Seminar on the Implementation of the Regulation on Pre-packed Products, Kraljevo
Seminar on the implementation of the regulation on pre-packed products was held on April 20, 2015, organized by Chamber of Commerce Kraljevo and the Directorate of Measures and Precious Metals, in the premises of the Chamber of Commerce Kraljevo, Kraljevo. Attendees were welcomed by Lucija Dujović, Assistant Director of Directorate of Measures and Precious Metals, who presented a presentation on the importance and results of work of the Directorate of Measures and Precious Metals.
Seminar was implemented so that included theoretical and practical part (workshops and guidance to packers). Lecturers were the team from the Directorate: Mrs. Branka Radanov, M.Sc., Mrs. Ljiljana Mićić, Mrs. Ruža Krajninger Vuković, Mr. Aleksandar Kostić, Mrs. Tamara Kalinić, Mr. Dušan Jovanović and Mr. Boško Stefanović. Seminar was aimed at introducing target group with the Regulation, as well as registration of packers and importers from the Municipality of Kraljevo area.
Market Surveillance – Training
Training in the field of market surveillance „The first consultancy mission and Market surveillance of measuring instruments”, was held in the period April 15-17, 2015 at Directorate of Measures and Precious Metals, within the framework of cooperation with the German Institute of Metrology (PTB). Lecturer Mr. Rupert Kugler, a consultant at the Austrian Institute of Metrology (BEV), held a series of presentations with a number of interesting and useful information concerning the experience of the Austrian legal metrology, and the operation and organization of market surveillance activities in BEV.
Training coordinator of the Directorate of Measures and Precious Metals was Mrs. Branka Radanov, M.Sc., and training participants – employees of the Department of Control and Supervision in Directorate of Measures and Precious Metals.
Training covered different themes from the abundant legislation in the field of market surveillance in terms of the New Legal Framework in the EU.
Active discussion of trainees passed the conclusion in the form of a proposed action plan with proposed future activities in this area, including a detailed analysis of the target criteria in legal metrology in the Republic of Serbia, methods of risk assessment, taking into account the current results in the field of market surveillance of pre-packed products and measuring instruments, supervision of authorized bodies and supervision of measuring instruments in use.

Annual Meeting of the Authorized Bodies for Performing Verification of Measuring Instruments
Annual meeting of the authorized bodies for performing verification of measuring instruments (authorized bodies) was held on April 7, 2015 in Belgrade in the Club of Representatives, organized by the Directorate of Measures and Precious Metals, in the presence of representatives of the Ministry of Economy.
Those present were welcomed by Mrs. Vida Živković, M.Sc., Director of DMDM, and expressed satisfaction with the great number of participants, praising the efforts and work of authorized bodies in the previous period, in which they made significant improvements in the field of metrology. In addition to the significant growth in the number of certified criteria, which indicates the quantity of services provided by these entities, special attention should be paid to their quality. For this purpose, the task in front of all participants of the Metrological system of the Republic of Serbia is adapting to the new regulations, in particular the Regulation on measuring instruments and Regulation on non-automatic weighing instruments, in the interim period, and the duty to comply with all applicable regulations and specific requirements stipulated in regulations in the field of metrology. By authorized bodies are also expected to actively participate and contribute to the adoption of new laws and bylaws in the mentioned area, as well as engagement in the adequate and timely informing users of their services.
Meeting, which was led by Lucija Dujović, Assistant Director of DMDM, was highlighted the need of the meetings of authorized bodies with specific topics, dedicated to specific kinds of measuring instruments.
The second part of the meeting was devoted to discussion, in which representatives of the authorized bodies expressed their questions and suggestions.

Roundtable and Press Conference of the National Association of Technical Inspections NATEP, Traffic Police Authority and Traffic Safety Agency
National Association of Technical Inspections NATEP, Traffic Police Authority and Traffic Safety Agency held a roundtable discussion and press conference on March 24, in the ceremonial hall of the Administrative building of Belgrade Fair.
This traditional roundtable was held within the accompanying program of the 52nd International Motor Show and 9th International Fair of motorcycles in Belgrade, which were held in period from March 20-29, 2015. On this occasion, the participants were addressed by Vlada Marinković, President of the Board of the National Association of Technical Inspections NATEP, Milan Božović, Acting Director of Traffic Safety Agency, Zoran Alimpić, Head of Sector for vehicles in Traffic Safety Agency, Nebojša Arsov, Head of Department for traffic technical affairs and violation proceedings of the Traffic Police Authority in MIA of Republic of Serbia, and Lucija Dujović, Assistant Director, Directorate of Measures and Precious Metals.
At roundtable was the most discussed the proposal to amend the provisions of the Law on road traffic safety and the proposal for a new Regulation on technical inspection of vehicles.

