CPEM), the most important scientific and technological conference in the field of cutting-edge electromagnetic measurements, which will be a place for the exchange of knowledge about research in metrology aimed at current and future challenges, such as clean energy, digitalization and quantum technologies. This conference will be held in Madrid in September 2026.
Representative of the Directorate for Measures and Precious Metals at the 93rd Meeting of the Standing Committee of the Hallmarking Convention
The representative of the Directorate for Measures and Precious Metals, Dr. Mladen Mirić, a precious metals metrologist in the Department for the Control of Precious Metals, participated in the 93rd Meeting of the Standing Committee of the Hallmarking Convention, which was held on October 9, 2025 in Larnaca, Republic of Cyprus.
The meeting was attended by representatives of all member states of the Hallmarking Convention - 22 member states, one applicant state (Ukraine) and five participants in the technical program (Moldova, Montenegro, North Macedonia, Bosnia and Herzegovina and KRISOS/Spain).
The results of the work of the SK Convention were presented, especially in the form of the use of the Convention mark "SSM" (Common Control Mark), the use of which is not at an enviable level, and whose goal is the safety of end users, as well as increasing the flexibility and cost-effectiveness of business worldwide.
The meeting discussed reports from interlaboratory comparisons held this year (Round Robins), in which Serbia also took an active part and presented excellent results of interlaboratory comparisons.
The participants of the SK Convention had the opportunity to learn about the latest technical achievements in the field of testing and marking of objects made of precious metals. Due to the increasing price of gold on the world stock exchange (120 euros for 1 g of pure gold of fineness 999.9), there is an increasing turnover of objects made in fineness 375/1000, and some countries that do not have this fineness as a legal requirement are introducing it into their legislation.
The next meeting of the SK Convention is scheduled for October 2026 in Geneva, Switzerland.

Based on the Law on Time Calculation ("Official Gazette of the SCG", No. 20/06), daylight saving time in 2025 ends on Sunday, October 26, 2025 at 3 h, 00 min, 00 s, so that, moving back one hour, the time at 3 h, 00 min, 00 s counts as 2 h, 00 min, 00 s.

Professional practice for students from the Faculty of Technology and Metallurgy in Belgrade, at DMDM
In the framework of the cooperation between the Group for Metrology in Chemistry, DMDM and the Faculty of Technology and Metallurgy, University of Belgrade, a one-week professional practice was organized for students on the final year of the studies, at DMDM. Practice was, so far, organized from 04.08.2025. until 22.08.2025. and it will be continued in the future in the framework of the signed agreement with the Faculty of Technology and Metallurgy.
Students were first introduced with the role, rights and duties of DMDM , and after that they participated in the regular activities of the Group for Metrology in Chemistry.

Notice on the initiation of the interlaboratory comparison procedure (PT scheme) in the field of thermometry
Directorate for Measures and Precious Metals (hereinafter: DMDM), Group for Thermometry, plans to organize two inter-laboratory comparisons (PT schemes) in the field of thermometry, sub-field of temperature, for interested accredited and other laboratories:
1. Comparison (PT) in calibrating thermocouples;
2. Comparison (PT) in calibration of glass thermometers.
All interested laboratories that wish to participate in the mentioned comparisons can submit a request, i.e. application, in free form for each comparison separately, to the address: Directorate for Measures and Precious Metals, 11000 Belgrade, Mike Alasa 14, or to email: This email address is being protected from spambots. You need JavaScript enabled to view it., no later than September 26, 2025.
Laboratories participating in the comparison will bear the costs of the interlaboratory comparison, as well as the costs of transporting the calibration items. The laboratories are obliged to ensure the transport of standards - selected artifacts for the comparisons, to the next participating laboratory in accordance with the agreed schedule and other requirements for transport from the technical protocol of the comparison. For each of the mentioned comparisons, the technical protocol will be subsequently adopted in cooperation with the registered participants.
With the request submitted to the DMDM for each comparison separately, each interested laboratory submits proof of payment of the republican administrative fee in the amount of RSD 420.00 per request, and according to the received order, pays the republican administrative fee for conducting the interlaboratory comparison in the amount of RSD 43,800.00 (20 working hours) per comparison.
Saradnja Direkcije za mere i dragocene metale (DMDM) i Turskog nacionalnog instituta za metrologiju (TUBITAK-UME) kroz kolegijalno ocenjivanje (on-site visit by peer) u oblasti gustine tečnosti
U prostorijama Direkcije za mere i dragocene metale (u daljem tekstu: DMDM), 13. avgusta 2025. godine, realizovano je kolegijalno ocenjivanje (on-site visit by peer) u oblasti gustine tečnosti.
Kolegijalno ocenjivanje sprovedeno je od strane tehničkog eksperta Turskog nacionalnog instituta za metrologiju (TUBITAK-UME) na osnovu EURAMET Projekta br. 1208, prema standardu ISO/IEC 17025:2017, proveravajući kako zahteve sistema kvaliteta, tako i tehničke zahteve laboratorije za etaloniranje u pomenutoj oblasti za objavljene mogućnosti etaloniranja (CMCs) u KCDB bazi BIPM.
Ocenjivanje je izvršila dr Gökçe Sevim Sariyerli, tehnički ocenjivač za oblasti gustine, zapremine i viskoznosti, kontakt osoba za EURAMET Tehnički komitet za masu i srodne veličine, Potkomitet za gustinu i viskoznost i Tehnički komitet za protok, Potkomitet za zapreminu.
Predstavnici DMDM bili su:
- Jelena Bebić, rukovodilac Grupe za metrologiju u hemiji,
- Jasmina Zukan Banović, metrolog za metrologiju u hemiji – koordinator,
- Luka Gažević, metrolog za fizičko-hemijska merenja,

