World Metrology Day - May 20, 2025 - "Measurements for all times, for all people"
May 20 is World Metrology Day, which is celebrated on the occasion of the anniversary of the signing of the Convention on the Meter in Paris in 1875. This agreement provides the basis for a worldwide coherent system of measurement as the foundation of scientific discoveries and innovations, industrial production, international trade, as well as improving the quality of life and protecting the global environment.
The theme of World Metrology Day 2025 "Measurements for all times, for all people" was chosen to highlight the importance of measurements in shaping our past, present and future. This topic gained importance in 2025, due to the 150th anniversary of the signing of the Meter Convention.
To mark this significant anniversary, World Metrology Day 2025 will be at the center of events to celebrate a century and a half of international cooperation in metrology. From ensuring fair trade and advancing scientific discovery to solving global challenges like climate change and public health, measurements are the foundation of progress and innovation. This year's theme also emphasizes inclusivity, recognizing that reliable and trackable measurements are essential to fostering equality and improving the quality of life for all people, everywhere in the world.
Around the world, national metrology laboratories are continuously advancing the science of measurement by developing and validating new measurement techniques at the necessary level of sophistication. National Metrology Institutes participate in measurement comparisons coordinated by the International Bureau of Weights and Measures (BIPM) or regional metrology organizations, to ensure the reliability of measurement results worldwide.
The International Organization for Legal Metrology (OIML) develops international recommendations, which aim to harmonize and harmonize requirements worldwide in many areas. OIML also operates the OIML Certification System (OIML-CS) which facilitates the international acceptance and global trade of regulated measuring instruments.
These international metrology systems provide the necessary assurance and confidence that measurements are accurate, providing a solid foundation for global trade today and helping us prepare for the challenges of tomorrow.
World Metrology Day recognizes and honors the contributions of individuals working in intergovernmental, regional and national metrology organizations and institutes throughout the year. In November 2023, a significant step was taken when the General Conference of UNESCO, during its 42nd session, officially recognized May 20 as World Metrology Day. In this way, the key role of metrology in the improvement of global scientific cooperation is highlighted, and at the same time, new opportunities are opened for the promotion of metrology, aligning with the mission of UNESCO to build a better world through science and education.
Representatives of the Directorate for Measures and Precious Metals at the meeting of the EURAMET Technical Committee for Acoustics, Ultrasound and Vibration (EURAMET TC-AUV)
Representatives of the Directorate for Measures and Precious Metals (hereinafter: DMDM) Gordana Stefanović, metrologist for acoustics, roughness and shapes, and Aleksandar Jevremović, metrologist for length in the Department for Length, Optical Quantities and Acoustics, participated in the work of the EURAMET Technical Committee for Acoustics, Ultrasound and Vibration (EURAMET TC-AUV), which was held from 8 to 9 April 2025 in Bern, Switzerland.
The meeting was organized by the Swiss National Metrology Institute METAS. The EURAMET TC-AUV meeting was attended by more than 25 participants, representatives of National Metrology Institutes (NMI) and Designated Institutes (DI) from most European countries.
The chairman of this meeting was Enver Sadikoglu from the National Metrology Institute of Turkey (UME), who spoke about the organization of TC-AUV which is divided into three subcommittees:
- Sound in the air SC-A;
- Ultrasound and underwater acoustics SC-U;
- Acceleration and vibration of the SC-V.
At the meeting of the Subcommittee on Airborne Sound SC-A (in which DMDM participates), the status of all existing CMCs and the applications for future CMCs from all EURAMET participants were discussed. The TC-AUV Chairman reported that DMDM had successfully maintained the status of the existing CMCs.
Serbia is one of the countries that applied to participate in EURAMET.AUV.A-K6 for LS2P (half-inch laboratory etalon microphones - gold standards) with 14 other European countries, including Saudi Arabia.
The work of EURAMET TC-AUV is important for areas such as industry, health and environmental protection. The objectives of these meetings are: to continuously monitor relevant topics in the field of metrology in acoustics, to improve communication and cooperation within EURAMET, and to exchange ideas and plans for future activities.
It is proposed that the next EURAMET TC-AUV meeting be held in 2026, hosted by GUM, the National Metrology Institute of Poland, in Warsaw.
Representative of the Directorate for Measures and Precious Metals at the meeting of the EURAMET Technical Committee for Thermometry (EURAMET TC-T)
The representative of the Directorate for Measures and Precious Metals, Slavica Simić, Head of the Thermometry Group, participated in the work of the EURAMET Technical Committee for Thermometry (EURAMET TC-T) from April 8 to 10, 2025.
The meeting was organized by the National Metrology Institute of Bosnia and Herzegovina (IMBIH). The meeting was held in Sarajevo and was attended by 76 representatives from both national metrology and designated institutes (NMI&DI).