The Tenth Meeting of the Technical Committee for Quality of EURAMET/TC-Q, Prague
In Prague, on March 18-19, 2015, was held the Tenth meeting of the Technical Committee for Quality of European Association of National Metrology Institutes – EURAMET, EURAMET/TC-QUALITY (TC-Q), where representatives of the Directorate of Measures and Precious Metals (DMDM) and INS „Vinca” (VINS) presented their quality management systems – QMS (SRPS ISO/IEC 17025).
Tenth meeting of the Technical Committee for Quality of EURAMET TC-Q was attended by representatives from 36 countries from Europe, representatives of EURAMET, EU and representatives of GULFMET, regional metrology organization of Persian Gulf countries.
For the first time the Technical Committee was chaired by Dr. Enver Sadikogly from UME, Turkey, to whom Dr. Pavel Klenovsky, Director of CMI and organizer of the event, handed over the duty.
Initial QMS presentations presented: Estonia – University of Tartu, Belgium – SCK-CEN/LNK, Switzerland – MBW Calibration Ltd. and Serbia – VINS, as the first institution in Serbia designated for a national standard holder in the field of ionizing radiation. Periodic re-evaluation of QMS presented representatives of: European Union – IRMM, Bulgaria – BIM-NCM, Czech Republic – CMI, CHMI, VUGTK, IPE, Greece – EIM, HIRCL/HAEC, Romania – INM, IFIN-HH, Latvia – LATMB, Croatia – NMI/FER-PEL, HMI/FSB-LIMS, FSB-LPM, FSB-LPMD, FSB-SSDL, Romania – INM, IFIN-HH, Poland – INTiBS and Republic of Serbia – DMDM, holder of national standards in the field of electrical and magnetic quantities, mass and related quantities, length, acoustics, flow, time and frequency, photometric and radiometric quantities and thermometry.
Presentation of QMS in DMDM, for period from 2010-2014, presented Mr. Boris Laštro, Assistant Director of Sector for Metrology Development, supported by Mrs. Slavica Simić, Head of the Group for thermometry. Chairman and all present were unanimous that the re-evaluation QMS presentation by Directorate was succinct, clear and with noticeable improvement in the quality system, so that confidence in QMS of Directorate, as well as its capacity to meet requirements of CIPM MRA, was unanimously voted.
Special presentations by invitation had representative of GULFMET – new emerging regional organization, as well as the Chair of the Technical Committee for Metrology in Chemistry, TC-IM, Mick Sega, INRIM, Italy, over the production of reference materials and the application of ISO Guide 34, and the procedure for confirmation of the indicated value in accordance with ISO/IEC 17025.
The next meeting of the contact persons of TC-Q will be held in April 2016 in Skopje, organized by BOM, FYR of Macedonia.

Beginning of Daylight Saving Time in 2015
On the basis of the Low on calculation of time (”Official Gazette” No. 20/06) daylight saving time in 2015 begins on March 29, 2015 at 2 h, 00 min, 00 s, so that, by moving forward by one hour, time at 2 h, 00 min, 00 s, is calculated as 3 h, 00 min, 00 s.
Regulation Amending Regulation on Manometers for Measuring Blood Pressure (Sphygmomanometers)
In the ”Official Gazette of RS”, No. 26/15 of March 14, 2015, is published Regulation on amending Regulation on manometers for measuring blood pressure (sphygmomanometers), which will come into force on March 22, 2015.
Regulation on Regloskops
In the ”Official Gazette of RS”, No. 26/15 of March 14, 2015, is published Regulation on regloskops, which will come into force on March 22, 2015, and will be applicable as of April 1, 2015.
This regulation prescribes the requirements for regloskops, marking of regloskops, method of determining compliance with requirements for regloskops, methods of measurement, and the manner and conditions of verification of regloskops.
This regulation applies to regloskops used in the function of control and traffic safety at the technical inspection of vehicles on the lines for technical inspection.
In Belgrade was Held Second Part of „Training and Workshop on Principles of Strategic Management (Part II)” Hosted by the Directorate of Measures and Precious Metals
Directorate of Measures and Precious Metals, in the framework of the Action Plan for 2015 for EURAMET Focus Group on Facilitating National Metrology Infrastructure Development (EURAMET FG-FNMID), hosted the „Training and Workshop on Principles of Strategic Management (Part II)” in Belgrade, from March 12 to 13, 2015.
Lecturer was an expert from the National Metrology Institute of Germany (PTB) Mr. Oliver Karkoschka.
Results of previous training held in December 2014 were analyzed. Different aspects related to planning further activities in work and strategy for the future development of national metrology institutes were considered: needs analysis, priority areas for development, measurement capabilities, human resources and organizational capacity to develop, as well as prospects for further development in the broader sense.
The outcome of this action is of great importance not only for members of EUROMET and their associated members (as support in the preparation of the elements in relation to their development strategy) but also for EURAMET itself, because the knowledge of the development needs of EURAMET members is crucial for planning capacity building activities and strategic research.