Ocenjivanje je proteklo u kolegijalnoj atmosferi, putem elektronskih platformi za komunikaciju na daljinu, kroz interaktivan rad i razmenu ekspertskih znanja. Zapažanja, koja predstavljaju osnov za unapređenje sistema upravljanja kvalitetom i potvrdu priznatih mogućnosti merenja i etaloniranja u DMDM u oblasti gustine tečnosti, data su u izveštaju sa kolegijalnog ocenjivanja, koji je će biti poslat sekretarijatu EURAMET Tehničkog komiteta za kvalitet (EURAMET TC-Q).

International Bureau of Weights and Measures (BIPM) published in International database (KCDB) newly improved calibration capabilities (CMC) in the field of chemistry (gas analysis) of the Directorate of Measures and Precious Metals (DMDM), Group for metrology in chemistry. The representative of the Directorate for Measures and Precious Metals, Jasmina Lazarevic, metrologist for alternating voltage and current in the Group for Electrical Quantities, participated on June 6, 2025 in the work of the EURAMET subcommittee for low frequencies of the Technical Committee for Electricity and Magnetism (EURAMET SC-LF), which this year was held hybridly in Lisbon, Portugal.
The organizer of the meeting was the National Metrological Institute of Portugal (IPQ). The meeting was attended by 60 representatives of national metrology institutes (NMI).
Notable topics presented were current and completed AC power projects, impedance measurement bridges, coaxial air duct as a low frequency impedance reference, and diamond chip resistor used in PMJTCs (planar thermal converters).
Ongoing projects are presented, such as the AC-DC transfer calibration guide project and the digital multimeter calibration guide, and suggestions and initiatives for new projects are expected.
At the meeting of this subcommittee, the status of existing CMCs and the application of future CMCs, news in the work of EURAMET, the status of key and supplementary comparisons, the planning of new ones, as well as ideas and plans for future activities were discussed.
In the premises of the Directorate for Measures and Precious Metals (hereinafter: DMDM), in the period from June 12 to 13, 2025, a collegial assessment (on-site visit by peer) was carried out in the area of mass. The evaluation was carried out by Bianka M. Stoilkovska, technical expert of the Macedonian National Institute for Metrology - Bureau of Metrology (BoM) in the field of quality and mass, EURAMET contact person for TC-Q and TC-M.
Collegial evaluation was carried out within EURAMET Project no. 1208 Peer visits and reviews of QMSs in BIM, MBM, IMBIH, LATMB, BoM and DMDM, and in accordance with the document EURAMET Guide for on-site visits by peers in the framework of CIPM MRA (G-TCQ-PRC-006, version 3.0), according to the standard SRPS ISO/IEC 17025:2017. The evaluation checked the technical requirements of calibration laboratories in relation to the published calibration capabilities (CMCs) in the KCDB BIPM database.
Representatives of DMDM were:
- Dragan Pantić, contact person for TC-Q and TC-M, technical expert in the field of quality and mass;
- Jelena Ivandić, quality manager.
The two-day evaluation took place in a collegial atmosphere, through interactive work and the exchange of expert knowledge. The observations, which are the basis for improvement, are given in the report from the collegial visit, and the results of this assessment will serve as the basis for confirming the calibration possibilities (CMCs) of DMDM in the KCDB BIPM database.
In the premises of the Directorate for Measures and Precious Metals (hereinafter: DMDM) in the period from June 10 to 13, 2025, a collegial evaluation (on-site visit by peer) was carried out in the field of thermometry.
This collegial visit was realized as part of the activities of the project EURAMET TC-Q 1208: Peer visits and reviews of QMSs in BIM, MBM, IMBIH, BoM and DMDM, which included checking technical activities in the work of the DMDM laboratory in the field of thermometry, both for the sub-area of temperature and for the sub-area of relative humidity. The collegial visit was carried out by Olgica Petrušova, representative of the Bureau of Metrology of North Macedonia, contact person for thermometry in the Technical Committee for Thermometry EURAMET and multi-year technical assessor for checking the requirements of SRPS ISO/IEC 17025 standards for laboratory work.
