Serbian Standards for Demanding Markets
Application of standards to secure export, as well as improve the performance of products and processes, thus raising the competitiveness and sustainability of the business, it was pointed out at the promotion of the latest Serbian standards.
Institute for Standardization of Serbia, Serbian Chamber of Commerce and the Program for the development of the private sector in Serbia ACCESS, implemented by the German organization for technical assistance (GIZ) promoted two most recent books of Serbian standards. The first collection deals with quantities and units, mathematical signs and symbols, space and time, mechanics, and thermodynamics, and in the second is talking about industrial systems and products, installations and equipment. Head of the Center for environment PKS, Mr. Dušan Stokić, pointed out that all those who use standards and those who participate in its development, have the opportunity to get acquainted with the latest technical solutions and innovations to be offered in the next five years. Mr. Helmut Mairhofer, Manager of the component of strengthening the area of quality infrastructure in the framework of the Program of GIZ ACCESS, pointed out that in Serbia there are competent institutions in the field of standardization. Adoption of the new law deals with these issues, and SMEs receive the proper tools, or consulting and certification.

Realizacija ključnog poređenja - direktno poređenje etalona na bazi Džozefsonovog efekta između Direkcije za mere i dragocene metale i Međunarodnog biroa za tegove i mere
U Direkciji za mere i dragocene metale, u Odseku za električne veličine, uspešno je realizovana poslednja faza Prioritetnog projekta 03/2012: Nacionalni etalon jednosmernog električnog napona zasnovan na Džozefsonovom efektu. U periodu od 17-25. juna 2015. godine sprovedeno je poređenje prenosnog etalona na bazi Džozefsonovog efekta Međunarodnog biroa za tegove i mere (BIPM) i realizacije etalona na bazi Džozefsonovog efekta DMDM. Poređenje je sprovedeno prema protokolu On-site comparison of Josephson arrays, BIPM.EM-K10.a & b option B comparisons.
Kolege iz BIPM, Dr Stephane Solve i Regis Shayramy, zajedno sa dr Jelenom Pantelić-Babić i mr Zoranom Šofrancem iz DMDM, sproveli su merenja u laboratoriji DMDM. Veliko znanje i iskustvo kolega iz BIPM značajno su doprineli da se dobiju rezultati poređenja koji će biti objavljeni u međunarodnoj bazi podataka nakon postupka prireme izveštaja o poređenju.

In OIML Bulletin was Published an Article on the Subject of Pre-packaged Products
In light of the International Award for outstanding achievements in legal metrology in developing countries, which was won by the Directorate of Measures and Precious Metals, was published an article on the subject of pre-packaged products titled Realization of the project „Development of a system for prepackage control”, by Mrs. Branka Radanov, M.Sc., Coordinator in DMDM Sector for control and supervison.

By publication of an article in the Bulletin of the International Organization of Legal Metrology, Directorate of Measures and Precious Metals has received another confirmation that through development of key areas, contribute that the Republic of Serbia on an equal footing with the other members of the International Organization follows global trends in the field of legal metrology.
Cooperation Agreement Signed between the Directorate of Measures and Precious Metals and the Medicines and Medical Devices Agency
Directorate of Measures and Precious Metals of the Ministry of Economy and the Medicines and Medical Devices Agency of Serbia today signed an agreement on cooperation in Agency. Signatories of the agreement were on behalf of the Directorate Mrs. Vida Živković, M.Sc., Director, and on behalf of Agency Mr. Saša Jaćović M.D.,sp., Managing Director.
This agreement aims to formalize the relationship between these two reference institutions of the Republic of Serbia on matters of common interest in the field of metrology and measuring instruments which are used as medical devices, as well as to set the grounds for future cooperation. For this purpose, it is envisaged linking and pooling of resources in areas of common interest in order to contribute to better addressing of professional and business-technical problems, especially in the field of application of these measuring instruments or medical devices.
Also, this agreement is of special importance bearing in mind significant responsibilities of the Directorate and the Agency for European Integrations of the Republic of Serbia and work on harmonization with the EU acquis in the context of the negotiations and accession of our country to EU. Finally, it provides for cooperation in carrying out systematic and spot checks of the market for medical devices.