Important topics presented at the meeting were ongoing EURAMET projects, such as comparison and research projects in the field of metrology of temperature, humidity and thermophysical quantities. There was also talk of the development of digital certificates and data management of laboratory activities.
A significant part of the meeting was dedicated to scientific and research achievements in projects within the current metrology program, the Metrology Partnership, and other international and national programs.
This year, a workshop was also held on the topic of reporting calibration and measurement capabilities - CMC.
In the further work of EURAMET TC-T, activities related to key, complementary and other comparisons and research are expected, ensuring the development and strengthening of the institutional capacities of the members.
Representative of the Directorate for Measures and Precious Metals at the meeting of the EURAMET Technical Committee for Interdisciplinary Metrology (EURAMET TC-IM)
The representative of the Directorate for Measures and Precious Metals, Jasmina Lazarević, metrologist for alternating voltage and current in the Electrical Quantities Group, participated in the work of the EURAMET Technical Committee for Interdisciplinary Metrology (EURAMET TC-IM) on April 2 and 3, 2025, which was held in a hybrid format this year.
The meeting was organized by the National Metrology Institute of Switzerland (METAS). The meeting was held in Bern and was attended by 36 representatives of National Metrology Institutes (NMIs).
Important topics presented at the meeting were on important ongoing EURAMET projects, such as projects for the development of digital certificates, for sensor network metrology, for climate change metrology, training for beginners and bilateral comparisons. Mathmet (mathematics and statistics) activities within the EURAMET European Metrology Networks and the Working Group for Digital Transformation in Metrology (WGM4D) were presented.
Topics on the development of calibration guides, updates on EURAMET work, EURAMET capacity building activities such as “CaBuCo” (Capacity Building Coordination) and activities within the committees related to health protection were also presented. A discussion was also launched on finding the best solution for EURAMET support to metrology in the field of nuclear fusion.
In the further work of EURAMET TC-IM, proposals and initiatives for new projects that will contribute to the further development of metrology are expected.
Representative of the Directorate for Measures and Precious Metals at the meeting of the EURAMET Technical Committee for Flow (EURAMET TC-F)
The representative of the Directorate for Measures and Precious Metals, Ljiljana Mićić, Head of the Group for Volume and Flow, participated in the work of the EURAMET Technical Committee for Flow (EURAMET TC-F) which was held from 1 to 3 April 2025 in Tres Cantos, Spain.
The organizer of the meeting was the National Metrological Institute of Spain SEM. The meeting was attended by around 50 eminent experts, representatives of National Metrology Institutes (NMI) and Designated Institutes (DI) from most European countries.
Important topics presented at the meeting were interlaboratory comparisons in the areas of liquid volume, liquid flow, gas flow and fluid velocity, measurement and calibration capabilities (CMCs), and collaboration within networks and digital transformation.
All currently active networks were presented, as well as the need to provide stronger support to Member States in developing measurement capabilities at all scientific and technical levels. Thematic priorities are industrial innovation, health, energy/green energy and digital transformation.
It was proposed that the next meeting be organized by the Designated Institute (DI), CETIAT in Lyon, France.

Representative of the Directorate for Measures and Precious Metals at the meeting of the EURAMET Technical Committee for Quality (EURAMET TC-Q)
The representative of the Directorate for Measures and Precious Metals (hereinafter: DMDM), Jelena Ivandić, a person engaged in quality work in the Group for Certification and Quality System, actively participated in the work of the EURAMET Technical Committee for Quality (EURAMET TC-Q), which was held this year in Oslo, Kingdom of Norway, from March 26 to 28, 2025.
The organizer and host of the meeting was the National Metrology Institute of the Kingdom of Norway - Justervesenet. The EURAMET TC-Q meeting was attended by 80 participants, representatives of national metrology institutes and designated laboratories from most European countries.
At this year's meeting, five-year reports of committee members were presented with the aim of confirming the functioning of the quality systems of metrological institutes and designated laboratories.
Participation in EURAMET TC-Q meetings is beneficial in many ways, both for the state itself and experts, as well as for improving work and performing tasks more efficiently in DMDM. Raising metrological education through constant contacts with leading laboratories in the world enables better and higher quality metrological work in DMDM and raising the level of quality of metrological services in the field of calibration.
The next EURAMET TC-Q meeting will be held from 25 to 27 March 2026 in Vilnius, Lithuania.
Representative of the Directorate for Measures and Precious Metals at the meeting of the EURAMET Technical Committee for Time and Frequency (EURAMET TC-TF)
The representative of the Directorate for Measures and Precious Metals (hereinafter: DMDM), Snežana Renovica, Head of the Group for Time and Frequency, participated in the work of the EURAMET Technical Committee for Time and Frequency EURAMET TC-TF, which was held from 25 to 26 March 2025 in Vilnius, Lithuania.