In Zrenjanin was held seminar „Legal metrology”
Regional Chamber of Commerce Zrenjanin in cooperation with the Directorate of Measures and Precious Metals on February 24, 2015, held a seminar entitled „Legal Metrology”. The seminar aimed to inform business entities from Central Banat Administrative District on the importance of legal metrology, and closely acquaint with the news in the Metrology system of the Republic of Serbia. At the seminar were presented the following presentations:
Metrology system of the Republic of Serbia (Vida Živković, M.Sc., Director of Directorate of Measures and Precious Metals);
Legal Metrology – Law on Metrology of the Republic of Serbia (Lucija Dujović, Assistant Director of Directorate of Measures and Precious Metals);
Verification of measuring instruments (Ljiljana Bulić, Head of Department for control and supervision Zrenjanin);
Metrological supervision (Mirjana Lompar, Head of Department for control and supervision Beograd).

Participation of Directorate of Measures and Precious Metals in EMPIR projects
The evaluation process of the Stage 2 Call 2014 for Joint Research Project (JRP) proposals has been finalised. External independent referees evaluated and ranked the proposals, the EMPIR (European Metrology Programme for Innovation and Research) Committee agreed on a final list of selected JRPs to fund. Directorate of measures and precious metals will be included in following projects:
- Traceable calibration of dynamic weighing instruments;
- Matrix reference materials for environmental analysis;
- Developing traceable capabilities in thermal metrology.

Regulation on Opacimeters
In the ”Official Gazette of RS”, No. 15/15 of February 6, 2015, is published Regulation on opacimeters, which will come into force on February 14, 2015, and will be applicable as of April 1, 2015.
This regulation prescribes the requirements for opacimeters, marking of opacimeters, method of determining compliance with requirements for opacimeters, method of type examination of opacimeters, methods of measurement, and the manner and conditions of verification of opacimeters.
This regulation applies to opacimeters used in the function of control and traffic safety at the technical inspection of vehicles on the lines for technical inspection.
Meeting of the Group for Metrology
At the meeting of the Group for Metrology held on January 29, 2015 were discussed the issue of the gray economy in this area, the possibilities of combating fraud and theft, as well as increasing the competitiveness of laboratories and control bodies.
Group for Metrology in Association of accredited conformity assessment bodies of the Serbian Chamber of Commerce (PKS) will launch an initiative for full membership in EUROCAL. A working group was established that will harmonize all technical questions to the moment of membership, it was pointed out at the meeting of the Group.
Thanks to good cooperation and communication of the Group for Metrology with the Ministry of Economy, Directorate of Measures and Precious Metals and Accreditation Body of Serbia made a suggestion schemes for interlaboratory comparisons, which are very important for the Group. It is anticipated that interlaboratory comparisons are managed by the Directorate of Measures and Precious Metals.
Group for Metrology has elected a new member, adopted Report on the work of the Group for 2014 and Work Program of the Group for the year 2015.

Obaveštenje o pokretanju postupka međulaboratorijskih poređenja (PT šeme) iz oblasti dimenzionih veličina
Direkcija za mere i dragocene metale (DMDM), Odsek za dimenzione, optičke veličine i akustiku, planira da u narednom periodu organizuje međulaboratorijska poređenja u oblasti dimenzionih veličina i to:
- Etaloniranje mernih lenjira i
- Etaloniranje materijalizovanih mera hrapavosti
Sve zainteresovane laboratorije iz zemlje i regiona koje žele da učestvuju u pomenutim poređenjima, PT-šemama, mogu da podnesu svoj zahtev/prijavu zvanično na adresu Direkcije za mere i dragocene metale, 11000 Beograd, Mike Alasa 14, najkasnije do 31. 01. 2015. godine.
Laboratorije učesnice će snositi troškove međulaboratorijskog poređenja kao i troškove transporta predmeta etaloniranja. Laboratorije su u obavezi da same obezbede transport etalona do naredne laboratorije učesnice, a u skladu sa tehničkim protokolom poređenja.
Troškovi koji se uplaćuju na račun DMDM za potrebe poređenja iznosiće 21.000,00 RSD po poređenju.
DMDM će, kao pilot laboratorija, nakon prikupljanja prijava, svim učesnicama dostaviti tehnički protokol poređenja.
U zavisnosti od broja zainteresovanih laboratorija, DMDM će naknadno odrediti datum početka navedene aktivnosti.