Meeting of Authorized Bodies for Performing Verifications of Electricity Meters
Directorate of Measures and Precious Metals together with the Group for Metrology in Association of accredited conformity assessment bodies of Serbian Chamber of Commerce held on June 16, 2015, meeting of the authorized bodies for performing verifications of electricity meters, in the Chamber of Commerce of Serbia in Belgrade.
Participants welcomed Lucija Dujović, Assistant Director of DMDM, thanking the organizers, and noted that the aim of the meeting is pointing out important facts relating to the application of Regulation on measuring instruments („Official Gazette of RS”, No. 63/13) as well as consideration of current issues related to the transition period and the beginning of the application of this Regulation from January 1, 2017.

Regulation Amending Regulation on Regloskops
In the „Official Gazette of RS”, No. 49/15 of June 5, 2015, is published Regulation amending Regulation on regloskops, which will come into force on June 13, 2015.
Visit of DMDM Representatives to PTB, within the Project Support Quality Infrastructure in the Republic of Serbia
Within the project of technical assistance of FR Germany to quality infrastructure institutions in the Republic of Serbia, on June 01.-05.2015, in the premises of PTB in Berlin and Braunschweig was held study visit on „Software Testing (MID/NAWID)”. Study visit is part of technical training of representatives from DMDM, which are members of Working group for software testing in measuring instruments, which are covered by Regulation on measuring instruments(„Official Gazette of RS“, No. 63/13) and Regulation on non-automatic weighing instruments(„Official Gazette of RS“, No. 63/13).
In front of the PTB lectures are held by the employee in group for software testing.
World Accreditation Day
International Accreditation Day is celebrated on June 9, as a global initiative jointly established by the International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC) to promote the importance and role of accreditation. Each year at the joint annual assemblies of IAF and ILAC is chosen the theme of the International Accreditation Day. Various events, media campaigns, as well as workshops and seminars taking place concurrently with the celebration if the International Accreditation Day in over 90 countries, so that the public be aware of the importance of accreditation. This year the World Accreditation Day is dedicated to the support which provides accreditation in the field of health and social care and is celebrated under the slogan “Supporting the Delivery of Health and Social Care”.
Health and social care have the same goals as almost all sectors, in an effort to provide services that meet the balance between quality, economic, social and environmental needs. Excellence in the field of health and social care is guided by the need to ensure security and trust towards patients, families, and those conducting health and social care.
Accreditation is a key instrument for those who provide services in the field of health and social protection of certification, as service providers, and medical devices, to accreditation of medical testing laboratories, diagnostic services and the inspection of providers of social welfare.
In accordance with the Statute of the Accreditation Body of Serbia, ATS (Accreditation Body of Serbia) every year celebrates also June 9 as the International Accreditation Day and June 28 as the Accreditation Day in the Republic of Serbia, the day when Serbia awarded the first accreditation in the year 2000.
JUSK International Convention on Quality – JUSK ICQ 2015
Within the traditional JUSK International Convention on Quality – JUSK ICQ 2015 „Quality to European and world integration”, at the Faculty of Mechanical Engineering in Belgrade, on June 3, 2015, organized by the Directorate of Measures and Precious Metals (DMDM) and the Accreditation Body of Serbia (ATS), were held Seventh Special Conference „National accreditation system – state and future development” and the Sixth Special Conference „National metrology system – state and future development”.
Conference was opened by Lucija Dujović, Assistant Director of DMDM, and Dr. Goran Džafić, Deputy Director of the ATS, and on this occasion thanked all the participants and once again stressed the importance of cooperation between the Accreditation Body of Serbia, Directorate of Measures and Precious Metals and the Institute for Standardization of Serbia in maintaining quality infrastructure of the Republic of Serbia.
Besides the exchange of professional experiences of representatives of DMDM, ATS, Institute of Nuclear Sciences „Vinča” – first designated institute within the national metrology system of the Republic of Serbia, authorized bodies as well as Group for Metrology, the conferences aimed at presenting numerous papers, focusing on results and news in the fields of metrology and accreditation in the past year.