The results of the collegial visit are given in the final report, which is submitted to the secretariat of the Technical Committee for Quality EURAMET TC-Q, in order to support the measurement capabilities of the DMDM laboratory in the field of thermometry (temperature and relative humidity).
DMDM at the celebration of the 150th anniversary of the Metre Convention in Paris and Versailles
A delegation from the Directorate for Measures and Precious Metals, consisting of Director Čedomir Belić and Acting Assistant Director of the Sector for Development of Metrology Nikola Petrović, participated in the official celebration of the 150th anniversary of the signing of the Metre Convention and World Metrology Day, which was held from 20 to 22 May 2025 in Paris and Versailles.
The program began on 20 May with a ceremonial symposium at UNESCO headquarters in Paris, organized in cooperation with the BIPM, entitled "150 Years of the Metre Convention: Science, Innovation and Global Impact". The participants were high-ranking officials, representatives of national metrology institutes, international organizations, academia and industry.
The event continued on 21 and 22 May at the Palais des Congrès in Versailles, where expert sessions and panels were held dedicated to the role of metrology in addressing contemporary challenges. Topics included metrology in the quantum era, applications in climate science, digital transformation, the redefinition of the second, applications in biomedical sciences and metrology in space research. The program also included a visit to the BIPM laboratories in Sèvres.
By participating in this important anniversary, the DMDM reaffirmed its active role in the international metrology community and its commitment to the development of systems of accurate and comparable measurements.

Press release on the occasion of World Metrology Day
On the occasion of World Metrology Day - May 20, the Directorate for Measures and Precious Metals draws the public's attention to the importance of measurement in everyday life, economy, science and health and environmental protection.
This date has been traditionally celebrated in the professional community for many years in commemoration of the signing of the Metrology Convention in 1875, and starting in 2024, based on UNESCO's decision, as the internationally recognized World Metrology Day.
This year's World Metrology Day marks 150 years since the signing of the Meter Convention and the establishment of the International Bureau of Weights and Measures (BIPM), and on this occasion, permanent delegations to UNESCO, representatives of member countries and associated members of BIPM, representatives of international organizations, scientists, students and the general public will gather in Paris, at the headquarters of UNESCO, highlighting 150 years of metrology and unique international cooperation within the Meter Convention.
Measurement is fundamental to every aspect of our lives – from trading, to monitoring our health, to observing and understanding the world around us. The original signatories of the Meter Convention understood this and had a clear and ambitious vision: to unify and improve measurement systems around the world, establishing a system that would serve "for all time, for all people". Since its establishment in 1875, BIPM has tackled significant technological challenges to produce stable and accurate standards suitable for use worldwide.
"The Meter Convention and the work of the BIPM provided the world with a common language of measurement. Today, more than ever, precise measurements form the basis for the progress of science, economy, medicine, security and the everyday life of citizens. We are proud that Serbia continuously, since 1879 when it joined the Meter Convention as the Principality of Serbia, and today through the work of the Directorate for Measures and Precious Metals, a state administration body within the Ministry of Economy, contributes to the preservation and improvement of the global measurement system," pointed out the director of the Directorate for Measures and Precious Metals Čedomir Belić.