The organizer of the meeting was the National Metrology Institute of Lithuania FTMC. The EURAMET TC-TF meeting was attended by around 50 eminent experts, representatives of National Metrology Institutes (NMI) and Designated Institutes (DI) from most European countries, representatives of the BIPM, authorized representatives of EURAMET, as well as colleagues from the USA.
Important topics presented at the meeting were the cooperation between BIPM and EURAMET and progress in the field of strategic planning, enhanced cooperation within networks and digital transformation. Reports on activities in the past year were presented, as well as reports on five active projects. All currently active networks were presented, as well as the need to provide stronger support to member countries in the development of measurement capabilities at all scientific and technical levels.
Participation in EURAMET TC-TF meetings enables the collection and exchange of information relevant to fulfilling the obligations defined by the CIPM MRA Agreement, reporting and maintaining the quality of existing DMDM services and the possibility of implementing new ones, as well as supporting stakeholders in the country.

On March 19, 2025, the International Bureau of Weights and Measures (BIPM) published a new measurement and calibration capability (CMC) of the Directorate of Measures and Precious Metals in the field of thermometry, sub-field of temperatures, in the KCDB 2.0 database.
The measurement capability of calibrating industrial resistance thermometers in the temperature range from 550 ⸰C to 660 ⸰C using the comparison method has been published.

Representative of the Directorate for Measures and Precious Metals at the meeting of the OIML Technical Committee TC 12 Project Group - Instruments for Measuring Electrical Quantities
The representative of the Directorate for Measures and Precious Metals, Dr. Dušan Matijašević, metrologist in the Electrical Quantities Group, participated in the work of the Technical Committee TC 12 Project Group - Instruments for Measuring Electrical Quantities, as well as in the meetings of three subcommittees: P1 Electricity Meter - Alternating Current (AC) - Alternating Current Meters, R3 Electric Vehicle Supply Equipment - Supporting Equipment for Electric Vehicles and R4 - DC Electricity Meters - Direct Current Meters, which were held in Prague, Czech Republic.
The meetings were organized by the Czech Metrology Institute (ČMI). The meetings were attended by over 40 participants, representatives of national metrology institutes, national regulatory bodies and equipment manufacturers from countries around the world.
The meetings reviewed reports from the three subcommittees within TC-12, as well as the status of current documents. Recommendations and standards related to the relevant areas were reviewed and harmonized.
The next meeting of the OIML Technical Committee TC 12 Project Group is planned to be held in June 2025.
The Directorate for Measures and Precious Metals participated in the International Congress of Metrology CIM 2025
From March 11 to 14, 2025, the International Congress of Metrology CIM 2025 was held in Lyon, France.
At this congress, a poster was presented by Boban Zarkov, metrologist for optical quantities at the Directorate for Measures and Precious Metals, and Dr. Veljko Zarubica, technical director of the accredited laboratory Analysis doo. This poster presents a new type of material that can be used as a certified reference material for the calibration of analytical instruments, spectrophotometers in the UV range, as well as nano drop spectrophotometers. The material was characterized, including short-term and long-term stability, homogeneity, temperature dependence and measurement uncertainty budget.
Publication of this work in scientific journals is planned in the coming months.

Representatives of the Directorate for Measures and Precious Metals at the regular annual meeting of the EURAMET Technical Committee for Metrology in Chemistry (EURAMET TC-MC)
Representatives of the Directorate for Measures and Precious Metals, Dr. Jelena Bebić, Head of the Group for Metrology in Chemistry, and Luka Gažević, metrologist in the Group for Metrology in Chemistry, participated in the work of the EURAMET Technical Committee for Metrology in Chemistry (EURAMET TC-MC) from 4 to 6 February 2025, as well as in the meetings of the Subcommittee on Organic and Bioanalysis and the Subcommittee on Gas Analysis, which were held in Boras, Sweden.
The meeting was organized by the National Metrological Institute of Sweden (RISE). The meetings were attended by over 60 participants, representatives of national metrology institutes and designated institutes from most European countries.
The meetings discussed reports from all subcommittees within the TC-MC, the status of current ERM projects, current European Metrology Networks (EMNs), projects related to various forms of cooperation between national metrology institutes, key comparisons, as well as information regarding the status of reported measurement and calibration capabilities (CMCs).
Ideas for new projects within the EPM program were presented, as well as the upcoming celebration of the 150th anniversary of the signing of the Metre Convention, which will be organized by the BIPM in May 2025.
The next annual meeting of the EURAMET Technical Committee for Metrology in Chemistry (EURAMET TC-MC) is planned to be held in Ljubljana, Slovenia.