TrainMIC Course
Organized by the Directorate of Measures and Precious Metals, Chamber of Commerce of Serbia and Accreditation Body of Serbia, under the auspices of the European Commission and the Institute for Reference Materials and Measurements ((IRMM), as the project developer, in the premises of the Chamber of Commerce of Serbia was held TrainMIC – Training program for measurements in chemistry „Principles and applications of metrology in chemistry”, from May 28-29, 2015.
Course was attended by 20 participants, representatives of accredited laboratories for testing and calibration, Faculty of Pharmacy, University of Belgrade, institutes, businesses and laboratories in the accreditation process. Topics covered in this course related to the traceability of the measurement results in analytical procedures, validation of measurement procedures within the laboratories, measurement uncertainty (Part I – Principles and measurement uncertainty and Part II – Assessment approach), and according to the requirements of standard ISO/IEC 17025. Within the course were presented three practical examples through exercises: Determination of nitrate concentration in drinking water, determination of polyphosphates in meat products and the determination of total organic carbon in wastewater.
In Directorate of Measures and Precious Metals (DMDM) on May 28, 2015, was held a meeting which was attended by Dr. Aleksandar Belić, State Secretary in the Ministry of Education, Science and Technological Development, Dr. Aleksandar Bogojević, Director of the Institute of Physics in Belgrade, Dr. Husein Ugur, expert of the World Bank, Mrs. Vida Živković, M.Sc., Director of DMDM, and Mr. Boris Laštro, Assistant Director of DMDM.
The meeting was initiated by Dr. Aleksandar Belić, State Secretary in the Ministry of Education, Science and Technological Development and Dr. Husein Ugur, within the project Serbia Innovation Project (SIP), in which he is currently engaged. Project is in the third year of implementation, and aims to strengthen the research and development of the innovation system of Republic of Serbia. Initiator of the project is the Government of the Republic of Serbia, financed by the European Union and the implementation is entrusted to the World Bank.
Within the meeting they discussed about mentioned project, as well as future directions of cooperation of the Institute of Physics and DMDM, with regard to the leading role of these two institutions in the realization of scientific and technological development of the Republic of Serbia.

Meeting of the Authorized Bodies for Performing Verification Tasks of Measuring Instruments for Mass
Directorate of Measures and Precious Metals, on May 26, 2015, in Belgrade, organized a meeting of authorized bodies for performing verification tasks of measuring instruments for mass, which aimed to highlight the attention to authorized bodies of the relevant facts, important for the application of Regulation on non-authomatic weighing instruments („Official Gazette of RS“, No. 17/13) and standard SRPS EN 45501. Directorate was represented by Lucija Dujović, Assistant Director of the Directorate of Measures and Precious Metals, Dragutin Veljković, Head of the Department for control and supervision of Kruševac, Predrag Djurić, Head of the Group for mass, force and pressure and Boris Ramač, metrologist for mass, force and pressure – Coordinator.
Participants welcomed Lucija Dujović and positively assessed the great interest of the authorized bodies to participate in meetings organized by Directorate and reminded them of their obligation to timely inform its customers on metrological requirements prescribed in the Regulation on non-authomatic weighing instruments („Official Gazette of RS“, No. 17/13), whose implementation starts on January 1, 2016. They also discussed other current issues related to the transition period, as well as to the very beginning of the implementation of this Regulation. Once again it is emphasized that by authorized bodies is expected to actively participate and contribute to the adoption of new laws and bylaws in the mentioned field.

Students of the Higher Technical School of Professional Studies in Zrenjanin Visiting the Department of Control and Supervision of Zrenjanin
On May 26, 2015, students of the Higher Technical School of Professional Studies in Zrenjanin visited the Department of Control and Supervision of Zrenjanin (OKN Zrenjanin), organizational unit of the Directorate of Measures and Precious Metals (DMDM) for Banat region.
Students were introduced with the responsibilities of the DMDM within the Ministry of Economy and its duties and tasks in the field of metrology, which are a function of business of economic, scientific and other organizations as well as improving quality of life. They were familiar with the territorial jurisdiction of the OKN Zrenjanin and work conducted by this Department.
After getting acquainted with the organizational chart of DMDM and screening a promotional film about the work of the Directorate, expert visit continued a tour of the laboratories. In the laboratory for physico-chemical measuring instruments to students was demonstrated verification of hydrometers for measuring density and quality analysis of precious metals articles. Finally, the students were given answers to many questions regarding the use and ways of correctness checking of measuring instruments that are used in everyday life.

Students of the Faculty of Organizational Sciences, Visit the Directorate of Measures and Precious Metals
As a part of celebrating the Metrology Day and fifteen years of cooperation of the Faculty of Organizational Sciences, University of Belgrade, and Directorate of Measures and Precious Metals (DMDM), on the initiative of Mrs. Ana Trajkovic, M.Sc., Assistant in the Department of quality management and standardization of FON, on May 22, 2015, was organized visit of the students of this study group to DMDM.
For the first time, in the National Institute of Metrology, the students had the opportunity to familiarize themselves with the Metrology system in the Republic of Serbia, with professional activities in the field of scientific and legal metrology and the role of the Directorate of Measures and Precious Metals in providing metrological traceability in the Republic of Serbia.
After a promotional film about the work of DMDM, expert visit continued a tour of the laboratories at the Directorate of Measures and Precious Metals.

Seminar on the Implementation of Regulation on Pre-packaged Products, Zrenjanin
Seminar on implementation of Regulation on pre-packaged products was held on May 18, 2015, organized by Chamber of commerce Zrenjanin and Directorate of Measures and Precious Metals, in the premises of Chamber of commerce Zrenjanin. Coordinator of the seminar, Mrs. Branka Radanov, M.Sc., welcomed the participants on behalf of Directorate of Measures and Precious Metals, and Mrs. Biljana Vlatkovic, on behalf of the Regional chamber of commerce Zrenjanin.
Seminar was realized so that it included both theoretical and practical parts (workshop and guidelines to packers). Lecturers were those from the DMDM: Mrs. Branka Radanov, M.Sc., Mrs. Ljiljana Bulic, Mrs. Ljiljana Micic, Mrs. Mirjana Bandovic, Mr. Bosko Stefanovic and Mr. Aleksandar Kostic. Seminar was aimed at introduction of the target group with the Regulation as well as the registration of packers and importers from the region of Banat district.

Visit of PTB Representative within the Project Support Quality Infrastructure in the Republic of Serbia
Within the project of technical assistance of FR Germany to quality infrastructure institutions in the Republic of Serbia, on May 11-13, 2015, in the premises of Directorate of Measures and Precious Metals was held workshop on „Identifying the capacity of DMDM for accreditation according to standard ISO/IEC 17065 for Measuring instruments Directive (MID) and Directive on Non-automatic weighing instruments (NAWI)”.
Workshop was conducted by Dr. Harry Stolz from the National Metrology Institute of Germany (PTB – Physikalisch-Technische Bundesanstalt). Workshop was attended by representatives of the Directorate of Measures and Precious Metals.

31st WELMEC Committee Meeting Held in Belgrade
31st Committee Meeting of WELMEC - European Cooperation in Legal Metrology, was held in Belgrade, in the period of May 5-7, 2015.
50 Participants were present representing Members and Associate members, 8 Working Groups and 3 Observer Organisations.
Prior to the Committee Meeting, on May 4, 2015, all convenors and some members of the Chairpersons' group came together on the premises of Directorate of Measures and Precious Metals. At the Convenor Meeting, the WELMEC strategy, priorities and acctivities for the period 2015-2020. have been discussed.
At the Committee Meeting, the participants were welcomed by Mrs. Vida Živković, director of the Directorate of Measures and Precious Metals, as a hosting organization and Mrs. Anneke van Spronssen, Chair person of WELMEC.
In the introductory presentation of Mrs. Vida Živković, the activities of DMDM, harmonization of national law in the field of metrology with law and practice of the European Union, implementation of the transposed EU Directives and strategic goals in the field of legal metrology for the period of 2015‐2020. in the Republic of Serbia, were presented.
The following presentations of WG Convenors gave an overview of the activities of the Working groups. Activities of the EURAMET, as well as Focus Group of EURAMET were also presented. In the course of the meeting, a brief overview of the 3 Observer Organisations activities was given: EA (European Co-opeation for Accreditation), OIML (International Organization for Legal Metrology) and NoBoMet (European Platform of Notified Bodies in Legal Metrology).
On this occasion, Mr. Stephen Patoray, director of BIML and representative of OIML, officially handed to Mrs. Vida Živković, director of the Directorate of Measures and Precious Metals the International Award for Excellent Achievements in Legal Metrology in Developing Countries - a special OIML glass engraved trophy.
In the final part of the meeting, after the reports of the Convenors and the Secretariat, resolutions of the 31st WELMEC Meeting were adopted, and the location and the date for the next annual meeting of this organization was announced.

JUSK International Convention on Quality - JUSK ICQ 2015
Directorate of Measures and Precious Metals (DMDM) and the Accreditation Body of Serbia (ATS) within JUSK International Convention on Quality - JUSK ICQ 2015 - (http://www.jusk.rs/) organize the Seventh Special Conference "National Accreditation System - State and Future Development" and the Sixth Special Conference "National Metrology System - Current Situation and Future Development", which will be held on Wednesday, June 3, 2015, at the Faculty of Mechanical Engineering, Belgrade.
SCC Group for Metrology member of European Association EUROCAL
Admission of Group for Metrology in the Association of European associations of calibration laboratories (EUROCAL) means recognition to our laboratories that have an adequate system to European.
Mr. Ljubiša Dimitrijević, Secretary of Association of accredited conformity assessment bodies of the Serbian Chamber of Commerce (SCC) and Mr. Peter Ulbig, representative of the National Metrology Institute of Germany (PTB) signed Agreement on the Accession of the AACAB SCC Group for Metrology to the Association of European associations of calibration laboratories (EUROCAL).
„Admission of Group for Metrology in this European association means recognition to our laboratories that have an adequate calibration system to European”, said Mr. Dimitrijević and added that thus was created the possibility that domestic producers easier place their products on foreign markets. Benefits of membership of the Group for Metrology in this prestigious Association is the exchange of experience and good practice, the availability of all materials – procedures, recommendations, instructions, as well as participation in the creation of common European values in the field of calibration.
Mr. Peter Ulbig, a lecturer at the seminar „Revision of ISO/IEC 17025 and international comparisons”, which was organized by SCC in cooperation with the Directorate of Measures and Precious Metals and Accreditation Body of Serbia, explained how German Metrology Institute functions.
SCC Group for Metrology has launched at the beginning of the year the initiative for full membership in EUROCAL, formed a working group to harmonize all technical questions, and thanks to the good cooperation with the Ministry of Economy, Directorate of Measures and Precious Metals and Accreditation Body of Serbia, made a proposal of the schemes of interlaboratory comparisons.

Workshop „Introduction into PROlab software”
Under the follow-up of the project for technical assistance from Republic of Germany to institutions in Serbia in the field of quality infrastructure, „Investigation of the needs for traceability for chemical, environmental and medical measurements in Serbia”, Dr. Detlef Lueck was in Serbia from 20th to 23th of April 20 to 23, 2015.
During his stay, the workshop was organized with subject: „Introduction into PROlab software for the evaluation of proficiency testing scheme results”. At this workshop the participants were from Accreditation Body of Serbia, NTC Nis – Naftagas d.o.o., PUC „Beogradske elektrane” Center for Testing Quality and Ecology, Institute of Meat Hygiene and Technology from Belgrade, Faculty of Pharmacy from Belgrade, Institute of Food Technology from Novi Sad, Centre for Medical Biochemistry, Clinical Centre of Serbia, as well as the representatives of the Directorate of Measures and Precious Metals, 15 in total. The lecturer at the training was Dr. Detlef Lueck, from the PTB, Germany.
The PROlab software will be at Directorate of Measures and Precious Metals, available for all potential PT providers.
